Dear Ms. Hines,

Thank you for the opportunity to comment on DP18-0107, Tres Pueblos Este FLD, 2nd Submittal, a development package application for a tentative plat for an approximately 36.6 acre site located on the northeast corner of the intersection of South Tucson Boulevard and East Bilby Road. The proposed land use is residential, established single family homes.

The Tucson Airport Authority acknowledges that the development of a residential use is allowed on this project site since it is currently zoned as Low Density Residential (R-1) and is in compliance with the City of Tucson's Compatible Use Zone 2 (CUZ-2) overlay.

The Tucson Airport Authority continues to object to this project since it is a new residential use in the immediate vicinity of the Tucson International Airport that will have residents who will be impacted by future aircraft operations and noise.

The Tucson Airport Authority is satisfied with the 2nd submittal of the project and has no additional comments to submit.

Proposed street names need to be submitted to addressing@pima.gov for review. Street names must be approved by Pima County Addressing prior to Final Plat approval per Pima County Zoning Code 18.69.050.2.i. Reference Pima County Zoning Code 18.83.040.D for street naming guidelines.

Even though Addressing approved the street names shown on this Tentative Plat in 2005 they are only reserved for 1 year.

S05-134 is an expired project with the City of Tucson and COT Tentative Plat approval expires 3 years from the date of approval if a final plat has not been approved and recorded.

E Calle Joya De Ventura is an Acceptable street name as it is an alignment with the existing street.

The remaining street names must be submitted with Foreign language review provided per Pima County Zoning Code 18.83.040.D.4 prior to Final Plat approval.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 10, 2019.

1. Previous comment 5. For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. Per TSM 2-06.4.9.V, gang mailbox locations must be shown on the tentative plat submittal

2. Previous comment 6. The boundary between the FLD subdivision and the standard R-1 subdivision is considered a site boundary. Add a general note stating "Due to their location at the edge of the FLD site boundary, perimeter yards for lots 31, 32, 62, 63, 79, 80, 87 and 103 are required in accordance with the site's underlying zone."

3. Previous comment 7. Demonstrate how the proposed functional open space meets the requirements of UDC Article 8.7.3. The functional open space must be located within the FLD portion of the site and is required to be conveniently located for residents of the FLD project.

4. Previous comment 11 and 12. Provide copies of the Covenants, Conditions, and Restrictions (CC&Rs) regarding the homeowner's association's responsibility for the ownership and maintenance of commonly-owned property and agreements for any shared areas being established by easements over individually-owned property.

2) Previous Comment; Shared use path should be 12' wide and meander a little. See downstream development for example. Thank you for changing the detail. Please change the corresponding keynote.
3) Applicant states trail cannot meander because of riparian habitat. Subsequently noted by PCRFCD on the Landscape Plan that riparian mitigation is planned in Block 1, and the District does not want to be responsible for maintaining the project mitigation. Please remove mitigation area from property to be dedicated to the District. Please make it clear that no irrigation facilities will encroach into Block 1.
4) Please change General Note 21 to state that trail will be within Block 1, dedicated to PCRFCD, to be maintained by PCRFCD.
5) Please add bollards at path entrances at both ends of project.
