Thank you for the opportunity to comment on DP18-0247, Abrazo Micro Hospital; 2nd Submittal, a development package application for an approximately 3.5 acre site, located southeast of the intersection of East Los Reales Road and Interstate 10. The land use is Planned Area Development (PAD) 7 with the proposed development being a hospital.
This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority is satisfied with the 2nd project submittal and has no additional comments to submit.

01/15/2019 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change The comment response letter stated that two 3" water meters would be serving the hospital (one meter for redundancy) but the public water notes on sheet C11 still call for 2" water meters. In addition, will a single 2" reduced pressure backflow preventer (Febco model 825Y) be capable of supplying the total demand of the hospital? [Initial comment: Tucson Water will not allow water meters and backflow preventers to be manifolded to achieve additional capacity. Each of the two required water sources to the building is to have a single water meter and reduced pressure principle backflow assembly capable of serving the total proposed water demand for the building.]

Regional Traffic Engineering has no comments on this submittal. The consultant, for the development, submitted a completed From 240 from the ADOT 'Traffic Engineering Guidelines and Processes' (TGP), which identified minimal impact to nearby the Wilmot Interchange.
ADOT requests additional documentation, and mitigation, for the future development of the Estancia PAD for the traffic operations at the Wilmot interchange.
This would include any intersection design, signing, striping and signal modifications. Thank you.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 3, 2019.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. 1) Update the final drainage report, pdf page 5 and 8, section 1.4, runoff flows are limited to 85% of the pre-existing condition not 90%. The 2,10 and 100 year cfs values under developed conditions should all be reduced by 15%. PDF page 58 appears to show only a 10% reduction
2) The 5 year threshold is a retention requirement, not a detention requirement. Update as needed.
3) Clarify in the report the basins that are for retention or detention or a combination of both. As an example, the detention basin drain time on pdf page 11, should be a retention basin drain time
