SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The Development Plan will contain the following identification in the lower right corner of each sheet:
Any other relevant case numbers for reviews or modifications that affect the site.

ARTICLE 7: DEVELOPMENT STANDARDS
7.6. LANDSCAPING AND SCREENING
Buildings 10,000 Square Feet or Less
On sites where the gross floor area of the existing building(s) is 10,000 square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows.
a. If the expansion is less than 50%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval.
b. If the expansion is 50% or greater or if expansions as of February 15, 1991, cumulatively result in a 50% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the standards of this section apply to the entire site.

Calculations provided on the cover sheet indicate expansion is over 50%.

Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

Ensure that all Zoning and Engineering comments and concerns are addressed.

COMMENTS: It is not clear what is proposed, but it appears that you are attempting to permit structures built without permits. Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 24, 2020.

CONTENT REQUIREMENTS

1. 2-06.4.3 - Provide the development package case number, DP19-0071, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. 2-06.4.7.A.4 - Per UDC Table 4.8-4 PERMITTED USES - COMMERCIAL AND MIXED USE ZONES, General Manufacturing is not an allowed use in the C-2 Zone. A rezoning is required unless you can provide an approved site plan showing the current configuration.

3. 2-06.4.7.A.8.b - Remove the reference to Site Coverage as it is not applicable.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

4. 2-06.4.8.C - Sheet 2 Keynote 2 calls out "EXISTING VERTICAL CURBING". Based on current aerial photos there is not curbing along the east side of Mountain Ave.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

5. 2-06.4.9.A - As this site is made up of two (2) parcels, 124182580 & 124182600 a lot combination is required. Provide a copy of the approved Pima County Combo request form with your next submittal. Zoning acknowledges Zoning and land use note 6 which talks about a covenant but no covenant was provided.

6. 2-06.4.9.H.5 - Provide width dimensions for all access lanes and PAALs shown on the plan.

7. 2-06.4.9.H.5 - It does not appear that the PAAL that provides access to the western most vehicle parking spaces is wide enough. Per UDC Table 7.4.6-1 90 degree vehicle parking requires a 24' wide PAAL.

8. 2-06.4.9.H.5 - Per UDC Article 7.4.6.H.1 barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said demonstrate how vehicles will be prevented from access the area where the ramada is to be removed and around the western most vehicle parking space.

9. 2-06.4.9.H.5 - Per UDC Article 7.4.6.K A street or alley can not be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way. That said demonstrate on the plan how vehicles will be prevented from access the alley to the south.

10. 2-06.4.9.H.5.a - There is a typo within the vehicle parking space calculation. You show "4,135/100" where it should be 4,135/1000.

11. 2-06.4.9.H.5.d - Per UDC Table 7.4.8-1 Minimum Required Bicycle Parking Spaces INDUSTRIAL USE GROUP, long term bicycle parking is required at 1 space per 15,000 sq. ft. GFA. Minimum requirement is 2 spaces. Maximum required is 10 spaces. That said provide a long term bicycle parking calculation on the plan. This calculation should include the number required and provided.

12. 2-06.4.9.H.5.d - Show the location of the required long term bicycle parking on the plan and provide a long term bicycle parking detail that demonstrates how the requirements of UDC Articles 7.4.9.B & .D are met.

13. 2-06.4.9.O - The street perimeter yard setbacks listed on sheet 1 and shown on sheet 2 are not correct. Mountain Ave. is not listed on the MS&R map in this project area nor does this site meet the definition of a Developing Area therefore it does not qualify for Developing Area Perimeter Yard Setbacks. Based on UDC Article 6.4.5.C.1 the required street perimeter yard setback is 20' feet or one and one-half the height of the proposed wall (H), measured from the street property line, whichever is greater. Until the street perimeter yard setback is shown correctly Zoning cannot determine if the setbacks are met. A Design Development Option maybe required.

14. 2-06.4.9.R - Clearly demonstrate that an accessible route is provided from the building to the accessible vehicle parking space and out to the street. The route must meet the requirements of the 2018 IBC Chapter 11 and the ICC A117.1-2009.

15. 2-06.4.9.R - Per TSM 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage. That said provide a sidewalk from the entrance to the building out to the street. This sidewalk must meet the requirements of TSM Section 7-01.4.2 & 4.3.

16. 2-06.4.9.R - - Per TSM 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said provide a sidewalk along the south side of the building. This sidewalk must meet the requirements of TSM Section 7-01.4.2 & 4.3.

17. Based on the current aerial photos there is some type of structure located within the alley near the southeast corner of the site. This structure will need to be removed.

18. Based on the current aerial photos it appears that there is storage of material within the alley to the north of this site. This material will need to be removed from the alley.
