PSL-1ST Submittal

The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer design for the above-referenced project. The Pima County Regional Wastewater Reclamation Department has found the following deficiencies in the above referenced submittal of the Preliminary Sewer Layout (PSL), based upon PCRWRD Engineering Design Standards (EDS) 2016.

1. Sheet 1: Sewer should be proposed as public for residential developments per RWRD Engineering Design Standards Manual 3.2- Revise General Note #16 to read as follows:

THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY REGIONAL WASTEWATER RECLAMATION DEPARTMENT STANDARDS. ALL BUILDING CONNECTION SEWERS WILL BE PRIVATELY MAINTAINED.

2. Sheet 3: According to map-guide manhole depths are much different from what is shown here on this plan. Please verify the depth of the existing public sewer in Estrella Ave.

3. Sheet 3: Invert of 51.25 does not correspond to the inverts shown for the existing MH #9444-99 with the slope shown as 0.60% and rough distance of 167' Please revise.

4. Sheet 3: Extend the drive north an additional 10' to comply with RWRD 110 Right-Angle-Turn Around
5. Sheet 3: Install 8" public sewer at 1% slope minimum with (2) new manholes (eliminate the proposed cleanouts). One MH at the connection point on the existing sewer and the other at the end of the proposed sewer line

This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. All comments cited in this letter are based upon PCRWRD Engineering Design Standards 2016 and PCRWRD Standard Specifications and Details for Construction 2016.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Preliminary Sewer Layout. The fee for the first submittal is $166 plus $50 per Sheet. For the second submittal, the review fee is $50.00 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next plan submittal will require a review fee of $100.00 made payable to Pima County Treasurer. The plans should be submitted electronically to sewer@pima.gov

If you have any questions regarding this matter please contact me at your convenience.

09/26/2017 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Reqs Change 1. Where the finish floor elevation is less than 12 inches above the elevation of the next upstream manhole in the public sewer or private sewer collection system, a backwater valve shall be installed in the building drain or branch of the building drain serving that floor. Floors discharging from above that reference point shall not discharge through the backwater valve. No private sewer collection system is shown so based on the rim elevation of public manhole 9444-25; lots 2, 3, 4, 5, and 6 will require the installation of a backwater valve. Reference: Section 715.1, IPC 2012, as amended by the City of Tucson.
2. Determine the daily wastewater flow to the public sewer system using Table 1, Unit Daily Design Flows, Arizona Administrative Code, Title 18, Chapter 9. If the flow is in excess of 3,000 gallons per day, the design for the system must be submitted to the Pima County Regional Wastewater Reclamation Department for their approval prior to obtaining a permit for constructing the sewage collection system from the City of Tucson. Reference A. R. S. 49-104 (B) (13). If the flow is less than 3,000 gallons per day and the common building sewer is not built per the Pima County Regional Wastewater Reclamation Department standards, the common building sewer shall be constructed in accordance with the 2012 International Plumbing Code.

WATER SUPPLY
Tucson Water will provide water service to this project based on the subject zoning of the above parcels. Tucson Water has an assured water supply (AWS) designated from the State of Arizona Department of Water Resources (ADWR). An AWS designation means Tucson Water has met the criteria established by ADWR for demonstration of a 100-year water supply - it does not mean that water service is currently available to the subject project.
WATER SERVICE
The approval of water meter applications is subject to the current availability of water service at the time an application is received. The developer shall be required to submit a water master plan identifying, but not limited to: 1) Water Use; 2) Fire Flow Requirements; 3) Offsite/Onsite Water Facilities; 4) Loops and Proposed Connection Points to Existing Water System; and 5) Easements/Common Areas.
Any specific area plan fees, protected main/facility fees and/or other needed facilities' cost, are to be paid by the developer. If the existing water system is not capable of meeting the requirements of the proposed development, the developer shall be financially responsible for modifying or enhancing the existing water system to meet those needs.
This letter shall be null and void two years from the date of issuance.
Issuance of this letter is not to be construed as agency approval of a water plan or as containing construction review comments relative to conflicts with existing water lines and the proposed development.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 07, 2018.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.3.8 - The bar scale shown on sheet 2 is not scaled correctly.

2-06.4.0 CONTENT REQUIREMENTS

2. 2-06.4.3 - Provide the development package case number, DP17-0223, adjacent to the title block on all sheets.

3. 2-06.4.4.B - Label all streets that abut this project site, N. Estrella Ave., on the location map.

4. 2-06.4.4.C -The section listed at the northwest corner, 14, is not correct and should be 26.

2-06.4.7.A - Zoning and Land Use Notes

5. 2-06.4.7.A.6.a - As a TSMR will be required once approved provide the TSMR number adjacent to the title block on all sheets and provided a general note stating the TSMR number, date of approval, what was modified, and if applicable any conditions of approval.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. 2-06.4.9.H.1 - As the proposed private street cross section does not match any of the street cross sections in TSM Section 10-01 a Technical Standards Modification Request (TSMR) will be required.

7. 2-06.4.9.O - As this project is proposing a private street the perimeter yard setbacks are based on developing area. That said the street perimeter yard setback for Estrella Avenue should be listed as 21' or the height (H) whichever is greatest, measure to the nearest edge of travel lane. Raena Mae Place to the residence would be 21' or the height (H) whichever is greatest, measure to the nearest edge of travel lane and the garage would be 19' to the back of sidewalk not the 18' as shown on the plan.

8. 2-06.4.9.O - Lot 1 provide a setback dimension from the southwest corner of the house to the nearest edge of travel lane along the private street.

9. 2-06.4.9.Q - Sheet 1 under General Note 8 you have elevation heights for the north, south, and west but not the east, why?

10. 2-06.4.9.Q - Lot 1 provide a height for the southernmost wall of the residence so that perimeter yard setbacks can be verified.

11. 2-06.4.9.R - Per UDC Article 8.7.3.J.5.b demonstrate on the plan that an accessible route is provided to the proposed bench and BBQ pit shown under keynote 15.

12. 2-06.4.9.S - At the north end of the sidewalk within the right-of-way of Estrella Ave. it appears to run into a power pole.

2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS)
13. 2-06.5.3.F - Provide a privacy mitigation plan in accordance with Section 8.7.3.M.2.d of the UDC.

14. 2-06.5.3.G.1 - Provide three copies of the Covenants, Conditions, and Restrictions (CC&Rs) regarding the homeowner's association's responsibility for the ownership and maintenance of commonly-owned property.

10/04/2017 LIZA CASTILLO UTILITIES TUCSON ELECTRIC POWER Reqs Change Tucson Electric Power Co., (TEP) has reviewed the Development Plan/Tentative Plat for Raena Mae Homes submitted on 9/11/17 and is unable to approve the plat at this time. TEP has existing overhead facilities adjacent to the north boundary of the project area. The construction of a block wall per your development plans will impede truck access to these overhead facilities for emergency service and maintenance activities. Alternatives including undergrounding of the overhead facilities will need to considered. Please contact the project Designer, Aaron Faullin, to discuss options.
