Thank you for the opportunity to comment on DP18-0139, Risas Dental and Braces; 1st Submittal, a development package application for an approximately 0.96 acre site located southwest of the intersection of South Headley Road and West Valencia Road. The land use is commercial, with the proposed development establishing an administrative office use (dentist office).

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority recognizes the Avigation Easement was recorded under a previous submittal, DP16-0112, comprised of a larger area and containing the project proposed under DP18-0139.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following condition of approval, as noted below. This condition shall be identified in the general notes of the revised development plan.

Condition of approval:

1. "According to the FAA Notice Criteria Tool, this project is located in proximity to a navigation facility and could impact navigation signal reception. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin for the project. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes used which are used must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp"

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 13, 2019.

1. 2-06.3.2 - All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. The same scale shall be used for all sheets within the set.

2. 2-06.3.3 - All lettering and text (upper or lower case), and numbering, shall be a minimum of three-thirty-seconds inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving.

3. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

4. 2-06.3.10 - - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

5. 2-06.4.1 - Provide updated registration for the project engineer. Sealing states registration expired 6/30/18.

6. 2-06.4.2 - The title block shall include the project name, brief legal description, whether it's a resubdivision and the sheet numbers. Provide all information and format the same on all sheets.

7. 2-06.4.3 - Provide the development package case number, DP18-0140, adjacent to the title block on all sheets.

8. 2-06.4.4 - The project-location map shall be drawn at a minimum scale of three inch equals one mile. Provide scale for the project location map.

9. 2-06.4.2.A - The project location map shall show the subject property approximately centered within the one square mile area.

10. 2-06.4.2.B - The project location map shall identify major streets and regional watercourses within the square mile area and all streets that abut the subject property.

11. 2-06.4.7.A.4 - As a general note or in the project description, provide the existing (vacant) and proposed (Medical Service, outpatient) use of the site. Also list the use specific standards: 4.9.4.O.2 and 4.9.13.O

12. 2-06.4.7.A.6 - Provide as a general note "Subject to the Major Streets and Routes Overlay."

13. 2-06.4.7.A.7 - Provide the relevant lot split application case number (S17-062) in the lower right corner of each sheet.

14. 2-06.4.8 - An updated site plan is needed. Provide information as noted below (comments 14-17) and move the site plan to sheet 2 within the set. The following information shall be provided on the site plan to indicate the existing conditions on site and within 50 feet of the site. This site is bounded a street with a width of 50 feet or greater (Valencia Rd.), therefore the existing conditions across the street will be provided.

15. 2-06.4.8.A - Provide site boundary perimeter information for lots within 50' or across Valencia as previously noted.

16. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

17. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

18. 2-06.4.9.B - Provide the lot number on the site plan.

19. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the site plan with zoning boundaries clearly defined.

20. 2-06.4.9.H.2 - Show future and existing sight visibility triangles on the site plan.

21. 2-06.4.9.H.4 - On the site plan, Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

22. 2-06.4.9.H.5 - Provide documentation for shared access agreement on the east side of the site to verify parking access lanes meet requirements and access will be maintained.

23. 2-06.4.9.H.5.a - Correct vehicle parking calculations on the cover sheet. A total of 48 spaces are listed as provided. A total of 43 are noted on the site plan, with an additional 2 accessible spaces. Also provide sidewalk width on the north side of the building at the narrowest portion.

24. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC.

25. 2-06.4.9.J - Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.

26. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

27. 2-06.4.9.O - Provide all applicable building setback lines on the site plan.

28. 2-06.4.9.Q - Provide the height of the building within the footprint on the site plan.

29. 2-06.4.9.R - Provide architectural details on accessible ramps along pedestrian access routes.

2-10.4.0 CONTENT REQUIREMENTS
4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
Any relevant case number for reviews or modifications that affect the site.
SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
The landscape plan shall include the following:
Calculations
a. Square footage of the site;
b. Square footage of the oasis allowance area and calculation;
c. Square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees;
e. Minimum width and square footage measured from the inside edge of tree planters in vehicular use areas;
f. Length and width of landscape borders and landscape transition borders and number of canopy trees per length; and,
g. Square footage of all landscaped borders and calculation of the percentage of vegetative coverage, when applicable.

Screening
a. Location of screening elements;
b. Height of screening material and reference point for measurement;
C. Type of screening material (e.g., masonry wall, wood fence, species of plant material).
Identify screening elements on landscape plan.
Located on Site
Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.
Use of the Public Right-of-Way
Nonrequired landscaping may be placed in the public right-of-way, if the following standards are met:
1. The landscaping is approved by the City Engineer or designee and complies with the City Engineer's standards on construction, irrigation, location, and plant type;
2. All vegetation complies with the standards of Section 7.6.4, Landscaping Standards; and,
3. The landscaping does not interfere with the use of the sidewalk.
7.7. NATIVE PLANT PRESERVATION
7.7.3. APPLICABILITY
The provisions of this section apply to all development as listed below.
A. New Development
Projects on a site that does not contain any plant on the Protected Native Plant List as demonstrated by the applicant and subject to approval through procedures established at the Planning and Development Services Department (PDSD). This application can be submitted prior to an applicable review process and approved for an exception on the site. The approved exception is valid for up to one year from the date of the approval; or,
Projects on a site or parcel that contains Protected Native Plants that will not be substantially impacted by development on the site as demonstrated by the applicant per this section and subject to approval through procedures established at the PDSD, provided that construction occurs per the approved plan.
Submit NPP plan or Application for Exception.
SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING
Applicability: All commercial development plans submitted after June 1, 2010.
A separate Water Harvesting Implementation Plan shall be submitted with all applications for new commercial developments where landscaping is required. The plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 50% of annual landscape water demand, as required by the ordinance.

Ensure that all Zoning and Engineering comments and concerns are addressed.
