Drachman Street - Multi-family Dwellings Development Package (1st Review) DP18-0120 - R-2 Zoning TRANSMITTAL DATE: June 12, 2018 DUE DATE: June 26, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 22, 2019. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 1. COMMENT: On the cover sheet provide the Landscape Architects information as noted by the standard above. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 2. COMMENT: Clarify if there is name for this project; if so list the name in the title block of all plan sheets. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 3. COMMENT: Provide the development package case number, DP18-0120, adjacent to the title block on each sheet. 2-06.4.7.A.5 - On residential projects, list the total number of units/lots proposed. 4. COMMENT: List the total number of units proposed under general note 5. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 5. COMMENT: Under the Zoning and Land Use Notes section list the square footage of each unit and the square footage of the building footprints. The overall footprint of the east and west buildings appear to be the same with the north building having a smaller footprint. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 6. COMMENT: The information for the building footprint square footage is required in order to verify compliance with site/lot coverage. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 7. COMMENT: If applicable, add and label any easements on the property. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 8. COMMENT: The sight visibility triangles could not be verified on any of the site sheets. Draw and label the SVT's as noted by the standard above. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 9. COMMENT: Relocate the short term bicycle facility located behind the north dumpster to the area between the south dumpster building 2109 next to the sidewalk system. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 10. COMMENT: Add the proposed building setback dimension from all street frontages not just the minimum requirements. If the building is multi-level or stepped back levels add the setback dimensions accordingly. Add the proposed building setbacks from the north property line based on the heights facing the north property line. Again, if there are multi-level elevations facing the north property line, the setbacks shall be labeled from the property line to the elevation wall. (Zoning is requesting that on the next submittal a copy of the building elevations be included for reference and to verify building setbacks.) 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 11. COMMENT: Draw and label the gang mail box symbol at the south location. It is not clear where the mail box is to be placed. 12. COMMENT: All changes made to the site plan sheet shall be made on all site sheets, i.e. grading, landscape, utility sheets etc. 13. COMMENT: Add a keynote on the site and/or grading sheet indicating on which plan sheet the van accessible parking detail is provided. 14. COMMENT: As a reminder, the buildings are greater than 50 Years, prior to demo of the exisitng buildings a Historic review and approval will be required.
