4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
Landscaping, Screening and Wall Requirements
1. FLD projects shall comply with Section 7.6, Landscaping and Screening Standards, except as otherwise provided by this section.
Landscape plan submitted meets buffer requirements
2. One canopy tree shall be provided every 40 feet of pedestrian circulation systems, excluding crossings with streets, alleys, and driveways. If providing canopy trees every 40 feet is not achievable, the applicant shall:
a. Provide the equivalent number of trees that would be obtained using the 40-foot increment measure; and,
b. Distribute the trees within the FLD project site along pedestrian circulation systems and within functional open space areas.
If pedestrian canopy tree requirement cannot be met, indicate and provide calculation of equivalent tree replacement.
Ensure that all Zoning and Engineering comments and concerns are addressed prior to landscape approval.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 24, 2018.

PREVIOUS COMMENT 15: The private street must be designed with curbs and sidewalks / access ramps and on-street parking for visitors on both sides of the street. On-street parking proposed on Bentley Avenue and Fifth Street must be drawn and labeled. The size of the on-street parking spaces must be labeled as a keynote or dimensioned, see UDC Section 7.4.6.D.2.c for more information.


2. Follow Up to Previous Comment 17: The previous comment will remain until the TSMR is approved.

PREVIOUS COMMENT 17: Permanent dead-end streets will be designed with an adequate turnaround at the dead end, except for dead-end streets less than 150 feet in length, if municipal services, such as fire, refuse, and postal service, can be provided without the use of the street.

Follow up with the PDSD Engineering reviewer for more information on this requirement.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

PREVIOUS COMMENT 27: As noted in comment 15, sidewalks are required along both sides of the private street frontage. The sidewalks must be accessible and include accessible ramps at crossings. Label the cross and longitundal slopes for the sidewalks on the interior private street and the public streets adjacent to the subdivision.

4. Follow Up to Previous Comment 30: Add to key note 25 on sheet 2 that the monument sign will be reviewed and permitted under separate permit.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

PREVIOUS COMMENT 30: If applicable, draw and label the location of any proposed freestanding monuments signs for this subdivision.


2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS)

Applicants requesting a Maximum Density Option in accordance with Section 8.7.3.C.3.b must demonstrate compliance with the applicable criteria by written report or on the plat or site plan, whichever is appropriate;

PREVIOUS COMMENT 35: It does not appear that section 8.7.3.C.3.b has been addressed. The plan does not provide sufficient information to verify compliance. Revise the plan as required and / or include the report.
