Kino Parkway DP19-0077 - PAD-15 Zoning TRANSMITTAL DATE: October 29, 2019 DUE DATE: November 6, 2019 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 1, 2019. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section ***Address only the follow-up comments. Previous comment has been left for reference only. 2-06.3.0 FORMAT REQUIREMENTS COMMENT: Sheet 3 can be removed and added as a separate reference sheet for the Development Package. If sheet 3 is removed, renumber the sheets so that they are in the correct order. 1. FOLLOW-UP COMMENT: This comment is still applicable. The running table that has been included is correct but needs to be legible. The development criteria for DP19-0077 shall be included in the running table on sheet 2. PREVIOUS COMMENT: Include a running table of all the developments applicable to PAD 15. The table shall include any current plans under review within the PAD. 2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected. 2. FOLLOW-UP COMMENT: This comment is still applicable. Provide a scale as noted by the standard above on Sheet 16. PREVIOUS COMMENT: Please check scale listed under the north arrows on the plans sheets to verify that it matches scale used on the drawing scale. 2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet. 3. FOLLOW-UP COMMENT: This comment is still applicable. The title block on sheet 3 is inconsistent with the other sheets. PREVIOUS COMMENT: Assure that the title block on all sheets is consistent with the same information and design. 2-06.3.5 - A five-inch by three-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 4. FOLLOW-UP COMMENT: This comment is still applicable. Sheet 3 does not have the space reserved as noted in the standard above. PREVIOUS COMMENT: Assure that all sheets include an area in the lower right corner next to the title block for a PDSD Digital approval stamp. CONTENT REQUIREMENTS 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 5. FOLLOW-UP COMMENT: This comment is still applicable for sheet 3. PREVIOUS COMMENT: As noted in comment 3 above, assure that the information listed in the title block of all sheets is consistent, including the project name. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 6. FOLLOW-UP COMMENT: This comment is still applicable for sheet 3. PREVIOUS COMMENT: Include in the title block of all plan sheets, a brief legal description as noted by the standard above. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 7. FOLLOW-UP COMMENT: This comment is still applicable. Sheets 3, 14, and 15 are inconsistent with the standard noted above. PREVIOUS COMMENT: The sheet numbers shall be listed in the title block of all sheets, i.e. 1 of 10, 2 of 10 etc. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 8. FOLLOW-UP COMMENT: This comment is still applicable for sheet 3. PREVIOUS COMMENT: Provide the development package case number, DP19-0077, adjacent to the title block on each sheet. List the Administrative street address next to the title block of all plans sheets. 2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet. 9. FOLLOW-UP COMMENT: This comment is still applicable for sheet 3. PREVIOUS COMMENT: List as reference the rezoning case number C9-06-32 (of the PAD) next to the title block of all plan sheets. 2-06.4.7.A.7 - If the property is part of a subdivision plat that is being reviewed or has been recorded, provide the case number in the lower right corner of each sheet. As a general note, indicate whether the project is part of a Flexible Lot Development (FLD), condominium, or another similar type project. 10. FOLLOW-UP COMMENT: This comment is still applicable for sheet 3. PREVIOUS COMMENT: List as reference the subdivision case number S19-002 next to the title block of all plan sheets. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 11. FOLLOW-UP COMMENT: This comment is still applicable for sheet 1. PREVIOUS COMMENT: List as a general note the building square footage or list it under the development standards table. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 12. FOLLOW-UP COMMENT: This comment is still applicable. Provide the recordation information for Kino and Campbell. PREVIOUS COMMENT: The information as noted by the standard above could not be verified on any of the site sheets. Please add the required information listed in the standard. (Recordation Information) 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 13. FOLLOW-UP COMMENT: This comment is still applicable. Provide and indicate the future sight visibility triangles along with the existing sight visibility triangles. PREVIOUS COMMENT: Provide the SVT information on the site sheets as noted by the standard above. (Missing future sight visibility triangles) 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 14. FOLLOW-UP COMMENT: This comment is still applicable for sheet 5. PREVIOUS COMMENT: Along the north side of the development, label the full width of the access lanes which includes the width of the lanes on the adjacent parcel. It appears that there will be a shared drive with the development to the north. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 15. FOLLOW-UP COMMENT: This comment is still applicable for sheet 3. PREVIOUS COMMENT: Label Kino and Campbell as Public streets. Include the additional information noted in the standard above. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 16. FOLLOW-UP COMMENT: This comment is still applicable for the following comments. PREVIOUS COMMENT: Please address the following comments related to the above standards. a. Revise the site sheets to depict the ADA accessible aisle to match the Handicap Ramp Detail 7 shown on sheet C17. b. The details on Sheet C18 do not match the site plan sheets.
