1) Reference City of Tucson (COT) Standards Manual for Drainage Design and Floodplain Management section 12.3 and provide a detail for and the location of the necessary flood warning signs
2) The existing building on the northeast corner of the property is not designated as a contributing historic structure. Any renovations that exceed 50% of the value of the existing structure will trigger floodplain compliance which could be achieved through elevating or flood proofing
3) Provide top/bottom spot grades for all proposed water harvesting areas to show that an effective ponding depth is maintained. Note that the spot grades should take into account any mulch or ground cover that is used
4) Check proposed storm drain discharge pipe hydraulics with tail water at the connection to the existing street inlet
5) Provide all connection details for storm drain-existing catch basin, 15" nyoplast catch basin and any joints
6) Show how the proposed plan is in compliance with COT Unified Development Code (UDC) section 7.6.6.C. Particularly the grading of the vehicular use areas should be in such a manner that runoff is directed into landscaped areas. Curb cuts should be provided at optimal locations to allow runoff to enter landscaped areas. Available landscape area should be depressed up to 6" to maximize water harvesting. Rain water harvesting is identified in the drainage report but there are no specifications for curb cuts or other inlets into any landscaped areas. Suggest flush with pavement ribbon curbing to maximize the effectiveness of the long narrow planters. Wheel Stops could be used instead of a continuous 6" vertical curb
7) Proposed pedestrian circulation path to trash enclosure leaves the property then turns back in. The circulation path should be located entirely on project parcel
8) Proposed access gate off of 6th Av does not provide sufficient onsite maneuvering for a vehicle to turn around. Relocate access gate such that sufficient onsite turn around area is provided
9) Provide a pedestrian circulation connection to 6th Av

SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The landscape plan will contain the following identification in the lower right corner of each sheet:
Any relevant case numbers for reviews or modifications that affect the site.

7.6. LANDSCAPING AND SCREENING
Street Landscape Borders
To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows:

Minimum Width
Street landscape borders must be a minimum of ten feet wide as measured from the street property line.

Located on Site

Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.

At least 5' of required street landscape buffers must be located on-site, it appears none is located on-site. On 6th Ave. no landscape buffer is identified. A variance must be granted for removal of required landscaping elements.

7.6.5. SCREENING STANDARDS

When Required

Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.

4.2 Proposed Landscape and Screening Improvements
The following information must be provided on the landscape plans:

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 13, 2019.

1. 2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

Comment: Verify ROW widths for 7th Street adjacent to the site

3. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot.

Comment: Please also include parcel 11705069C on the site plan.

4. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

Comment: Clearly label PAAL width on west side of site (running north/south). 90 degree parking requires a 24ft PAAL. Additionally, landscaped areas cannot be used as the required 2.5ft parking overhang on 15.5ft deep parking spaces. Either remove the landscaping or provide wheel stops to prevent damage to proposed landscaping. See Section 7.4.6.H.

5. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

Comment: Verify Entertainment Use Area in calculation and adjust "Total Required" count. Break out the required count for each specific use in addition to the "Total Provided" onsite. Also, the wrong number of accessible spaces is listed, use 2% of total required. Correct notes and site plan.

For the use of an Individual Parking Plan, the total required number of parking spaces for Food Service must be provided at one space per 100 sqft gfa and outdoor seating area. If a bar is locating on the site, one parking space per 50 sqft of Alcoholic Beverage Service must be met.

6. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

7. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

Comment: On pedestrian route from Temporary Trailers to the south side of Building 1, demonstrate that the gate meets accessibility requirements.

8. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

Comment: Pedestrian access must be provided to 5th Avenue.

9. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.
