CHECKLIST FOR MINOR DEVELOPMENT CHANGES TO EXISTING COMMERCIAL / INDUSTRIAL SITES Purpose This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for minor changes to existing commercial sites to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The minor revisions to existing commercial sites are prepared in support of applications for building permits and related reviews. The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes. Applicability This standard shall be used for minor changes to existing commercial sites such as but not limited to; expansions less than 25%, in square footage of land area, floor area, lot coverage, or vehicular use area, modification to accessible vehicle parking, parking area restripe, etc. Applicability is to be determined by Zoning and/or Engineering review staff. APPLICATION SUBMITTAL REQUIREMENTS Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided. FORMAT REQUIREMENTS 1. COMMENT: For electronic submittal provide a three-inch by five-inch space in the lower right quadrant of each sheet for the electronic approval stamp. Provide a blank area next to the title block in the lower right corner of all plan sheets for an approval stamp. Once the plan is approved PDSD staff will attach a digital stamp with approval and signature. 2. COMMENT: A small, project-location map shall be provided in the upper right corner of the cover sheet. This map shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information; Relocate the location map on the cover sheet to the upper right corner. 3. COMMENT: An index of sheets in the development package shall be provided on the first sheet. Label the sheet index with the numerical sheet numbers, i.e., 1 - G1, 2-A1 etc. CONTENT REQUIREMENTS 1. COMMENT: The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. List the information for the Owner/developer of the site and any registrants or professionals that assisted in the preparation of the development package documents. 2. COMMENT: The title block shall include the following information and be provided on each sheet: The proposed name of the project, or if there is no name, the proposed tenant's name. A brief legal description is to be provided. The page number and the total number of pages in the package (i.e., sheet xx of xx). The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. This project has been assigned the DP case number DP18-0170. List the case number next to the title block of all plan sheets. General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 1. COMMENT: List the gross area of the site by square footage and acreage. The "current" parcel size shall be listed in square feet and acreage. The overall Lot area will change due to the requirements for a minimum of 7,000 SF for a lot in an R-1 Zone. Revise the information as required. The proposal to split the adjacent lot must be processed through land split application at PDSD and recorded through the Pima County Recorder's Office once the Land Split Application has been reviewed and approved by PDSD Staff. Just to be clear, the lot that is to be split is not zoned R-2. The lot is zoned R-1 and is only 11,585 SF in size. The minimum lot size requirements for an R-1 Lot is 7,000 SF. The proposal to split the lots as noted cannot be supported. In order to split the R-1 lot there must be a minimum of 7,000 sf for the remaining portion and the smaller portion must be combined with the current R-2 lot. Contact Steve Shields for more information on the Lot Reconfiguration process. 2. COMMENT: Floor area for each building: Unless the sleeping quarters building is attached to the principal dwelling, it is considered a detached accessory structure and cannot be counted in the GFA of the dwelling. Demonstrate on the drawings how the sleeping quarters structure is attached to the principal dwelling. As of this review, zoning will assume that the sleeping quarters structure is not attached until it is demonstrated otherwise. The maximum detached accessory structure square footage allowed is 50% of the principal structure for all detached structures that are 200 sf each and larger. The square footage of the proposed greenhouse and the existing sleeping quarters building exceeds the 1,086 SF allowed for detached structures that are over 200 SF each. A Board of Adjustment Variance may be required. The lot coverage calculations will have to be revised. Existing Site Conditions: 1. COMMENT: The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Draw and label the information for Forgeus Avenue as noted above. Information on Proposed Development: The following information on the proposed project shall be shown on the drawing or added as notes. 1. COMMENT: All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. Label the zoning classification adjacent to the subject site. Design Criteria, of the UDC. 1. COMMENT: All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. On sheet 2, there is a cross section drawing for a proposed structure over the pond area that has not been drawn on the site plan. Draw and dimension the footprint of the structure and label the building setback from the property line. The minimum setback for this structure based on the height, must be 6 feet. General Comments: 1. COMMENT: Clarify if the use of the green house and the urban garden area is strictly for the owner's use.
