Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 26, 2018. 1. Follow Up TO Previous Comment 4: The wrong DP case number has been listed in the lower right corner of the DP sheets. Revise the case number to DP17-0234. 1a. The rezoning case number C9-76-16 was not listed as requested per the previous comment. PREVIOUS COMMENT 4: Provide the development package case number, DP17-0234, adjacent to the title block on each sheet. Remove the Address of the subject site from the title block and add the brief legal description. List the Administrative Address outside the title block as noted by the standard above. List the Rezoning case number C9-79-16 as reference in the lower right corner next to the title block of sheets. 2. Follow Up To Previous Comment 10: The information requested per the previous comment was not labeled for 24th street. Add the information 24th street as noted by A.M. Standard 2-06.4.8.C. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. PREVIOUS COMMENT 10: Draw and label the information for 24th street and Farmington Road as noted by the standard above. 3. Follow Up To Previous Comment 15: Remove the "MS&R" annotation labeled on 24th street and Farmington Road. Neither of these streets is on the Major Streets and Routes map. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. PREVIOUS COMMENT 15: Provide the information as noted by the standard above. 4. Follow Up To Previous Comment 18: Per my meeting with Randy, he was asked to provide a detail drawing for the proposed long term facility noted under the bicycle parking notes. The detail must demonstrate that compliance with the requirements for long term bicycle facilities has been met. Add the dimensioned detail drawing on sheet 2. Per UDC Section 7.4.8.B.1.a.1, No long term bicycle parking facility is required where the GFA is less than 2,500 SF. If you wish to use this exception list the exception under the bicycle parking notes " No long term Bicycle facility provided per exception UDC Section 7.4.8.B.1.a.1. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. PREVIOUS COMMENT 18: The long term requirement is based on the greater of the two calculations. It is clear that the building is less than 20,000 SF but the number of students has not been established but it is clear that two short spaces are being provided so at a minimum two long term space may have to be provided. Show the calculations in order to verify the number of long term spaces required. Provide a dimensioned detail drawing of the proposed long term facility whether a box or within the building. 5. Follow Up To Previous Comment 25: No copy of the email from Gary Wittwer was included in the DP re-submittal nor was there an email from Randy to me related to the landscape border along Farmington Road. PREVIOUS COMMENT 25: There is no reason why any of the landscape borders are proposed within the right of way. Revise the plan to show the ten foot landscape buffer all on site. 6. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Street Landscape Borders Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, The following comment is Per Gary Wittwer: "TDOT does not see why the required landscaping can not be on site. At best TDOT would allow 3' on Farmington, but nothing on 24th". Provide permission for use of ROW When Required Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. A 30" screen is required to screen vehicle use areas and commercial use from adjacent streets.
