River Road DP19-0058 - PAD-22 Zoning TRANSMITTAL DATE: April 17, 2019 DUE DATE: April 10, 2019 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 7, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 1. COMMENT: Assure that there is a 5"x3" blank space next to the lower right corner of each sheet for the PDSD digital stamp. 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 2. COMMENT: Include a legend on the cover sheet that describes the symbols and line work used on the drawings. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 3. COMMENT: Provide the development package case number, DP19-0058, adjacent to the title block on each sheet. List the administrative address next to the title block of sheets 5 through 14. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area; 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 4. COMMENT: Revise the location map to include the information listed in sections 2-06.4.4 - 2-06.4.4.C 2-06.4.6 - If the project is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed. 5. COMMENT: Draw on the first sheet the overall PAD area as noted by the standard above. 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." 6. COMMENT: List under the site data text blocks on sheets 1 and 2, existing zoning is PAD 22. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 7. COMMENT: List on sheet one and two under the Site Data the applicable use specific standard for this use as listed in the PAD document and the UDC equivalent. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 9. COMMENT: If applicable, list any overlay application case numbers next to the title block of all plan sheets. 2-06.4.7.A.8.a - Floor area for each building; 10. COMMENT: Clarify if there are two separate buildings or areas proposed as an office and an apartment? If so list the square footage of each under the site data text block. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 11. COMMENT: Label the site boundary of the parcel to be developed as noted by the standard above. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 12. COMMENT: If applicable, to this parcel include in the DP the easement information as noted by the standard above. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 13. COMMENT: Label the width of the existing sidewalk along the River Road ROW. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 14. COMMENT: Same as comment 11. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 15. COMMENT: Label the existing zoning classifications adjacent to the subject parcel and across River Road. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 16. COMMENT: Include the SVT information as noted by the standard above. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 17. COMMENT: On sheet 2, label the southern loading area. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 18. COMMENT: This project must be provided with a minimum of 2 Short term bicycle parking facilities. Draw and label the short term facilities. Include a bicycle parking calculation under the site data text block and a fully dimensioned detail drawing. The facilities must be within 50 feet of the public entrance to the storage facility. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 19. COMMENT: Label the building height within the building footprint as noted by the standard above. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 20. COMMENT: Label the width of the existing public sidewalk on River Road. Label the cross and horizontal slopes for all sidewalks adjacent to the proposed building. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 21. COMMENT: Clarify if there is main mailbox location for all the developments within this PAD or is mail provided to each development? If there is a gang mailbox location indicate it on the plan. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 22.
