The proposed land use is commercial, expanding an existing general equipment and supply wholesaling use. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions should be identified in the general notes of the approved development plan. Conditions of approval: "According to the FAA Notice Criteria Tool, this project is located in proximity to a navigation facility and could impact navigation signal reception. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin for the project. Any cranes which are used must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp" "That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The content of such documents shall be according to the form and instructions provided." The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder's Office. Once the Avigation Easement is recorded please send a copy of the recorded easement to the Tucson Airport Authority by either email (send to srobidoux@flytucson.com) or to the mailing address provided below. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 16, 2019. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. 2-06.4.7.A.1 - Revise General Note 1 to read "EXISTING ZONING R-2 & C-3, PROPOSED ZONING C-3." 2. 2-06.4.7.A.4 - The existing and proposed use listed under General Note 3 should be listed as "BUSINESS EQUIPMENT SUPPLY AND WHOLESALING". 3. 2-06.4.7.A.6.a - This project is located within the Airport Avigation Easement and Disclosure Area and will require review by Scott Robidoux Airport Planner. Contact Kelly Lee, Lead Planner COT at Kelly.Lee@tucsonaz.gov for requirements. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 4. 2-06.4.9.A - As a lot combination is required and the approved Pima County Combo Request from has been provided remove all interior lot lines shown on the plans. 5. 2-06.4.9.H.5 - As the proposed building expansion is greater than 25% the entire site is required to meet the requirements of UDC Article 7.4. That said provide a fully dimensioned vehicle parking area, existing and proposed. 6. 2-06.4.9.H.5 - Per UDC Article 7.4.6.K an alley cannot provide vehicle access to a commercial use. That said demonstrate how vehicles access will be controlled to and from the alley. 7. 2-06.4.9.H.5.d - It does not appear that the short term bicycle parking calculation is correct. Per UDC Article 7.4.9.B.2.D, A single rack is designed and located to accommodate two bicycles. That said the number provided should be 4. 8. 2-06.4.9.H.5.d - As the proposed building expansion is greater than 25% the entire site is required to meet the requirements of UDC Article 7.4. That said demonstrate that the existing short term bicycle parking meets the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.f, .g, .h and 7.4.9.C.2.a. 9. 2-06.4.9.O - The street setbacks listed under "DEVELOMENT PLAN NOTES AND CALCULATIONS" are not correct. This site does not boarder on an MS&R or meet the definition of Developing Area, see UDC Article 11.4.5. The street perimeter yard setbacks should be 20 or 1-1/2 the height of the building exterior wall, greater of the two. 10. 2-06.4.9.R - As the proposed building expansion is greater than 25% the entire site is required to meet the requirements of TSM Section 7-01. That said provide width dimensions for all existing sidewalks and crosswalks on the plan. 11. 2-06.4.9.R - Clarify what the accessible access ramp is for shown along the west side of the proposed addition and called out under keynote 40.
