| 02/21/2018 | DAVID RIVERA | ZONING | REVIEW | Reqs Change | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: David Rivera PDSD Zoning Review Section PROJECT: Thoroughbred Pre-owned Vehicles - C-2 Zoning Development Package (1st Review) DP18-0026 - (Retail Trade Use Group - Vehicle Rental and Sales Use) TRANSMITTAL DATE: February 21, 2018 DUE DATE: March 2, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 21, 2019. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.1 - Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD). 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 1. COMMENT: A legend as noted in the standard above shall be provided on the cover sheet. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 2. COMMENT: List the sheet numbers in the sheet index, 1, 2 ,3, see red lines. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 3. COMMENT: On the cover, list the email address for the owner/developer. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 4. COMMENT: List the legal description in the title block in the lower right corner of all plan sheets. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 5. COMMENT: Provide the development package case number, DP18-0026, adjacent to the title block on each sheet. Locate the Address above the project title outside of the title block and name it as Administrative Address. 2-06.4.5 - When the development package documents consists of more than one sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet. 6. COMMENT: Include the sheet numbers in the sheet index. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 7. COMMENT: Remove from General Note 3, the words "Unified Development Code 2-06.4.7.A.4" See redlines on sheet one. Under General note 4, remove the words "UDC 2-06.4.7.A.4" and replace with 'Article 4, Section' 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 8. COMMENT: Clarify if the structure along the southeast side of the parcel has been demolished or is going to be demolished as part of this redevelopment? Add a general note stating that the structure is to be demolished and list the square footage of the structure. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 9. COMMENT: Include the information as noted by the standard above. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 10. COMMENT: Assure that the boundary distance and bearing information is clear and legible on the drawing. Some of the information is labeled under other text or landscape features. Include the curve data information for the radius at the northwest corner of the site. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 11. COMMENT: Clarify if all existing recorded easements have been drawn and labeled on the site plan sheet or utilities sheet? 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 12. COMMENT: Label Rosemont and 22nd as (PUBLIC). 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 13. COMMENT: The vehicle use area along the west side of the Auto Body Shop does not appear to be designed with safety for users of the accessible parking spaces. The design of the crosswalk behind the one HC parking space is not acceptable. It is proposed behind a parking where a vehicle will have to back over the crosswalk making it unsafe for pedestrians. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. COMMENT: Clearly demonstrate the parking requirements as noted in the Article 7, table 7.4.4-1 for the Vehicle Sales use. Describe the parking requirements based on the following; 1 space per 400 sq. ft. GFA of show room, retail, and office area, plus 1 space per 10,000 sq. ft. of gross lot area, plus 1 space per 300 sq. ft. GFA of Automotive and Vehicle Repair use. The accessible parking spaces shall be located on the shortest accessible route of travel from the accessible parking spaces to an accessible building entrance. It does not appear that the accessible parking spaces along the west side of the site meet this requirement. Relocate the accessible space to comply and label or note the accessible route and accessible building entrance. (Four accessible parking spaces are required if 80 spaces are required or provided parking of which one must be van accessible. It is not clear that a van accessible parking space was drawn or labeled on the plan. Van accessible parking spaces must be 8' wide with an 8' wide access aisle or 11' wide space with a 5' access aisle. The clearance from the bottom of the sign to the top of sidewalk, whether the van sign or the standard accessible sign is 7', see redlines. Only 73 vehicle parking spaces besides the display area could be verified. There is a square with a 1 within it but it is not clear if this is supposed to be a parking space, clarify, see redlines. The parking calculations and number of spaces will be verified again on the next submittal. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 14. COMMENT: Provide fully dimensioned detail drawings of the short and long term facilities. The detail drawing for the long term facility shall demonstrate compliance for a facility within a building UDC 7.4.9.D. Draw and label the location of the long term facility on the building footprint. The detail drawing for the short term shall include the type of rack proposed. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 15. COMMENT: All pedestrian circulation sidewalks shall be physically separated from all PAALS or drive lanes a minimum of 6 inches in grade separation. Any sidewalks that are shown as flush with the pavement must be replaced with raised sidewalks, barriers, railings, or other means except at designated crosswalks. Review Technical Standards section 7-01 Pedestrian Access. Label the accessible pedestrian route. At least one sidewalk is required to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainage-way or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project; Pedestrian connection to the Rosemont street sidewalk will be required to an existing street sidewalk or if sidewalk is required along Rosemont as part of the approval of this development package. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 16. COMMENT: Draw and label the sidewalk along Rosemont if there is an existing sidewalk or if required as part of the approval of this development package.
