COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 22, 2019.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

1. COMMENT: Remove the Development Package PDSD approval stamp from all sheets. Reserve a three-inch by five-inch space in the lower right quadrant of each sheet for an approval stamp. The approval stamp will be applied electronically by PDSD staff.


CONTENT REQUIREMENTS
2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

2. COMMENT: Include in the title block of all plan sheets a brief legal description of the subject parcel.


2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

3. COMMENT: It is suggested that the DP package only include the sheets that are applicable to the Development Package standards such as, site, landscape irrigation, grading details, parking lot, etc. and not include any of the construction documents. However, if the intent is to keep all the sheets submitted in the DP package, it is requested that the DP sheet documents be placed together in consecutive order for review of said documents for compliance with the DS 2-06.

It was also noted that there are at least 24 sheets missing from the set. In the title block the sheet number of sheets should be revised to the correct number of sheets in the Package. Sheets 86 - 110 are not included in the package.


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

4. COMMENT: Provide the development package case number, DP18-0261, adjacent to the title block on each sheet.

List the administrative address next to the title block of all plan sheets.


2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.
2-06.4.4.A - Show the subject property approximately centered within the one square mile area;
2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,
2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

5. COMMENT: Provide on the cover sheet a location map that meets the standards 2-06.4.4 - 2-06.4.4.C as noted above.


2-06.4.6 - If the project is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

6. COMMENT: Provide the map of the overall PAD area as noted by the standard above.


2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

7. COMMENT: On sheet 18 list as a general note the overall site area in acreage and square feet.

2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet.

8. COMMENT: List as reference the Rezoning case number C9-16-09 next to the title block of all plan sheets.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

9. COMMENT: Identify the use for this area as allowed in the PAD.


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

10. COMMENT: On sheet 37 "Parking Details" Revise the Handicap sign to show the 7-foot clearance is from the bottom of the lowest sign on the post, in this case the bottom of the van accessible sign.


2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

11. COMMENT: Clarify if any short or long term bicycle parking facilities are proposed on the development site? If so draw and label the location, types and the number of facilities.

SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to thebase plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The landscape plan will contain the following identification in the lower right corner of each sheet:
Cross-reference to:
a. Rezoning case;
b. Subdivision case;
c. Board of Adjustment case;
d. Design Development Option case;
e. Development Review Board (DRB) case; and/or,
f. Any other relevant case number for reviews or modifications that affect the site.
Indicate graphically, where possible, compliance with conditions of PAD-30.
DP package should only include the sheets that are applicable to the Development Package standards such as, site, landscape irrigation, grading details, parking lot, etc. and not include any of the construction documents.

Mountain bike trails (3' raked earth) as shown on these plans do not appear to be consistent with current plans for the adjacent Fantasy Island Trails Park and the Saguaro Trails subdivision. Please contact Howard Dutt, RLA at the City of Tucson Parks and Recreation Department to coordinate a meeting between Tucson Water, Tucson Parks and Recreation, Sonoran Desert Mountain Bicyclists, and Mattamy Homes to be sure mountain bike trails connect and are routed in a way that is acceptable to all parties.

III.G.4 Architectural Review & Self-Certification at Time of Building Permits, given the extent of architectural character, design, and detail presented in this PAD document for Saguaro Trails, no separate or subsequent architectural review process is required for the project. The only protocol that will apply in this regard is the substantial conformance of the ultimate residences and structures with the aesthetics, architectural concept, building elevations, colors, and materials presented herein. The builder shall, at the time of submittal for building permits to PDSD, submit an accompanying sealed letter certifying this substantial conformance and referencing applicable Section III.G of this PAD.

If available now, please provide with development package resubmittal.
