The tracking number for the development package is DP19-0056. The proposal is to collect refuse and recycling materials in four 4 cubic yard containers which will be located inside the eastern building in a room near the central alley. The containers will be rolled out into the alley for servicing five days per week. Facility personnel shall roll the containers to the servicing area after the refuse truck arrives on-site and shall roll the containers back into the staging area immediately after servicing. This procedure will minimize the length of time the containers are located within the alley. Every effort shall be made to reduce the time the containers are positioned in the alley for servicing to reduce potential impacts on fire, police, medical and other emergency vehicles needing to use the alley to access the Hub 4 buildings. Based on this review, the Environmental & General Services Department approves the waste management plans in the Development Package (second submittal) for the Hub 4 on Campus project. After review, based upon Main Gate District (MGD) Document and Ordinance 11394, Section C-19, of the required plans and documents submitted to PDSD, I recommend resubmittal of this project. The Hub IV Development Package Submittal makes no reference to the Design Review Committee's reviews or and conditions stated in the MGD Design Review Committee meeting on May 16, 2019. The Development Package does not present any notes, orthographic or elevation images to verify compliance with the Design Package. Therefore, it is recommended to the Director that a resubmittal of the Development Plan be provided to allow verification of compliance with the Design Package. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 22, 2020. 1. Previous comment 6 not fully addressed. Rephrase permitting note 3 to read: Proposed use of the property is Residential - Group Dwelling, Commercial - Food Service, and Retail. 2. Previous comment 7 not fully addressed. Provide case number MGD-19-02 (T19SA00139) adjacent on the title block on all sheets. Rephrase permitting note 6 to read: This project is subject to meeting the Main Gate District Optional Urban Overlay Zone, #C9-12-01. This project meets the criteria/conditions of the overlay and is subject to approval MGD-19-02 (T19SA00139) and all associated conditions. This approval applies to all parcels contained in this development package 3. Previous comment 9 not addressed. Clarify the 5' street light easement illustrated on sheet 2. It appears planters and bicycle parking are planned within the easement area. Provide documentation of approval from TDOT for use of the easement area. Provide with next submittal. 4. Previous comment 15 not fully addressed. Correct Vehicular Parking Calculations on sheet 1. A Retail use requires the greater of 2 spaces or 1:1,000 sq. ft. per Main Gate Overlay C-5.a.1.ii. Provided parking does not meet this standard. 5. Previous comment 21 and 22 not fully addressed. It is acknowledged that the bicycle parking calculations have been updated. It appears all short-term bike parking is being met. Long-term bike parking is required at a total of 48 spaces and 70 are listed as provided. The bike storage in the basement does not have a total space count listed. Please note, long-term bike parking can be provided inside individual residential units in accordance with UDC Article 7.4.9. If this is the case, provide relevant information in the bike parking calculations table. 6. Previous comment 24 not fully addressed. All applicable building setback lines will be shown. Correct the building setbacks table on sheet 1 to indicate the range of setbacks provided, including the western boundary on the alley of the eastern building. Setback appears to be less than 1', but is not noted on sheet 6 or included in setback table. 7. Previous comment 26 not fully addressed. Park Av requires a minimum 4' from the back of the curb to the sidewalk and an 8' sidewalk clear area. Proposed layout does not meet this standard. In one location, 3' is shown from back of sidewalk and 7.53' of sidewalk clear area. 8. Previous comment 28 not fully addressed. Regarding required open space, it is acknowledged the open space calculations have been updated on sheet 1. Sheet 6 illustrates the location of required open space. The area on the western boundary totaling 359 sq ft cannot be used to meet this requirement. Per Main Gate Overlay, section C-10.d. open space must be a minimum of 10' in dimension. Revise sheet 1 if needed. Additionally, please provide roof plan illustrating open space to verify total amount provided. 9. Follow-up comment: Proposed easements to be recorded and the lot combination are two outstanding items on this development package. As the building plans have not yet been submitted for review, I cannot place a hold on the associated Certificate of Occupancy. As such, a final engineering inspection has been placed on this development package to ensure proper documentation for the recorded easements and lot combination is submitted.
