See mark-ups on Page 2 of 6 in the Plan Set. Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The Development Plan will contain the following identification in the lower right corner of each sheet: Any other relevant case numbers for reviews or modifications that affect the site. Indicate graphically, where possible, compliance with conditions of rezoning. ARTICLE 7: DEVELOPMENT STANDARDS 7.6. LANDSCAPING AND SCREENING Street Landscape Borders To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site. Street landscape buffers are required along street frontages of the entire site excluding ingress and egress. Minimum Width Street landscape borders must be a minimum of ten feet wide as measured from the street property line. The following information must be provided on the plans. Calculations Square footage of the site; Square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees; A shadow pattern and calculation are required in certain cases (see Section 7.6.4.B, Vehicular Use Area, of the UDC). Provide these, if applicable; Length and width of landscape borders and landscape transition borders and number of canopy trees per length; and, Square footage of all landscaped borders and calculation of the percentage of vegetative coverage, when applicable. Vegetative Ground Cover Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting. One canopy tree is required for every 33 linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. 7.6.5. SCREENING STANDARDS When Required Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. A 30" screen is required to screen vehicle use area from El Burrito Ave. Screens along a street frontage must be located on the development side of the street landscape border so that they do not obstruct the view of the street landscape border from the street. The following information must be provided on the plans. El Burrito Avenue DP19-0074 - Current zoning is C-2 / Proposed Zoning is I-1 per Rezoning Case C9-18-11 TRANSMITTAL DATE: April 24, 2019 DUE DATE: April 24, 2019 COMMENTS: Please resubmit revised drawings and along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 27, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 1. COMMENT: Remove the Development Package PDSD approval stamp from sheets 5 and 6. Reserve a three-inch by five-inch space in the lower right quadrant of each sheet for an approval stamp. The approval stamp will be applied electronically by PDSD staff. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 2. COMMENT: List on the cover sheet Project Directory the client's telephone number and email address. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 3. COMMENT: The title on all sheets shall include the same information. Revise the title blocks so the information is consistent on all sheets of the DP. 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 4. COMMENT: As noted above in comment 3, the information in the title blocks shall be consistent. Revise the title of the project for consistency. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 5. COMMENT: The brief legal description in the title blocks is not consistent on all sheets. Revise the description to match on all sheets. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 6. COMMENT: List the sheet number and number of sheets on sheets 5 and 6. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 7. COMMENT: Provide the development package case number, DP19-0074, adjacent to the title block on each sheet. Clarify which address is considered the administrative address. The Administrative address shall be consistent on all sheets next to the title block. 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." 8. COMMENT: Revise General note 2 on the cover sheet to the following; "Existing zoning is C-2". 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 9. COMMENT: Clarify if the developments are separate developments or are they to function as one site - development? 2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet. 10. COMMENT: Add a general as follows; "Proposed Zoning is I-1 per Rezoning case C9-18-11". List the authorized conditions of the approval verbatim as listed on the rezoning memorandum dated June 6, 2018. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 11. COMMENT: Revise general note 3 on the cover sheet to the following; "Existing use is Storage", the proposed use is Industrial Use Group; General Manufacturing Subject to UDC Sections Subject to UDC Section 4.9.5.C.2, .6, .7, & .8 and 4.9.13.Q. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 12. COMMENT: List as reference the rezoning case number C9-18-11 next to the title block of all DP plan sheets. 2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones. 13. COMMENT: The rezoning case is for two separate parcels with separate legal descriptions. List as a general note that the rezoning conditions apply to both parcels. You can distinguish the parcels by including the addresses of each parcel. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 14. COMMENT: List on sheet one or two the floor area of each building based on each lot. The Square footage for each outdoor storage area and the covered storage areas, i.e. lot 1 Bldg. 1 = 1212 SF, Proposed Bldg. 400 SF, Covered storage = 1,000 SF, outside storage = 1,000 SF. Etc. Provide the information for both sites. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 15. COMMENT: Include an expansion calculation for each parcel based on GFA and storage use area. 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. 16. COMMENT: If the developments do not function as one development the calculations for building and storage areas, vehicle parking, bicycle parking shall be listed accordingly for each development. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 17. COMMENT: Draw the existing conditions adjacent to the eastern side of the developments as noted by the standard above. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 18. COMMENT: Label the curve data on the street property lines or in a curve data table. The curve data can be found on the Map and Plat book 11 at page 56. Prior to approval of the DP the northern two lots must be combined. A Pima County tax parcel combo can be processed through the Pima County assessor's office. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 19. COMMENT: Provide the information for El Burrito Avenue as noted by the standard above. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 20. COMMENT: Include the bearings for all lot lines. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 21. COMMENT: Label El Burrito Avenue as (PUBLIC) on the site sheets. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 22. COMMENT: Dimension the back-up spur next to the parking space on the south side of the parking lot of the development on lots 3 and 4. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 23. COMMENT: A minimum of one ADA parking space with an access aisle is required for each development. Draw and label the ADA parking space and Aisle for each development. Revise the parking calculations accordingly to include the requirement for ADA parking. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 24. COMMENT: A minimum of two long term bicycle parking spaces is required per Table 7.4.8-1. Indicate on the plan where the long term facilities will be provided. Revise the bicycle parking calculation as required. Include a dimensioned detail drawing for the type of long term bicycle parking facility that will be used. See UDC section 7.4.9 for specifics. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 25. COMMENT: Label the building setbacks for the existing and new building on the north parcel. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 26. COMMENT: Label within the building footprints the building heights of all buildings, existing and new. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 27. COMMENT: Clearly define the vehicle use areas and dimension where required. Concrete sidewalks are required between a building and a PAAL or Drive. Draw, dimension and label all required sidewalks. Sidewalks must be physically separated from vehicle use areas, (PAALS or DRIVES). Review the T.S. section 7-01 for specifics on sidewalk requirements. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 28. COMMENT: The refuse location or type could not be verified on the DP. See engineering review comments related to refuse collection requirements. Additional comments may be forthcoming on this standard. 2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning. 29. COMMENT: Indicate in a separate detailed response memo stating how the conditions of rezoning have been addressed. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 30. COMMENT: Indicate by general note how mail is to be provided, i.e. to be delivered within the building(s), gang mail box? 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
