All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The Development Package will contain the following identification in the lower right corner of each sheet: Any relevant case numbers for reviews or modifications that affect the site. The site is within: 5.12.16 STONE/SIXTH AREA (SSA) Infill Incentive District / DOWNTOWN LINKS SUBDISTRICT / Stone Sub-Area Stone Sub-Area (STS) The intent of the Stone Sub-Area is to promote higher density mixed use development along the Stone corridors. Benefits of this development include reduction in parking, zero lot lines and increases in allowable building heights. Indicate graphically, where possible, compliance with Overlay zone. SPECIFIC REQUIREMENTS Adequate shade shall be provided for sidewalks and pedestrian pathways, using shade structures or vegetation. If applicable, show compliance with landscaping by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-10.0.0, Landscape Plan Requirements. Note: Use of the Public Right-of-Way Landscaping may be placed in the public right-of-way, if the following standards are met: 1. The landscaping is approved by the City Engineer or designee and complies with the City Engineer's standards on construction, irrigation, location, and plant type; 2. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 6, 2020. 1. This submittal is lacking in required formatting and content. The next submittal must conform to administrative manual section 2-06. Additional formatting and content standards will be reviewed with the next transmittal. Additional comments forthcoming. Comments included in this transmittal are limited to development standards which may or may not be modified per the Infill Incentive District. Applicant assumes a certain amount of risk proceeding with the IID process with an incomplete development package. 2. 2-06.4.7.A.8.a - Provide the floor area for each building. This is used to determine several development standards. Approximate square footage of 2,719 was included with the application, but not on the plan set and is used for comments in this transmittal. Please verify accuracy of this number and include all buildings on site, including storage. Additional comments may be forthcoming. 3. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. As dimensions are not provided, it is unclear whether standards are met with this proposal. 4. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. The use proposed for this site is Alcoholic Beverage Service, with a Microbrewery as an accessory use. Vehicle parking is required at a ratio of 1:50 sq ft of gross floor area, totaling 54 spaces required. The submitted plan indicates 13 existing spaces provided on site. The most recent aerial imagery indicates 11 space located on site. Clarify the number provided on site in order to proceed with an IID modification. One accessible parking space is required, which must also meet van accessibility standards. Please note, accessible parking and routes are mandated by the building code and cannot be modified through the IID process. 5. 2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established. 6. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. Bicycle parking for Alcoholic Beverage Service is required at a ratio of 1:2,000 sq ft of gross floor area, minimum 2 spaces, for short-term bike parking. For long-term parking the ratio is 1:12,000 sq ft gross floor area, minimum 2 spaces. This site would require 2 short-term and 2 long-term bike parking spaces. 7. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. The building setbacks on this site are as follows: front/west is 21' or the height of the structure from the back of future curb. North and south setbacks are 0'. The rear/east setback is 1.5 times the height of the structure due to adjacency to a residential zone. Front and rear setbacks are not being met with existing structures on site. 8. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. A sidewalk is required from the street to the front entrance of the building. Internal pedestrian circulation is also required. An accessible route must be provided from the accessible parking space to the front entrance of the building. Please note, accessible parking and routes are mandated by the building code and cannot be modified through the IID process. 9. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 10. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.
