COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 10, 2019.

1. 2-06.3.8 - Provide the north arrow, contour interval, and scale as applicable to each sheet together in the upper right corner of each sheet.

2. 2-06.4.1 - Provide the name, email address and phone number of the primary property owner along with the other information already provided on sheet 1.

3. 2-06.4.2.A - Provide the project name or proposed tenant's name in the title block in the lower right corner.

4. 2-06.4.2.B - On the project location map on sheet 1, identify major sheet and regional watercourses within the square mile area and all streets that abut the subject property.

5. 2-06.4.7.A.4 - Revise general note 3 to read "The existing use of the property is vacant. The proposed use is Vehicle Rental and Sales, subject to use-specific standards found in UDC Article 4.9.9.G.1& .2."

6. 2-06.4.7.A.6.a - As a general note, state that this site is within the Davis Monthan Air Force Base Vicinity.

7. 2-06.4.7.A.8.c. - Clarify general note 8. The new facility is listed as both 5,043 sf and 5,656 sf.

8. 2-06.4.8 - Provide information for existing site conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. 2-06.4.8.B - If applicable, all easements shall be drawn on the plan to the standard noted in comment 8. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of the plan unless written permission from easement holder(s) is provided.

10. 2-06.4.8.C - Information regarding existing public or private right-of-ways shall be drawn on the plan to the standard noted in comment 8. Include the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

11. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street (such as Alvernon Way), the sight visibility triangles are based on the MS&R cross-section.

12. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

13. 2-06.4.9.H.5 - Provide parking area access lane (PAAL) dimensions for the southern portion of the site and designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

14. 2-06.4.9.H.5.a - Revise general note 9 on parking requirements. The standard for vehicle rental and sales is 1 space per 400 sq. ft. GFA of show room, retail, and office area, plus 1 space per 10,000 sq. ft. of gross lot area, plus 1 space per 300 sq. ft. GFA of Automotive and Vehicle Repair use. The showroom would require 8 spaces, the gross lot area would require 3 spaces, and the hitch bay would require 7 spaces, for a total of 18 spaces.

15. 2-06.4.9.H.5.a - Provide the required number of parking spaces as noted in the standard above.

16. 2-06.4.9.H.5.a - Correct the accessible parking space detail on sheet 2. The space depth is listed as 18', but is listed as 20' on sheet 1. Which is correct?

17. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Short term bicycle parking must be located within 50 feet of each public entrance to a building as measured along the most direct pedestrian access route. The proposed location does not meet this standard. Indicate on the site plan the location inside the building to be utilized for long-term bicycle parking.

18. 2-06.4.9.J - Add the Major Street and Route future sidewalk, right-of-way lines, sight visibility triangles, etc. for Alvernon Way.

19. 2-06.4.9.L - If applicable, all proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

20. 2-06.4.9.O - Show all applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles. As a Major Street and Route, the correct setback on Alvernon Way is 21' or the height of the structure as measured from the back of existing or future curb. The correct setback on 27th St is 21' or the height of the structure as measured from the outside edge of the nearest adjacent travel lane.

21. 2-06.4.9.R - Demonstrate compliance with Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. Various modifications are needed, especially with regard to Section 7-01.4.0 Location and Design Standards. Also demonstrate compliance with accessibility standards.

22. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way.

23. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. Refer to Section 8-01.0.0 of the Technical Standards Manual.

24. 2-06.4.9.W - If applicable, indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

2-10.4.0 CONTENT REQUIREMENTS
4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
4.3 Streetscape Landscape Border - Width

The landscape border width needs to be determined for the purposes of calculating the 50% vegetative coverage standard. The width is that area between the required screen and the property line, unless there is permitted encroachment into the right-of-way as per this section.

Only vegetation within the required 10' landscape buffer can be counted as the required 50% coverage.

Non-required planting can be placed in ROW but is not part of coverage calculation

Vegetation used to meet the screening standards is not included in the ground cover calculation.

Verify that coverage calculation is correct.

Planting Plan

1. Vegetation Plan and Schedules

Both the proper and common name of each type of plant material.

Provide botanical name and species of Texas Ranger used for screening.

Screening
a. Location of screening elements;
b. Height of screening material and reference point for measurement;
c. Nature of screening material (e.g., permanent or temporary as in phased development); and,
d. Type of screening material (e.g., masonry wall, wood fence, species of plant material).

Water Conservation Design

Landscape plans shall incorporate water-conserving designs. A water-conserving design must take into account soil and drainage factors.

Ensure that all Zoning and Engineering comments and concerns are addressed.
