The land use is commercial, with the proposed development establishing a restaurant use (coffee shop). This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority recognizes the Avigation Easement was recorded under a previous submittal, DP16-0112, comprised of a larger area and containing the project proposed under DP18-0138. The Tucson Airport Authority conditionally approves the subject request contingent upon the following condition of approval, as noted below. This condition shall be identified in the general notes of the revised development plan. Condition of approval: 1. "According to the FAA Notice Criteria Tool, this project is located in proximity to a navigation facility and could impact navigation signal reception. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin for the project. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes used which are used must also be identified with Form 7460. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 10, 2019. 1. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. Corrections needed on sheets 8 and 9. 2. 2-06.4.1 - Provide the following information together on sheet 1. The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 3. 2-06.4.3 - Provide the development package case number, DP18-0138, adjacent to the title block on all sheets. 4. 2-06.4.7.A.6 - List as a general note, "This site is subject to the Major Streets and Routes Overlay." 5. 2-06.4.7.A.7 - Provide the relevant lot split application case number (S17-062) in the lower right corner of each sheet. 6. 2-06.4.8 - Existing site conditions shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. As this is a site bounded by a street with a width of 50 feet or greater, the existing conditions across the street (as noted in the two comments below) will be provided. 7. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 8. 2-06.4.8.C - Provide information for the existing Valencia Road right-of-way. This includes: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 9. 2-06.4.9.B - Identify each lot on sheet 2 with the lot number, approximate square footage, and recording information. 10. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 11. 2-06.4.9.H.4 - Provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 12. 2-06.4.9.H.5 - Provide dimensions for the distance between the drive through pick-up and the vehicle access lane. Access lanes must be setback a minimum of 1' from a structure. Additionally, provide dimensions for the shared parking area access land on the east side of the site closest to Lot 2. Also provide a shared access agreement with Lot 2 identifying long-term access will be provided for Lot 3. 13. 2-06.4.9.H.5.a - The accessible parking spaces should be in a location with easy access to the main entry and simple vehicle access. Provide dimensions for parking spaces located on the east side of the site closest to Lot 2. Provide dimensions from the edge of the dumpster enclosure to the nearest parking space. A motor vehicle off-street parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height. 14. 2-06.4.9.J - Provide existing right-of-way lines for Valencia Road, including sidewalk widths. 15. 2-06.4.9.L - Ensure that all proposed easements (utility, sewer, drainage, access, etc.) are dimensioned and labeled as to their purposed and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 16. 2-06.4.9.O - Indicate applicable building setback lines on the site plan. 17. 2-06.4.9.Q - Provide the square footage, the height and the specific use within the footprint of the building on the site plan. 18. 2-06.4.9.R - For pedestrian safety, relocate the striped diagonal pedestrian crosswalk in the northeast corner of the site to run directly south and then cross the drive through aisle at a 90 degree angle. Pedestrian access should then run directly east to the adjoining Lot 2 site. 19. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
