Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 17, 2019. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 1. COMMENT: On the sheet 2 symbols legend, include the symbol used for defining the common areas. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 2. COMMENT: Provide the development package case number, DP18-0201, adjacent to the title block on each sheet. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 3. COMMENT: Label on the location map, the streets that abut the proposed development. Label the street names, Halcyon Rd, Fremont Rd, Haven Ln. 2-06.4.7.A.8.a - Floor area for each building; 4. COMMENT: Include in the lot area table or a separate matrix table the square footage of each unit proposed for each lot. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 5. COMMENT: In order to verify that the allowed and proposed site coverage, the square footage of the SFR and vehicular use areas on each lot must be listed in a table if they are all different or as a general note if the sf footages are the same. This project appears to be designed as a cookie cutter development with the same building footprint, lot size etc. Provide the information as a general note or in a table. FLD's have a site coverage requirement not a lot coverage requirement. Under the site Coverage text block, revise the lot coverage proposed and allowed to state site Coverage Allowed and Proposed. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 6. COMMENT: On sheet 11, L208 does not appear to be pointing to the correct line or the line itself has blended in with the line along the northwest corner of lot 29; correct as required. On sheet 11, it is not very clear what line L322 is pointing to. Perhaps a blow-up detail would make it clear. 2-06.4.9.C - If the project has common areas, label each common area individually with a separate letter designation. Enclose with a solid line each common area, private street, etc., that will have separate restrictions, a separate homeowners' association, or any common area that is separated by a public right-of-way. 7. COMMENT: For consistency, provide the hatching for all common areas. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 8. COMMENT: The street cross section does not meet the minimum requirement and must be approved as proposed through a Technical Standard Modification Review. The TSMR request will have to be for the width of the ROW, pavement width, sidewalk width and locations, no on-street parking, 90 degree parking off a street, and backing out onto the street. Review the Technical Standards for the specific section(s) to be modified. Street standards are in TS Section 10 pedestrian circulation is in TS Section 7. Sidewalks must be a minimum of 5 feet in width and provided along the street frontage. It is clear that the sidewalks are not proposed along the street frontages and are not 5 feet wide. A TSMR will also be required for the proposed sidewalk locations and proposed width. Once the TSMR is approved, list the case number next to the title block of all plan sheets. The TSMR must also be listed as a general note that includes the case number, date of approval and standards modified through the TSMR process. If applicable, any conditions of approval of the TSMR must also be listed. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 9. COMMENT: Add a detail drawing depicting the visitor parking spaces with dimensions. The detail drawing shall also include the sidewalk in front of the parking spaces. All the parking spaces must be designed with wheel stops 2.5 feet from the front of the 18 foot parking space to prevent a vehicle from overhanging onto the sidewalk area or the sidewalks must be widened to 7.5 feet which allows for a 2.5 foot overhang and a clear 5 foot sidewalk. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 10. COMMENT: Label the north building setbacks for lots 67 - 76. Include the building setbacks from the interior street back of curb to the buildings. The ADT of this project is 140 to 1,000. The minimum building setback is the greatest of 21 feet or the height of the structure wall (height measured from design grade) facing the street measured from the nearest edge of travel lane. It does not appear that the street building setbacks can be met with this design. Variances for the street building setbacks for each unit will be required; UDC Section 8.7.3.L.2 - The street setback may be administratively reduced by the PDSD Director based on a finding that the reduced setback enhances the architectural design or the vehicular circulation in the FLD and a transportation statement is approved by the City's Traffic Engineering division. A street perimeter yard reduction request is considered for approval concurrent with the processing of the plat or site plan, whichever is applicable. (Contact Steve Shields for information on the PDSD Director Administrative Reduction process.) Include lot detail drawings that provide the proposed street building setbacks based on the proposed design. 2 or more lot detail drawings may be required to provide the information requested. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 11. COMMENT: On sheet 4, label the horizontal slope of the sidewalks based on the proposed grades. Maximum horizontal slope is 5%. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 12. COMMENT: If required by Transportation show required street sidewalks along the Haven Lane and Halcyon Road street frontage that abut this development. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 13. COMMENT: Per general note 17 on sheet 1, grouped mailboxes will be provided for this development. Show the locations of the gang mailboxes and assure that the locations are accessed from the pedestrian sidewalk areas. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 14. COMMENT: If the standard above is applicable, show the locations of any free standing monument signs and add a general note that any signage will be permitted under separate permit. 2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS) 15. COMMENT: Add the missing information related to the FLD standards below. The FLD information should be listed together on the cover sheet. 2-06.5.2.A - Provide, by note on the plat, the developable area calculation for the entire FLD; and, 16. COMMENT: Add the note on the cover sheet. 2-06.5.2.B - Show the maximum developable area of each lot (i.e., building footprint). 17. COMMENT: Add the note on the cover sheet. 2-06.5.3 Additional Information The following are required in addition to the requirements of the tentative plat or site plan, whichever is applicable: 2-06.5.3.A. Reduced Perimeter Yards Street perimeter yards along interior street rights-of-way and perimeter yards between interior lots may be modified in accordance with Section 8.7.3.L, Perimeter Yards on Interior Lots, of the UDC. Applicants requesting a perimeter yard reduction must indicate what the required and reduced perimeter yards are and their locations. Applicants requesting a reduced street perimeter yard must provide a written description of how the reduced yard will enhance the architectural design or the vehicular circulation in the FLD and submit a transportation statement, or if required by the Department of Transportation, a traffic impact analysis; 18. COMMENT: Provide lot detail drawings with setbacks. 2-06.5.3.B - Maximum Density Option Applicants requesting a Maximum Density Option in accordance with Section 8.7.3.C.3.b must demonstrate compliance with the applicable criteria by written report or on the plat or site plan, whichever is appropriate; 19. COMMENT: To be reviewed by the design professional for compliance. 2-06.5.3.C - Functional Open Space Delineate the boundaries of the proposed functional open space on the tentative plat or site plan, whichever is applicable. Provide, by note on the plat, the required and proposed functional open space calculations; 20. COMMENT: The proposed FOS areas are to be reviewed by the design professional for compliance. (Add the word "Functional" under the FOS heading/calculation text block.) 2-06.5.3.D - Building Elevations Provide dimensioned building elevations of all proposed units. The elevations can be preliminary drawings. The model home construction plans will be used to determine exact setbacks and screening requirements at the time of application for building permits; 21. Landscape plans shall incorporate water-conserving design as defined in Section 7.6.6, Use of Water, and as described in the Technical Standards Manual. 4. Water harvesting techniques shall be incorporated as part of the landscape design based on the Water Harvesting Guidance Manual prepared for the City of Tucson Transportation Department Stormwater Section. Show by detail how Water Harvesting is achieved. 5. Mechanical equipment, utility boxes, irrigation equipment and similar elements shall be screened from adjacent streets exterior to the project and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the FLD. Verify screening is not required for mechanical equipment. 6. If a perimeter wall is proposed along an existing public right-of-way, it shall be constructed of, or painted with, graffiti-resistant materials. The wall shall incorporate one or more of the following decorative materials: a. Tile; b. Stone; c. Brick; d. Adobe; e. A textured material such as stucco or plaster; or, f. Metal. In our meeting with the developer on July 19, 2018, we confirmed that TEP easements will need to meet our size standard of 10’ x 10’ for transformers and pedestals. Utility Keynotes on the plat indicate 10’ x 7’ electrical easements, which need to be corrected. The final location of these easements will be determined by TEP’s electrical design. Please add in the General Notes that there is a TEP Blanket Easement – Book 95, Page 352 – that affects Parcel 4, and a TEP Blanket Easement - Book 102, Page 78 that affects Parcel 1. There is also a TEP easement – Bk 237, Pg 347 along the north 5 feet of Parcel 4; please identify on the plans. TEP easement – Book 3442, Page 55 is incorrectly shown on Sheet 9. The easement does not extend southerly along Parcel 4. TEP has no facilities along the southeastern property line of Parcel 4 as shown on the plat; they may be communication facilities. Ensure the concrete washout complies with Arizona Administrative Code R18-9-B301. Drainage report 3. Per the October 24, 1997 Memorandum from City Engineer G. Dewayne Tripp, PE, and adopted into the standards manual, the project must provide a 15 per cent reduction in the 2-, 10-, and 100-year peak discharges. Revise the drainage design to provide this reduction. 4. Describe the nature of the existing discharge toward the cul-de-sac area of Holaway Drive. Is the existing discharge concentrated or dispersed? The standards manual requires the discharge to be the same in the developed state. 5. Provide infiltration test results for Basin A. Use of a sump pump instead of infiltration for disposal from Basin A will require a TSMR. 6. Provide dimensioned details for basins and other drainage features in the drainage report. 7. Provide sufficient detail in the drainage report to show the basins are designed as functional open space to the maximum extent possible. Development Package/Tentative Plat 8. Grading note 18 indicates that landscape areas will be depressed a maximum of 6 inches, the Drainage Report indicates that water-harvesting basins will provide retention and have depths greater than 6 inches. Reconcile the various parts of the submittal. 9. In the survey notes, indicate the Township Range and Section for the referenced basis of bearing. 10. Provide parking blocks to prevent parked vehicles from extending over sidewalks or landscape areas. 11. A TSMR will be required for alternative street sections. (TSM 10-01.2.1.B and TSM 10-01.2.3.A.1) 12. It is not clear that water harvesting will be maximized (UDC 7.6.6.C.2) Discuss in drainage report and clearly show on the plans. 13. COMMENT: Provide additional building elevations of the East and West facades of all proposed units. b. COMMENT: Provide proposed floor plans of each type of unit identifying locations of garages, front living areas, porches, balconies, door openings and window openings. 2. Transition Edge Treatment and Mitigation for Adjacent Properties Transition Edge Treatment (UDC Section 8.7.3.m.2.a): a.
