The land use is commercial, with the proposed development establishing an administrative office use (dentist office). This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority provided comments on the 1st submittal of this project, comment letter dated 6/29/2018. During the review of the 2nd submittal the Tucson Airport Authority discovered the condition of approval note was missing from the updated plan set. The following condition of approval shall be identified in the general notes of the revised development plan. Condition of approval: 1. "According to the FAA Notice Criteria Tool, this project is located in proximity to a navigation facility and could impact navigation signal reception. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin for the project. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes used which are used must also be identified with Form 7460. Valencia Rd Development Package (2nd Review) DP18-0139 TRANSMITTAL DATE: August 23, 2018 DUE DATE: August 30, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 13, 2019. 1. Previous comment 6. The title block shall include the project name, brief legal description, whether it's a resubdivision and the sheet numbers. Provide all information and format the same on all sheets. The legal description is not included on all sheets. 2. Previous comment 7. Provide the development package case number, DP18-0139, adjacent to the title block on all sheets. An incorrect DP number was provided previously. 3. Previous comment 15. Provide site boundary perimeter information for lots within 50' or across Valencia as previously noted. 4. Previous comment 17. The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Some information has been included but is not complete. Include entire width of Valencia Rd and across the right-of-way. 5. Previous comment 19. All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the site plan with zoning boundaries clearly defined. Zoning boundaries have not been included. 6. Previous comment 21, see also comment 17 (this review). On the site plan, indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 7. Previous comment 27. Provide all applicable building setback lines on the site plan. Correct the location of the street setback. On a Major Street or Route the setback is 21' or the height of the structure, as measured from the back of existing curb or future curb location. 8. General comment. As this is an electronic submittal, remove the development package stamp from all sheets. It will be included electronically at time of approval. 9. 08/27/2018 | ANDREW CONNOR | LANDSCAPE | REVIEW | Reqs Change | Unified Development Code 4.1 Identification and Descriptive Data All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: Provide the correct case number DP18-0139. 7.6. LANDSCAPING AND SCREENING The following apply to street landscape borders. a. One canopy tree is required for every 33 linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. b. Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting. Vegetation used to meet the screening standards is not included in the ground cover calculation. Provide calculation for landscape buffers; exclude calculation for oasis areas because none is proposed. 7.7. NATIVE PLANT PRESERVATION From street view it appears there are Native Protected Plants on site (Velvet Mesquite Prosopis velutina) Provide the following for Application for Exception. 2-11.3.0 PERMITTED EXCEPTIONS Requests for exceptions from the Native Plant Preservation requirements in accordance with Sections 7.7.3.D.3 and .4 of the UDC are reviewed by the Planning and Development Services Department (PDSD). Submittals are required to document that the site does not contain, or the proposed project does not impact, Protected Native Plants. Submittal requirements shall consist of one or more of the following items: 3.1 An aerial photograph, taken within a maximum of three years of submittal, of the site at a minimum one inch equals 100 feet that delineates the site boundaries and clearly shows the absence of plants within those boundaries or a site plan that clearly shows that construction will not impact any plants. Any aerial photograph submitted, which was taken more than one year prior to submittal, shall be accompanied by a letter stating that the site is substantially unchanged from the date of the aerial photograph; 3.2 A signed statement from one of the plant professionals listed in Section 7.7.4.D, Professional Expertise, of the UDC who has visited the site and verified that Viable Protected Native Plants are not located on the subject site; or 3.3 Other documentation, acceptable to the PDSD Director, which clearly indicates that the site does not contain, or the project will not impact, Protected Native Plants. Such documentation includes, but is not limited to, photographs of the site taken from all sides of the property and a signed statement from the property owner that Protected Native Plants are not located on the subject site.
