06/28/2019 | TOM MARTINEZ | OTHER AGENCIES | AZ DEPT TRANSPORTATION | Reqs Change | ADOT Regional Traffic Engineering has the following comments on the current submittal for The Bridges, JTED and Block IV, DP-19-0093. ADOT met with representatives for the JTED development on Friday, June 14, 2019, and Monday, June 17, 2019 to discuss the potential impact of the development at the signalized intersection Park Avenue and Tucson Marketplace Boulevard and the ADOT R/W on the south property line. The results of the discussion were for the Developer to submit their Traffic Study for review and comment to identify the impact of the development to the adjacent roadway network. It was advised, by ADOT Regional Traffic, for the Developer to reconstruct the existing intersection to the configuration discussed for "Phase 1" in order to keep the intersection operation at an acceptable level of service prior to the opening of the new development. These improvements included a SB right turn lane on Park Avenue (not mentioned in the Phase 1 recommendations, but should be required), lengthening of the NB left turn lane, and construction of the new west leg of the intersection to include, at a minimum, 5 lanes (2 inbound, 1 EB LTL, 1EB Thru, and 1 RTL). The design will need to take into account future expansion of the facility as described in the traffic memo submitted by Marcos Esparza (6/14/19) and the upcoming Block IV full build-out. This would eliminate the need for intermittent closures on the roadway facilities as the property further develops. The off-site improvement plans should address traffic signal modifications including appropriate signal phasing, turn lane capacity, and the need for additional turn lanes, and location of Bus Stops. The Developer was also informed that an ADOT Encroachment Permit needed to be submitted for all off-site improvements, including the Park Ave and Tucson Marketplace intersection and the retaining wall improvements adjacent to ADOT R/W on the south property line.
