Development Package (2nd Review) DP18-0124 TRANSMITTAL DATE: November 5, 2018 DUE DATE: November 6, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 24, 2019. 1. Previous comment 2 not fully addressed. This project is part of a large shopping center site. The entire site must be shown on the cover sheet. A sheet index may be used to illustrate the smaller project area. The supplemental survey submitted with this package should be included on the cover sheet or as an additional sheet in the DP. Property information for the entire site should be illustrated. 2. 2-06.3.8 - Previous comment 6. The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 3. 2-06.4.3 - Correct the administrative address provided in the title block on sheet 16. Ensure title block includes consistent information across all sheets. 4. 2-06.4.4 - Previous comment 10. The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 5. 2-06.4.4.A - Previous comment 11. On the location map, show the subject property approximately centered within the one square mile area; 6. 2-06.4.4.B - Previous comment 12. All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. The following comments from the previous review have not been adequately addressed: There are many inconsistencies within these plans. Not all of them have been identified. Please review all plan sheets and ensure they are consistent. Additional comments may be made once these inconsistencies are corrected. (For example, the solid waste container enclosure on the plan view doesn't match the detail referenced in the callout. Neither appears to match the City of Tucson standard as indicated in the keynote.) Review all callouts, details and keynotes to ensure the plan is consistent throughout. 1.(Addressed.) 2. Note that all structures including light poles and all signs will require separate permits. 3. Show how water harvesting will be maximized. 4. Addressed. 5. Revise the details for the trash container enclosure to match the requirements of Technical Standard 8-01.9. 6. The basis of elevation is a long distance from the site. Use a closer benchmark. 7. The boundaries of the project need to be tied to the basis of bearing. Use a closer monument line for the basis of bearing. 8. Include a complete Stormwater Pollution Prevention Plan with the next submittal. Include an ADEQ checklist showing how all requirements have been met. Additional comments: 9. The basis of elevation is a monument about 12 miles from the site. Provide a local basis of bearing. (Note two separate bases of bearing and two separate bases of elevation are referenced on the plans. Choose one of each and make sure they are fully described on the plans.) 10. The Flood Statement on sheet 7 (C1) references the City of Scottsdale code. Please correct. 11. Revise the retention statement and landscape plans to show how water harvesting will be maximized.
