| 06/20/2018 | DAVID RIVERA | ZONING | REVIEW | Reqs Change | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: David Rivera PDSD Zoning Review Section PROJECT: El Sur Restaurant - (Food Service) Development Package (1st Review) DP18-0037 - C-1 Zoning TRANSMITTAL DATE: June 19, 2018 DUE DATE: June 29, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 9, 2019. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 1. COMMENT: Apply the PDSD signature stamp next to the title block of all plan sheets in the DP package. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 2. COMMENT: A landscape plan was requested by the PDSD Landscape plans reviewer and it does not appear that a landscape, irrigation and possibly an NPPP or exception was included. If additional sheets are added to the DP package revise the sheet index on the cover sheet to include the additional plan sheet. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 3. COMMENT: List the lot area expansion under note 2 of the Zoning and Land Use notes section. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 4. COMMENT: Note 3 under the Site Notes section shall be revised per the following; "Existing and Proposed Use(s) is: Food Service Subject to UDC Use specific Standards 4.9.4.M.1 & .5, 4.9.13.O, Administrative and Professional Office Use Subject to UDC Use specific Standards 4.9.13.O, 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; re-zonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 5. COMMENT: This project will require B of A approval for multiple code deficient regulations prior to approval of the DP. Once the B of A process has been completed the DP will have to be resubmitted for review. Typically the DP is revised to address all the reviewer's comments and the only comments that remain would be related to variance requests. Be sure to include as a general note the B of A case number, date of approval and conditions of approval on the cover sheet. List the B of A case number in the lower i9ght corner of all plan sheets. 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. 6. COMMENT: Clarify if this project will be developed all at the same time or will it be phased? 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 7. COMMENT: Provide the information as noted by the standard above. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 8. COMMENT: If applicable include the easement information as noted by the standard above. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 9. COMMENT: IT is acknowledged that the site fronts a frontage road that is part of the current 22nd Street right of way. However in the future the frontage road may be removed and the new curbs and sidewalks constructed. Draw the future SVT locations based on that future curb location. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 10. COMMENT: The current developments are considered non-conforming but due to a greater than 25% expansion in building area or restaurant use area the site will have to be brought into current UDC development regulations. Access onto the parking spaces that fronting on the frontage road will have to be removed or approval through a Board of Adjustment variance application will be required. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 11. COMMENT: The PAAL in the south parking lot does not appear that it will meet the minimum width of 24 feet. Once the required 4-foot concrete sidewalk adjacent to the building is provided the width of the PAAL will be less than 24 feet. A PDMR would be required to allow a PAAL width less than 24 feet. 2-06.4.9.H.5.a Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 12. COMMENT: Demonstrate the short term bicycle parking facilities for the Office use are within fifty feet of the public entrance. 2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established. 13. COMMENT: Revise the Accessible parking spaces details to match the proposed accessible parking areas on the site or revise the drawing to match the detail drawings. Because this s is a full code compliance review and the future roadway will be an issue for allowing the backing out of parked vehicles onto 22nd Street, a Board of Adjustment variance may be required. The variance may also be required to allow the continued direct access into a parking space from a major street. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 14. COMMENT: Add the information for 22nd Street as noted by the standard above. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 15. COMMENT: Dimension the actual building setbacks for all structures from the current and future back of curb location. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 16. COMMENT: Regarding pedestrian circulation as noted in comment 13, A clear and physically separated four-foot wide sidewalk is required along the south side of the buildings next to the PAAL and the same is required along the front or north side of the building between the parking spaces and the buildings. It is acknowledged that this is an existing site but it is also full code compliance and pedestrian sidewalks, locations, width, physical separation from the vehicle use areas must be met. The accessible route must be clearly demonstrated on the plans. The existing ramp next to the proposed office building must be re-designed and removed from within the vehicle use area. Horizontal and cross slopes must be clearly labeled for all sidewalks and ADA parking spaces and access aisles. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 17. COMMENT: Existing and future curb and sidewalk requirements may have to be addressed. Refer to the PDSD Engineering comments for additional information. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 18. COMMENT: After discussion with Sign Code staff regarding the existing monument sign in the right of way, it was determined that the sign has not been permitted. The sign will have to be relocated and permitted or if the owner wishes to keep the sign in the current location the sign must not interfere with the sight visibility triangles and a temporary revocable easement must be obtained from the City of Tucson Real Estate Division. Contact Sign Staff at PDSD for additional information related to this item. For TRE information contact John Cahill 791-4181 with the City of Tucson Real Estate Division. In addition, the sign appears to pose a sight visibility safety issue. Refer to Engineering comments related to a SVT requirement at the corner of Jefferson and the south curb location of the frontage road. 19. COMMENT: All reviewers comment should be addressed and the DP re-submitted for review. Verify that single trash enclosure is adequate. 3) Sheet C2. Proposed access gate to trash enclosure, opens into the swing gate of the trash enclosure. Re-orient or relocate access gate such that it does not interfere with the swing gate 4) Sheet C2. Proposed trash enclosure swing gate opens up into a public alley. Re-position enclosure such that the swing gate does not open into the alley. Make sure that the entire trash enclosure is within the property boundary, including the concrete pad. 5) Per City of Tucson Technical Standard Manual (TSM) section 10-01.3.3 B, provide a continuous 5' wide sidewalk on west side of property extending from southern property line to the 22nd St frontage road. Sidewalks to comply with Pima Association of Governments (PAG) standard 200. City of Tucson Transportation Department is willing to review this option. 7) Provide a curb access ramp at the corner of Jefferson St and the 22nd St frontage. Access ramp to comply with PAG standard 207 8) Modify current driveway apron providing access off of Jefferson St so that it meets PAG standard Detail 206 requirements. Curb access ramps to meet all PAG and ADA accessibility requirements 9) Modify or show how the transition from the driveway apron curb access ramp to the adjacent pedestrian circulation path meets ADA requirements 10) Provide on plans cross and running slopes for all proposed and existing sidewalks 11) Per TSM section 7, specifically section 7-01.3.0, provide a complete barrier free accessible pedestrian circulation path. 12) Sheet C2; Keynote 23 specifies new asphalt paving; however on the plan it appears to be referencing bollards. Provide dimensions between bollards to show that the spacing is not greater than 5'. If spacing is greater than 5' additional bollards will be required to prevent vehicular access to the adjacent portion of the property. 13) Show on plans that any roof drains (downspouts) scupper underneath sidewalks or pedestrian walkways.
