This site is located in the R-3 zone (UDC 4.7.9). 7.6.4. LANDSCAPE STANDARDS Street Landscape Borders 2. To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows, except as provided in Section 7.6.4.C.4, Exceptions to the Landscape Border Standards: a. Minimum Width Street landscape borders must be a minimum of ten feet wide as measured from the street property line. Because of constraints of the existing site, portion of the required street landscape buffer is located entirely in public Right of Way. Located on Site c. Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. F. Use of the Public Right-of-Way Landscaping may be placed in the public right-of-way, if the following standards are met: 1. The landscaping is approved by the City Engineer or designee and complies with the City Engineer's standards on construction, irrigation, location, and plant type; 2. All vegetation complies with the standards of Section 7.6.4, Landscaping Standards; and, 3. The landscaping does not interfere with the use of the sidewalk. Note: Community Garden and Urban Farm Uses are exempt from the landscape and screening requirements of Section 7.6.4. |

Yavapai Road DP18-0273 - R-3 Zoning TRANSMITTAL DATE: January 30, 2019 DUE DATE: January 30, 2019 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 08, 2019. Please address the follow up comments only and resubmit the DP for review. 1. Follow Up To Previous Comment 4: It appears that design changes have been made to the vehicle parking areas in order to address the previous comments. As a result additional items must be addressed: a. Label the width of the three parallel parking spaces. b. The drop off area as proposed is unsafe and must be removed from within the PAAL area as drawn. Per a zoning administrator determination the drop-off areas must be adjacent to a sidewalk area that is a minimum of 6 feet wide and must be on the passenger side of the vehicle. A Minimum of three parallel drop-off spaces 8 feet by 23 feet are required, 1 space per 20 students. List the drop off calculation under the parking calculations. c. Label the width and length of the existing parking spaces. Include any overhang in the measurements, specifically along the west side of the parking lot. d. Add a wheel stop for the existing accessible parking space adjacent to the new sidewalk or the sidewalk must be constructed to 6.5 feet wide. 2. Follow Up To Previous Comment 6: Include a concrete sidewalk connection from the onsite pedestrian circulation to the new on-street sidewalk. The sidewalk connection must be a minimum of 4 feet wide. 3. Follow Up To Previous Comment 7: Short and long term bicycle parking facilities. a. The location of the short term bicycle facility has not been designed to be physically separated from the vehicle use area. Relocate the facility out of the vehicle use area or physically separate the facility with barriers (striping is not a barrier). Demonstrate that the short term facilities are within 50 feet of the main public entrance(s). Draw the public entrance(s) location(s) on the building footprint and label as such. b. The long term facilities location does not appear to meet the requirements in UDC Section 7.4.9.D. Demonstrate on the plans with dimensioned detail drawings specific to the long term facility location how the requirements of 7.4.9.D.1-5 will be met.
