4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The purpose of screening is to provide visual barriers, noise reduction, and to provide privacy.
A. When Required
Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.
A 5' wall is required to screen commercial zone from residential zoned property to the South.
The following information must be provided on the plans

" Height of screening material and reference point for measurement;
" Type of screening material (e.g., masonry wall, wood fence, species of plant material).
4.3 Streetscape Landscape Border - Maximum Width
" In situations where the street landscape border is wider than the minimum ten foot standard, the landscape border width needs to be determined for the purposes of calculating the 50% vegetative coverage standard. The width is that area between the required screen and the property line.
" A 5' screen is required along Lostan Ave. In this case the building can serve as the screen making the landscape border 20' or more.
Ensure that all Zoning and Engineering comments are addressed.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 22, 2016.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

1. COMMENT: Provide the development package case number, DP16-0280, adjacent to the title block on each sheet.


2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

2. COMMENT: Label in the location map the streets that abut the subject property. Label Liberty Ave. and Iowa St.


2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

3. COMMENT: Indicate by response whether or not the existing development is intended to be a part of the new development. If so, under general note 16, list the existing use and applicable use specific standards, vehicle and bicycle parking required and provided, and applicable development criteria etc.

Clarify why there is a density calculation listed under the development criteria information for Phase II? I did not see a residential use such as multi-family listed under general note 3. Also under general note 16, under the dimensional standards, building 2 is listed as being in Phase II. The building in Phase II is listed and labeled on the drawing ss building 3.

Include the Use specific sections applicable to the new uses.

2-06.4.7.A.5 - On residential projects, list the total number of units/lots proposed.

4. COMMENT: If a residential component is part of this development in any of the phases, assure that appropriate information such as use specific and dimensional standards related to the residential use are listed.


2-06.4.7.A.7 - If the property is part of a subdivision plat that is being reviewed or has been recorded, provide the case number in the lower right corner of each sheet. As a general note, indicate whether the project is part of a Flexible Lot Development (FLD), condominium, or another similar type project.

5. COMMENT: List the Final Plat case number S17-072 next to the title block of all plan sheets.


2-06.4.7.A.8 - For development package documents provide:
2-06.4.7.A.8.a - Floor area for each building;

6. COMMENT: Revise general note 5 to make it clear with regards to the proposed building areas based on each individual phase. Review the building square footage labeled within the building footprint and revise accordingly. The SF within the building footprint is different than what is listed under the calculations. Revise as required.


2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage;

7. COMMENT: Under general note 5, clarify if the entire pavement proposed for this development will be done under the Phase I development. If so why is there a note under general note 5 that lists the total pavement area for Phase II?

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

8. COMMENT: If the overall development includes the existing development provide the information as noted by the standard above.

2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

2-06.4.8 - Existing Site Conditions


2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.


2-06.4.9.B - Identify each block or lot by number within the subdivision boundary and include the approximate square footage of each, or a note may be provided stating that all lots comply with the minimum lot size requirements.

10. COMMENT: Add the information as noted by the standard above.


2-06.4.9.G - If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information.

11. COMMENT: As noted in comment 6, the square footage labeled within the footprint of building 2 of Phase I do not match the square footage listed under the parking calculations or under note 5. Revise as required. (Revise the square footages labeled within the building footprints accordingly.)


2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

12. COMMENT: The SVT's for the new development can be drawn from the nearest edge of travel lane along Liberty Avenue.


2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established.

13. COMMENT: If applicable, per IBC section 1106.7.2 A Passenger loading zone shall be provided at an accessible entrance to the licensed medical and long term facilities where people receive physical or medical treatment or care and where the period of stay exceeds 24 hours.



2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

14. COMMENT: Include a fully dimensioned detail drawing for the short and long term bicycle facilities based on the proposed locations on site. Indicate the distance of the short term facilities to the main public entrance of building two.


2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

15. COMMENT: Label the street building setback for building from the nearest edge of travel lane.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

16. COMMENT: See related comments above.


2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.
