All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: Any relevant case numbers for reviews or modifications that affect the site. Grant Rd is within section 5.4. MAJOR STREET AND ROUTES SETBACK ZONE (MS&R) the following applies: 5.4.2. APPLICABILITY The MS&R standards apply to the following uses on property, any portion of which abuts or is adjacent to a street designated on the City's or County's MS&R Plan: A. New structures; B. Changes of use, including new structures occurring on vacant land; C. Uses of land or structures legally existing as of June 27, 1988, that are expanded in floor area, lot coverage, parking, seating capacity, or any other expansion of use, as listed below. Exception. An expansion of off-street parking for a nonconforming existing use that increases the number of spaces to the minimum required by the UDC for that use is exempt from counting toward the 25% expansion: (See Figure 5.4-A.) 1. If the expansion is less than 25%, the MS&R applies to the proposed expansion. The remainder of the use or structure shall be governed by provisions in force at the time of initial approval for the use or structure; 2. If the expansion is 25% or more, the MS&R applies to the proposed expansion and to the parking and landscaping standards that apply to the overall development. Provide expansion calculation. The standards in this Section 7.6.4.B apply to all developments that provide more than four motor vehicle parking spaces. Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-10.0.0, Landscape Plan Requirements. Ensure that all Engineering and Zoning comments and concerns are addressed. Grant Road DP18-0279 - C-2 Zoning TRANSMITTAL DATE: December 18, 2018 DUE DATE: December 18. COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 15, 2019. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) This plan has been reviewed for compliance with the standards of A.M. 2-06 listed below. 2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet. 1. COMMENT: Provide a title block in the lower right corner as noted by the standard above. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 2. COMMENT: Reserve a three-inch by five-inch space in the lower right quadrant of each sheet for an approval stamp. The approval stamp will be applied electronically by PDSD staff. 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. 3. COMMENT: The location map must be revised to comply with Sections 2-06.4.4.A - .C. See the location map requirements below. 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 4. COMMENT: Provide a symbol legend on the cover sheet as noted by the standard above. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 5. COMMENT: If additional sheets are required as a result of PDSD staff review, revise the sheet index as required. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 6. COMMENT: Revise the title from client to Owner/Developer. List the owner/developer's address. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 7. COMMENT: Include in the title block of all plan sheets a brief legal description of the parcel. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 8. COMMENT: If additional sheets are required, assure that the sheet numbers are revised. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 9. COMMENT: Provide the development package case number, DP18-0279, adjacent to the title block on each sheet. The administrative address shall be listed next outside but next tot eh title block in the lower right corner of all sheets. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 10. COMMENT: Redraw the location map to a scale of 3" equal to 1 mile. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area; 11. COMMENT: Once the map is redrawn locate the subject site within the map. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 12. COMMENT: Label all the major streets within the one mile area of the location map. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 13. COMMENT: Label the section number of the subject section and the adjacent section on all four corners. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 14. COMMENT: Revise the use note to the following; Commercial Use - Day Care / Childcare 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 15. COMMENT: Add a general note that this project has been designed to comply with UDC Section 5.4 MS&R regulations. Consult with TDOT to see how the ongoing reconstruction of Grant Road will affect this site. Right of way widening has been occurring along the west portions of Grant Road ad while the new alignment is meandering to the north and south of the road it is not clear how this stretch of Grant Road would be widened. Contact the TDOT Project Manager for Grant Road. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 16. COMMENT: This use is considered a commercial use and therefore is not subject to lot coverage. Remove the lot coverage information but leave the building square footages. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 17. COMMENT: Include a building expansion calculation. The expansion appears to be more than 50% and therefore the entire site is subject to full code compliance. The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 18. COMMENT: Draw the information along the east, west sides of the subject site as well as across the streets as noted by the standard above. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 19. COMMENT: Clarify if the site boundary information is based on a site survey? The assessor's information has a 228.56' dimension for the east property line. Which dimension is correct? 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 20. COMMENT: Add the information as noted by the standard above for Grant Road and North Street. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 21. COMMENT: Label the zoning classification adjacent to the subject property including across Grant road and North Street. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 22. COMMENT: Draw and label the SVT's as noted by the standard above. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 23. COMMENT: Add the information as noted by the standard above for both streets that front the subject site. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 24. COMMENT: Three of the back-up spurs must be redesigned to comply with UDC 7.4.6.F.4.a - .c. The three locations are the south parking and the west end of the central parking area. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 25. COMMENT: The parking requirement for this use is based on one space per 300 GFA. 5,774/300 = 19.24 or 19 spaces of which one must be an accessible space. Revise the parking calculation to state that 19 spaces are required instead of 20. Because there is a possibility of additional right of way acquisition from the subject site for right of way and roadway widening an additional percentage reduction may be applied to reduce the number of parking spaces. This cannot be verified until it is clear whether or not the new alignment will affect the site and if any additional land is required for the future right of way. Consult with TDOT for more information on the future widening in this area of Grant Road. See UDC section 7.4.5. It may also be possible to request an Individual Parking Plan (IPP) for this use. Contact Mark Castro 837-4979 for more information on this process. (The reason I have mentioned the additional reductions is because the expansion is greater than fifty percent and full code compliance is applicable to the entire site including street border landscaping which would reduce the number of parking spaces once the 10-foot border is added into the design.) 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 26. COMMENT: A minimum of 2 short and 2 long term bicycle parking facilities are required for this development. Include a bicycle parking calculation for the bicycle parking. Draw and label the facilities locations and include fully dimensioned detail drawings for the short and long term facilities. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 27. COMMENT: Add the information as noted by the standard above based on the proposed Grant Road alignment. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 28. COMMENT: Label the building setback for the existing and proposed buildings. The zoning building setbacks from Grant Road will be based on the greatest of 21 feet or the height of the building from the existing and future back of curb location. The zoning building setback from the North Street is based on the greatest of 21 feet or the height from the nearest edge of travel lane. The zoning building setbacks along the east and west perimeter yards are zero but must meet building and fire code requirements. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 29. COMMENT: Label within the building footprints the building heights. Label the height of the covered patio and sf. Clarify if the covered patio is used for the use. If so include the sf in the overall building sf. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 30. COMMENT: The New WI gates must be a minimum of four feet wide. Label the proposed cross and longitudinal slopes for all sidewalk areas. The pedestrian sidewalk must be provided out to the street sidewalk on both streets. The sidewalk must be a minimum of four feet wide and physically separated from the vehicular use areas. Dimension the landing at the top of the proposed ramp for the new building. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 31. COMMENT: Draw, dimension and label the street sidewalk information as noted by the standard above. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 32. COMMENT: Draw and label the location of the refuse collection areas and type. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 33. COMMENT: Any additional signage must be permitted under separate permit. The existing monument sign may be within the future SVT?
