Broadway Boulevard TRANSMITTAL DATE: June 18, 2019 DUE DATE: June 19, 2019 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 14, 2020. ****Zoning has done a second review of the DP. Please address only the follow up comments. The previous comments have been left as reference for the reviewer and the applicant. CONTENT REQUIREMENTS 1. Follow Up To Previous Comment 5: As of this DP plan review the recording information has not been presented to PDSD Zoning finalization of the Lot Split / Reconfiguration of the parcels. Zoning cannot approve the DP until the S19-031 recoding information is provided and the permit application is finalized through the PDSD approval process. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. Previous Comment 5: This site is comprised of 6 individual parcels. Prior to approval of the DP, a Parcel tax combo must be completed through the Pima County Assessor's Office. Provide the Parcel Combo documentation from Pima County. 2. Follow Up To Previous Comment 6: If the 2,805 SF is correct and final for the food service uses, which includes the outdoor seating areas, only 28 spaces are required prior to any reductions. The required parking for the food service uses has been noted as 29 spaces. The correct number of vehicle parking spaces should be listed and the number of vehicle parking spaces required should be revised to 33. This will make a difference when calculating the reductions and allowed maximum percentage. The number of vehicle parking spaces provided per the plan, are 27. Review the parking reduction calculation used based on the number of additional trees proposed. If a total of 33 vehicle parking spaces are required, a reduction of five spaces for the recharge stations reduces the number to 28 spaces. A total of four non-required canopy trees must be provided in order to reduce the one additional space allowing for a total reduction of 6 spaces (20%) for a total of 27 spaces required. Revise the calculation accordingly and on the landscape plans, sheet 6, only identify the four spaces that are considered non-required. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. Previous Comment 6: There are only 3 Recharge stations drawn on the plan. Revise the reduction calculation for the recharge station to 3, currently noted as 4. Draw and label the charging stations on the plan. Label on the landscape plan the additional 8 canopy trees that will be planted for the reduction of 2 vehicle parking spaces. Demonstrate compliance for the additional trees: The planting area for each tree must comply with the canopy tree in vehicular use area spatial requirements in accordance with Section 7.6.4.B.1.a. Label the 7'-0" height from the bottom of the van sign to the top of the sidewalk. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 1. COMMENT 7: Demonstrate compliance for the long term facilities. Review section 7.4.9.D.2.b and .c; draw the location of the facility within each of the buildings. Clarify if the long term facility within the building is going to be a box as shown on sheet 5. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 2. COMMENT 8: Include in keynote 13 that the longitudinal slope will not exceed 5% for sidewalks. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 3. COMMENT 9: See engineering comments related to the Refuse collection area.
