This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the 1st submittal of the project. The Tucson Airport Authority has no further comments to provide. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 1, 2019.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: Include a running table of all the developments applicable to PAD 15. The table shall include any current plans under review within the PAD.

2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. This scale is the minimum accepted to assure the plan will be legible during review and when digitized and/or reduced for record-keeping purposes. The same scale shall be used for all sheets within the set. Smaller scales (60:1 or greater) may be used for some or all of the sheets with the prior approval of PDSD when it is determined legibility and the ability to be digitized and/or reduced for archiving will not be affected.

2. COMMENT: Please check scale listed under the north arrows on the plans sheets to verify that it matches scale used on the drawing scale.


2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet.

3. COMMENT: Assure that the title block on all sheets is consistent with the same information and design.


2-06.3.5 - A five-inch by three-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

4. COMMENT: Assure that all sheets include an area in the lower right corner next to the title block for a PDSD Digital approval stamp. (Not all sheets have the space reserved.)


-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

5. COMMENT: Label the contour intervals used under the north arrow of the appropriate sheets.


2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

6. COMMENT: Include a Legend that describes the symbols used on the C4.


2-06.3.11 - A key plan (if provided) shall be located on the first sheet.

7. COMMENT: It is preferred that the overall site plan sheet C3 be used as the Key Plan and placed as the first or second sheet of the set.

The Plat sheets shall be removed from the DP set and include as reference separately and not as part of the Development Package. Remove the plat sheets from the DP set.


2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

8. COMMENT: The sheet index should be revised accordingly and include the sheet number, i.e., 1 - C1, 2 C-2 etc. Revise the sheet index as required.

CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

9. COMMENT: List on the cover sheet, the owner's information as noted by the standard above.


2-06.4.2 - The title block shall include the following information and be provided on each sheet:
2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name;

10. COMMENT: As noted in comment 3 above, assure that the information listed in the title block of al sheets is consistent, including the project name.


2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

11. COMMENT: Include in the title block of all plan sheets, a brief legal description as noted by the standard above.


2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

12. COMMENT: The sheet numbers shall be listed in the title block of all sheets, i.e. 1 of 10, 2 of 10 etc.


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

13. COMMENT: Provide the development package case number, DP19-0077, adjacent to the title block on each sheet.

List the Administrative street address next to the title block of all plans sheets.


2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet.

14. COMMENT: List as reference the rezoning case number C9-06-32 (of the PAD) next to the title block of all plan sheets.


2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

15. COMMENT: I believe that the proposed use is Commercial Use Group: Food Service Land Use type and not Automotive as listed. Please revise general note 5 on the cover sheet and in the Parking calculations revise the use from Fast Food to Food Service.


16. COMMENT: Correct Drainage note 3 on the cover sheet. A portion of the drainage note 3 has been listed under drainage note 2.


2-06.4.7.A.7 - If the property is part of a subdivision plat that is being reviewed or has been recorded, provide the case number in the lower right corner of each sheet. As a general note, indicate whether the project is part of a Flexible Lot Development (FLD), condominium, or another similar type project.

17. COMMENT: List as reference the subdivision case number S19-002 next to the title block of all plan sheets.

2-06.4.7.A.8 - For development package documents provide:

18. COMMENT: List as a general note the building square footage or list it under the development standards table.


2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

19. COMMENT: On sheet C4, list the lot lines distance and bearings of the subject parcel.



2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

20. COMMENT: The information as noted by the standard above could not be verified on any of the site sheets. Please add the required information listed in the standard.


2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

21. COMMENT: Label on the site sheets, the zoning classifications adjacent to the subject parcel including the zoning classification across the streets.


2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

22. COMMENT: Provide the SVT information on the site sheets as noted by the standard above.


2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability.

23. COMMENT: Along the north side of the development, label the full width of the access lanes which includes the width of the lanes on the adjacent parcel. It appears that there will be a shared drive with the development to the north.


2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

24. COMMENT: Label Kino and Campbell as Public streets.

Include the additional information noted in the standard above.


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

25. COMMENT: Please address the following comments related to the above standards.

a. On the cover sheet the number of parking spaces noted as provided is 26, per the plan there are 27 spaces. Revise the calculation for accuracy. Revise the note Fast Food to "Food Service"

b. All parking spaces that abut a sidewalk or a landscape area must be provided with a wheel stop barrier. Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site.

c. Specifically, wheel stops for the vehicle parking spaces that abut the sidewalk must have be designed by using the following; with wheel stops placed 2.5 feet from the front of the parking spaces or increasing the width of the sidewalk to a minimum of 6.5 feet which would allow for a 2.5 foot overhang by vehicles. The same would be true for landscape areas, wheel stops required 2.5 feet from the front of the parking spaces, see landscape reviewer comments as well for additional comments.

d. Label the width of the ADA parking access aisle and label one of the ADA spaces as a van accessible space.

e. On sheet C17, revise the ADA sign to show a minimum of 7 feet from the bottom of lowest sign to the finish floor.

f. Revise the Typ. Pavement Marking detail on sheet C17, revise the width noted for the access aisle to say "see site plan"; assure that the width of the access aisle on the site plan is dimensioned.

g. Revise the site sheets to depict the ADA accessible aisle to match the Handicap Ramp Detail 7 shown on sheet C17.

h. The details on Sheet C18 do not match the site plan sheets. Revise the details to match what is proposed for this specific development.

i. The dumpster plan detail 2 on sheet C16 does not appear to match what is proposed on the site sheets. Revise the detail to match the site sheets or the site sheets to include the design of the dumpster enclosure depicted on sheet C17 detail 2.

j. Detail D on Sheet LP-2 should be revised to show a 30" overhang minimum for any parking spaces that abut a landscape area or add Wheel stops as noted above in comment c above.

k. Sheet C15 is not related to the KFC project proposed at this location, remove this sheet.


2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

26. COMMENT: Include a fully dimensioned detail drawing of the Bicycle Storage Area. Indicate on the plan where the lighting for the long term facility is located, building wall light, stand alone lighting etc.


2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

27. COMMENT: Include on the site sheets the information as noted by the standard above. (I believe that Kino is already at its maximum R/W width but I'm not sure of the roadway. See the engineering comments for any additional information.


2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

28. COMMENT: Clarify if this development is proposing outside seating. If so the outside seating must be included in the square footage for the vehicle and bicycle parking requirements. Clearly delineate and dimension the outside dining/seating areas.


2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

29. COMMENT: Include the slope information on the grading plan for all pedestrian sidewalk areas. The cross slope shall not exceed 2% and the longitudinal slopes shall not exceed 5%.


2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

30. COMMENT: Add a general that states that signage will be permitted under separate permits.

6) Provide a pedestrian circulation path in accordance with TSM section 7-01. This includes a pedestrian circulation Path to S Campbell Av and to the proposed trash enclosure

8) Per COT Administrative manual (AM) section 2-06.4.8 show on plans the 100 year flood plain limits for the adjacent floodplain
9) Ensure that roof drains scupper underneath sidewalks. Reference TSM section 7-01.4.1.E
10) There are several water harvesting opportunities along the southern parking area landscape where curb openings could be provided to allow runoff into the planter areas. Show how the proposed plan is in compliance with COT Unified Development Code (UDC) section 7.6.6.C. Particularly the grading of the vehicular use areas should be in such a manner that runoff is directed into landscaped areas. Curb cuts should be provided at optimal locations to allow runoff to enter landscaped areas. Available landscape area should be depressed up to 6" to maximize water harvesting.
11) Provide spot grades in all depressed landscaped areas. Spot grades to take into account the proposed 2" of rock that will be placed in the landscaped areas
12) Sheet LP-1. For all water harvesting areas, change the ground cover specification from Decomposed Granite, to Decorative Rock or Organic Mulch. Decomposed Granite Silts and reduces water infiltration rates
13) The proposed on site storm drain system. Provide in the plans, details for all inlet and outlet structures.
14) For the proposed storm drain system it is not clear where the ultimate outfall point is
15) Provide a site specific drainage statement according to the City of Tucson Standards Manual for Drainage design section 2.3.2. Include in the report pipe hydraulics to verify that the proposed storm drain system is adequately sized. Also note that the 100 year rain fall depths in the provide Hydro Cad report should be those found for a 1 hr event as shown in table 3.1 of the City of Tucson Stormwater Detention/Retention Manual
16) Include in the drainage statement the volume of water entering the proposed basin to the north. Provide the detention/retention volume of the proposed basin
17) Verify that the drawdown time of the proposed basin is less than 12 hours
18) Per Stormwater Detention/Retention Manual section 3.4.2 provide a grade control marker for the proposed detention/retention basin. On the plans please also provide the coordinates of the grade control marker so that it can be easily located in the future
19) Sheet C4. Clarify is the "Future Driveway" connecting to S Campbell Av will be constructed as part of this permit or are part of the development to the north
20) Provide site visibility triangles at all roadway intersections. Visibility Triangles adhere to City of TSM Section 10-01.5.0
