COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 27, 2019.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.3.0 FORMAT REQUIREMENTS


2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

1. COMMENT: Remove the Development Package PDSD approval stamp on all sheets. Reserve a three-inch by five-inch space in the lower right quadrant of each sheet for an approval stamp. The approval stamp will be applied electronically.


2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

2. COMMENT: On sheet 9, label the contour interval used on the grade contours.


2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

3. COMMENT: Remove from the sheet index block the reference plan. If it is not part of the DP package it should not be listed.


CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

4. COMMENT: Label the owner/developer's email addresses on the cover sheet.


2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

5. COMMENT: Provide the development package case number, DP18-0209, adjacent to the title block on each sheet.

2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

6. COMMENT: Assure that the street name "Glenn Street" on the location map is legible on the next submittal.

Also, remove from under the location map the reference listed as "S05-109, Sheet 7"

The location map is only required on the cover sheet. If keeping the location map on all sheets revise the location map as noted above.

2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

7. COMMENT: Correct the section corner labeled 36 next to section 2, to 1.


2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes


2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

8. COMMENT: Label the proposed use as General Manufacturing; Subject to UDC Use Specific Standards 4.9.5.C.2, .6, .7, .8 and 4.9.13.Q; include a reference to display as an accessory use.

Clarify if the Retail use note under the use note is actually a second primary use or just display area for the primary use? If it is a second primary use the use must be listed as Retail - Construction Material Sales subject to UDC Use Specific Standards 4.9.13.Q.

2-06.4.8 - Existing Site Conditions

The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. COMMENT: Provide the additional information as noted by the standard above.


2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

10. COMMENT: Draw, dimension, and label the 10' PUE and landscape easement along the north side of the lot as recorded on the plat.


2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

11. COMMENT: Label as noted by the standard above, the recording information for Business Park Place.


2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.


2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

12. COMMENT: Label the zoning classifications adjacent to the site and including across the streets.


2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

13. COMMENT: Add the missing information related to the current street conditions for Fairview Avenue and Business Park Place as noted by the standard above.


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

14. COMMENT: The parking calculation will be reviewed again on the next submittal based on the clarification or response to comment 8. (It is acknowledged that the vehicle parking calculation includes more parking spaces than is required.)

Revise the Accessible parking detail to match what is proposed on the site.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

15. COMMENT: The bicycle parking requirements will be reviewed on the next submittal based on the clarification or response to comment 8. (It is acknowledged that the bicycle parking calculation includes more parking spaces than is required.)


2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

16. COMMENT: Draw, dimension and label the information related to the future right of way improvements along Fairview Avenue.


2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

17. COMMENT: Label the current and future building setbacks requirements from back of curb of Fairview Avenue. Label the current building setbacks from the nearest edge of travel lane along business Park Place.


2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

18. COMMENT: The portion of the sidewalk area that is along the north side of the building next to the dumpster location must be concrete and include an accessible ramp.

Revise the term vertical slope to "Cross Slope" on all annotations related to sidewalks.


19. COMMENT: On sheet 2, correct the typos for the words "striped" and "coordinate" in keynotes 6 and 7. Check keynotes for additional typos and correct as needed.


20. COMMENT: Be aware that additional comments may be forthcoming based on the response to the zoning comments or modifications to the drawings.

SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The landscape plan will contain the following identification in the lower right corner of each sheet:
Any relevant case numbers for reviews or modifications that affect the site.
4.9 Information on Proposed Development
1. Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

Conflicts with Utilities and Solar Access

2. Trees and shrubs must be selected and located so that, at maturity, they do not interfere with existing on-site or off-site utility service lines or utility easements or with solar access, as defined in Section 11.4.20 of the Unified Development Code, to an adjacent property.

3. Verify that plantings do not interfere with indicated utility easement.

SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING

Applicability: All commercial development plans submitted after June 1, 2010.

4. A separate Water Harvesting Implementation Plan shall be submitted with all applications for new commercial developments where landscaping is required. The plan shall detail the landscape water demand and the harvested water supply needed to meet 50 percent of landscape demand.

5. Provide water budget data, along with the background data and assumptions used to develop it.

6. Ensure that all Zoning and Engineering comments and concerns are addressed.

3) City of Tucson (COT) Administrative Manual (AM) section 2-06. Provide all applicable information regarding existing site conditions, topography, within 50' of the property boundary
4) Show how the proposed plan is in compliance with COT Unified Development Code (UDC) section 7.6.6.C. Particularly the grading of the vehicular use areas should be in such a manner that runoff is directed into landscaped areas. Curb cuts should be provided at optimal locations to allow runoff to enter landscaped areas. Available landscape area should be depressed up to 6" to maximize water harvesting
5) Provide all applicable grading information per AM section 2-06.4.M, including but not limited to, spot grades, contour lines, existing/proposed conditions and water flow lines
6) Per COT Unified Development Code (UDC) section 7.4.6.H, provide a barrier to prevent vehicles from driving onto the unimproved LOT 2
7) Tentative plat requires that truncated domes on all ramps within the project limit. Revise the note in detail 4 on sheet S-2 to reflect this requirement
8) Provide a trash enclosure detail to meet COT Technical Standards Manual (TSM) section 8-01.9.0 figure 3B
9) The placement of the trash enclosure reduces the width of the required 2 way access lane to 13'6". Provide a two way access lane per UDC section 7.4.6
