The proposed land use is industrial; establishing a general manufacturing use. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, FAA Part 77 airspace, and the City of Tucson Airport Hazard District. According to the FAA Notice Criteria Tool, this project is located in proximity to a navigation facility and could impact navigation signal reception. This tool also identifies that this project is located within an instrument approach area and requires an FAA aeronautical study. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin for the project. It is highly recommended the applicant file Form 7460 as early as possible since it could take the FAA at least 60 days to complete the aeronautical study. Any cranes used for the project must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions should be identified in the general notes of the approved development plan. Conditions of approval: "That development shall not cause or potentially affect aviation in the vicinity of the site, including but not limited to, physical obstructions to aircraft operations, interference with operations by way of electrical static, visual obstructions through emissions or glare, and/or the open storage of petroleum products, explosive materials, or materials which attract or lead to the concentration of wildlife." "That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement prior to the subdivision process which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The content of such documents shall be according to the form and instructions provided." The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder's Office. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: Any relevant case number for reviews or modifications that affect the site. Expansion of existing development, as provided below: 1. Buildings Greater Than 10,000 Square Feet On sites where the gross floor area of the existing building(s) is more than 10,000 square feet, expansion in square footage of land area, floor area, lot coverage, or vehicular use area as follows: a. If the expansion is less than 25%, the standards of this section apply only to the proposed expansion. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 25, 2018. 2-06.3.0 FORMAT REQUIREMENTS 1. 2-06.3.12 - The drawing index is not correct. CONTENT REQUIREMENTS 2. 2-06.4.2.D - Sheets 1-5 do not show the correct total number of sheets in the title block. 3. 2-06.4.3 - Provide the development package case number, DP17-0 237, adjacent to the title block on all sheets. 4. 2-06.4.4.B - Label Ganley Road on the location map. 5. 2-06.4.4.C - Label all sections corners on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 6. 2-06.4.7.A.4 - The Use Specific Standards listed under Development Package Note 6 are not totally correct and should be listed based on the zoning, i.e. "P-I SUBJECT TO USE SPECIFIC STANDARDS 4.9.5.C.2, .4, .5, .6, & .8 AND 4.9.13.Q, I-1 SUBJECT TO USE SPECIFIC STANDARDS 4.9.5.C.2, .6, .7, & .8 and 4.9.13.Q". 7. 2-06.4.7.A.6.a - Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)." 2-06.4.7.A.8 - For development package documents provide: 8. 2-06.4.7.A.8.b - Remove all references to lot coverage from the plan as lot coverage is not applicable to this plan. 9. 2-06.4.7.A.8.c - It appears that the proposed use is an expansion of the existing General Manufacturing building to the west, clarify. The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. Clearly show the adjacent loading area to the south so that it can be determined that adequate maneuvering is provided. 12. 2-06.4.8.A - As it appears that some type of lot split/minor subdivision is proposed. Remove the lot lines highlighted in orange. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 13. 2-06.4.9.E - It appears that some type of lot split/minor subdivision is proposed. The process will need to be completed prior to approval of this development package. 14. 2-06.4.9.F - Show the zoning for the parcels north of Bilby and south of Ganley. 15. 2-06.4.9.H.5.a - Provide the number of required and provided accessible vehicle parking spaces within the vehicle parking calculation. Also provide the number required and provide for the van accessible spaces. 16. 2-06.4.9.H.5.a - Provide a fully dimensioned detail for all types of proposed standard vehicle parking spaces, 90 degree, 30 degree and parallel. 17. 2-06.4.9.H.5.a - Accessible Parking detail provide a location dimension for the proposed wheel stops shown. 18. 2-06.4.9.H.5.a - Accessible Parking detail fully dimension the accessible vehicle parking spaces and access aisles so that the requirements of ICC A117.1-2009 Sections 502.2 & 502.4 can be verified. 19. 2-06.4.9.H.5.a - There appears to be some type of wall or fence located just north of the proposed parallel vehicle parking spaces. If this proposed wall or fence is taller than 6" demonstrate that the requirements of UDC Article 7.4.6.D.2.b are met. 20. 2-06.4.9.H.5.a - Along the south side of the property it appears that parking vehicles will be allowed to overhang a required landscape area. Demonstrate how the requirements of UDC Article 7.4.6.H.1 are met. 21. 2-06.4.9.H.5.d - Show the proposed location for the long term bicycle parking on the plan and provide a detail that demonstrates how the requirements of UDC Articles 7.4.4.B.1, .2 & .D are met. 22. 2-06.4.9.L - As cross access is proposed provide a recorded access easement or agreement with your next submittal. If an easement is used delineate the easement of the plan and provide the recordation information. If an agreement is used provide a general note that provides the recordation information for the agreement. 23. 2-06.4.9.Q - Provide the height of the structure and the specific use proposed within the footprint of the building(s). 24. 2-06.4.9.R - As you are proposing to allow vehicle overhang for the sidewalk shown along the north side of the building demonstrate on the plan that the overhang does not encroach into the required 4'-0" sidewalk width. 25. 2-06.4.9.R - Per TSM Section 7-01.4.1.C a sidewalk is required adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. That said show the required sidewalk along the west side of the building. 26. There appears to be some type of wall or fence located along the north side of the site, clarify what this is.
