SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The landscape plan will contain the following identification in the lower right corner of each sheet:
Cross-reference to:
a. Rezoning case;
b. Subdivision case;
c. Board of Adjustment case;
d. Design Development Option case;
e. Development Review Board (DRB) case; and/or,
f. Any other relevant case number for reviews or modifications that affect the site.
Provide the development package case number, DP19-0013, adjacent to the title block on each sheet.
7.6.4. LANDSCAPE STANDARDS
Use of the Public Right-of-Way

Nonrequired landscaping may be placed in the public right-of-way, if the following standards are met:

1. The landscaping is approved by the City Engineer or designee and complies with the City Engineer's standards on construction, irrigation, location, and plant type;

2. All vegetation complies with the standards of Section 7.6.4, Landscaping Standards; and,


3. The landscaping does not interfere with the use of the sidewalk.

7.6.5. SCREENING STANDARDS

When Required
Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 18, 2020.


2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet.

1. COMMENT: Assure that the title block is consistent on all sheets and includes the same information required by the standards and that the title block of sheet 7 includes "7 of 21".

2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

2. COMMENT: Assure that each sheet is provided with the space in the lower right quadrant next to the title block PDSD Approval Stamp that will be applied by PDSD staff.


2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.

3. COMMENT: Add the information to the location map drawing as noted by the following standards.

2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

4. COMMENT: The location map shall be drawn at a scale of one mile is equal to three inches. If the map is not drawn to the scale noted above, revise the map and label the scale as noted.

2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

5. COMMENT: Label the street Lakeside Parkway that abuts the east side of the site.


2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

6. COMMENT: Label on the location map the section and all abutting section corners of all four corners. Label the following below the location map "Located in the SW1/4 of SECTION 21, T14S, R15E., G.&S.R.M., City of Tucson, Pima County, Arizona".


2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

7. COMMENT: On the cover sheet, list the owner's phone number and email address, List the developer's email address, List the information for Joseph Young and Greg N Felten as noted by the standard above.


2-06.4.2 - The title block shall include the following information and be provided on each sheet:
2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

8. COMMENT: On sheet 7 label the sheet as 7 of 21 in the title block.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

9. COMMENT: Provide the development package case number, DP19-0013, adjacent to the title block on each sheet.

Label the administrative address next to the title block.


2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

10. COMMENT: Revise the general use note 3 to state Proposed Use: Commercial - Medical Outpatient Blood Donor Center Subject to 4.9.O.3 and 4.9.13.O and subject to approval under SE-18-67 (T18SE00067)".


2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

11. COMMENT: Add to general note 4 that the site has been designed to comply with UDC section 5.5 Gateway Corridor Zone.

This development is subject to a Special Exception, Se-18-67. Correct the typo "TECH" to "THE" on the first sentence of condition 7.


2-06.4.7.A.7 - If the property is part of a subdivision plat that is being reviewed or has been recorded, provide the case number in the lower right corner of each sheet. As a general note, indicate whether the project is part of a Flexible Lot Development (FLD), condominium, or another similar type project.

12. COMMENT: List the Block Plat case number S19-003 in the lower right corner next to the title block of plan sheets.


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

13. COMMENT: Wheel Stops are required where vehicle parking spaces abut sidewalks or the sidewalk must be constructed at a 6.5 foot width in order to allow for a minimum four foot wide clear sidewalk area. Revise as required.

List the number of van accessible spaces proposed.

2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

14. COMMENT: Clarify if he loading area along the west side of the building is for patients or for the goods for the use.


15. COMMENT: Label the onsite sidewalk cross and longitudinal slopes on the grading plan. Max cross slope is 2% Max Longitudinal slope is 5%.

1. The drainage report is not consistent in discussing the reduction in peak discharge for the developed site. For example, page 9 indicates the weir should be designed to limit flow to the existing discharge. The requirement is for a reduction of at least 15 per cent per the Special Exception approval conditions. Revise the report to consistently apply this standard.
2. The site is currently undeveloped. The drainage report indicates the existing conditions are 68 per cent impervious. Correct the predevelopment imperviousness for the site in all calculations and descriptions. The correct imperviousness must also be included in the hydrologic data sheets.
3. Once the calculations are corrected, additional comments may apply.
Development Package
1. Provide the cut and fill quantities in the space provided on the cover sheet.
2. Keynote 10 references detail F/6 for standard parking spaces. The detail is for accessible spaces only. Provide a correct detail and correct reference. Ensure all keynotes and details are correct.
3. On sheet 4, keynote 26 is used near the corner of the parking area. Provide the correct keynote reference.
4. Provide barriers at the curb openings to prevent motor vehicles from inadvertently driving into the basin.
5. Identify curb openings to provide water to the landscape water harvesting areas. Show how water harvesting will be maximized.
6. Clearly show roof drainage patterns to demonstrate the sidewalks will be kept flood free for up to a 10-year rain event.
