This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. The UDC & TSM requirements are in the Unified Development Code and can be viewed at the same web link as above Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 24, 2018. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS CONTENT REQUIREMENTS 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 2-06.4.2.C - The number of proposed lots and common areas are to be noted. If the subdivision is a Flexible Lot Development (FLD), a condominium, or a similar type of residential subdivision utilizing special provisions of the UDC, it shall be so noted; 1. COMMENT: Include in the title block of all plan sheets that this is an "FLD Development". The title block of all plan sheets shall be consistent in information and content. Review the landscape sheets and assure that the title blocks on the landscape sheets match the title block on the civil sheets. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 2. COMMENT: List the page number and number of pages in the lower right corner of all plan sheets, 1 of 15 2 of 15 etc. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 3. COMMENT: Provide the development package case number, DP17-0207, adjacent to the title block on each sheet. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 4. COMMENT: Revise general note 4 to state that the existing use was for a "Religious Use". 2-06.4.7.A.5 - On residential projects, list the total number of units/lots proposed. 5. COMMENT: Based on the acreage of 2.13 acres and the number of units (12) proposed the RAC should be 5.6, revise general note 2 as required. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 6. COMMENT: Revise general note 16 to state the project has been designed to comply with the Major Streets development criteria in UDC Section 5.4 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 7. COMMENT: List the square footage of the buildings individually if more than one model is being used. If one model is used with different building elevations but the square footage is the same list the actual square footage of the model used. The square footages should be listed in a matrix table to clearly list the square footages of the building, garage or carport, and vehicle parking areas proposed on each lot. By providing the information requested it also allows verification of the coverage calculations. 2-06.4.7.B - Drainage Notes List the following notes as appropriate: 2-06.4.7.B.2 - If applicable, list the following notes and complete the blanks. 2-06.4.7.B.3 - List the following note on all development package documents: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan." 8. COMMENT: Add the word "Site" in general note 12. 2-06.4.7.C - Streets and Roads Notes 2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." 9. COMMENT: The above note has been listed twice in general note 13 and 31 on the cover sheet. Add the following to general note 13, "Sight Visibility, of the Technical Standards Manual" or remove it and leave note 31 which is listed correctly. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 10. COMMENT: Clarify what is meant by the notation "Previous Boundary Location". Has the owner purchased COT right and incorporated the extra area with the existing site? If so, the new right of way dimensions should be labeled to reflect the new right of way location along Bentley Avenue. Provide documentation from TDOT or COT Real Estate for purchase of the right of way area. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 11. COMMENT: If applicable any additional easements other than the 10-foot PUE proposed shall be drawn and labeled on the site plan sheets, such one-foot no access easement. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 12. COMMENT: Label the information for Country Club Road as noted in the standard above. Label the width of the existing sidewalks along the street frontage of the site, width from the existing and future curb to property line, etc. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 13. COMMENT: Label the lot bearings on all lots. 2-06.4.9.C - If the project has common areas, label each common area individually with a separate letter designation. Enclose with a solid line each common area, private street, etc., that will have separate restrictions, a separate homeowners' association, or any common area that is separated by a public right-of-way. 14. COMMENT: Label the square footage of the common areas. 2-06.4.9.H - Proposed Traffic Circulation 2-06.4.9.H.1 - Proposed traffic circulation will be designed in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), accessible ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and accessible ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections. Please be aware that, if a new street is created (for other than for subdivisions) which divides the property into two or more lots, a subdivision plat is required (refer to the definition of subdivision in Section 11.4.20 of the UDC). 15. COMMENT: The private street must be designed with curbs and sidewalks / access ramps and on-street parking for visitors on both sides of the street. On-street parking proposed on Bentley Avenue and Fifth Street must be drawn and labeled. The size of the on-street parking spaces must be labeled as a keynote or dimensioned, see UDC Section 7.4.6.D.2.c for more information. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 16. COMMENT: Draw and label the existing and future sight visibility triangles along the Fifth Street intersections. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 17. COMMENT: Permanent dead-end streets will be designed with an adequate turnaround at the dead end, except for dead-end streets less than 150 feet in length, if municipal services, such as fire, refuse, and postal service, can be provided without the use of the street. Follow up with the PDSD Engineering reviewer for more information on this requirement. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 18. COMMENT: See related comment 13 above. Add the missing information on the plan as noted by the standard above. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 19. COMMENT: Demonstrate on the site plan the required parking for each unit as well as on street parking. 2-06.4.9.H.7 - If streets are proposed, indicate if they are designed for on-street parking to accommodate visitor parking or if parking is provided in common parking areas. Visitor parking is to be evenly distributed and usable by all residents of the project. Extra parking on individual lots, such as tandem parking in driveways, does not count toward visitor parking, as it is not available to other property owners within the project. Design criteria for streets are located in Technical Standards Manual Section 10-01.0.0. Streets designed at the minimum width, without on-street parking, need clearance for access to all homes by life safety vehicles and, where no alleys are provided, by refuse collection vehicles. If motor vehicles are parked along streets that are not designed to allow for parking, life safety services will be inhibited and, in many situations, blocked. 20. COMMENT: The proposed private street has been designed without parking lanes. Under the Guest parking note on sheet 1, remove the portion of the note stating "and as shown on the interior private road". As noted the street is not designed to provide a parking lane(s). 2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes. Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width. Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information. 21. COMMENT: See related comment 10, Clarify if there was dedication of right of way along the Country Club Road frontage. If so, label the dedication recordation information on the site plan sheet. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 22. COMMENT: Draw the applicable information as noted by the standard above. 2-06.4.9.K - Identify and provide dimensions, approximate areas in square footage, and purposes of any lots proposed for dedication (such as open spaces, recreation areas, or natural areas) or for reservation for a public use (such as public parks, water facilities, or school sites). 23. COMMENT: Label the square footage(s) of the common areas on the site plan sheet, specific to each common area. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 24. COMMENT: If applicable, provide the information as noted by the standard above. 2-06.4.9.M - Grading Plan 2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently. 25. COMMENT: Assure that all changes made to the DP site plan sheet are made on the grading plan sheet(s). 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 26. COMMENT: Draw and label the interior building setbacks between lots and the building setbacks along the street frontages for both the dwelling and the garages/carports. In order to verify that the building setbacks are depicted correctly, the building footprint shall be drawn on each lot of the DP site plan sheet. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 27. COMMENT: As noted in comment 15, sidewalks are required along both sides of the private street frontage. The sidewalks must be accessible and include accessible ramps at crossings. Label the cross and longitundal slopes for the sidewalks on the interior private street and the public streets adjacent to the subdivision. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 28. COMMENT: Draw and label the locations for the refuse containers. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 29. COMMENT: It is assumed that mail will be provided to each individual dwelling but if a gang mailbox is proposed, draw and label the location. Add general note stating the type of mail service that will applicable to this development. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 30. COMMENT: If applicable, draw and label the location of any proposed freestanding monuments signs for this subdivision. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required, in accordance with Section 2-11.0.0, Landscape Plan Requirements. 31. COMMENT: See the Landscape review for comments related to landscape buffer and screening requirements applicable to this development. 2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD - ADDITIONAL REQUIREMENTS) 2-06.5.1 Site Plan Required FLDs not proposing to subdivide the project site must prepare a site plan in accordance with Section 2-06.0.0, Development Package, including Section 2-06.5.3, Additional Information; 2-06.5.2 Tentative Plat Required An FLD proposing to subdivide the project site into two or more lots must prepare a tentative plat. Tentative plats for FLDs must be prepared in accordance with Section 2-06.0.0, Development Package, including Section 2-06.5.3, Additional Information, and the following developable area information: 2-06.5.2.A - Provide, by note on the plat, the developable area calculation for the entire FLD; and, 32. COMMENT: Provide on the cover sheet, the note as required by the standard above. 2-06.5.2.B - Show the maximum developable area of each lot (i.e., building footprint). 33. COMMENT: Provide the information as noted by the standard above. The information can be added to the matrix table requested in comment seven. 2-06.5.3 Additional Information The following are required in addition to the requirements of the tentative plat or site plan, whichever is applicable: 2-06.5.3.A. Reduced Perimeter Yards Street perimeter yards along interior street rights-of-way and perimeter yards between interior lots may be modified in accordance with Section 8.7.3.L, Perimeter Yards on Interior Lots, of the UDC. Applicants requesting a perimeter yard reduction must indicate what the required and reduced perimeter yards are and their locations. Applicants requesting a reduced street perimeter yard must provide a written description of how the reduced yard will enhance the architectural design or the vehicular circulation in the FLD and submit a transportation statement, or if required by the Department of Transportation, a traffic impact analysis; 34. COMMENT: See related comment 26. Draw and label the proposed building setbacks between the interior property lines and label the street perimeter setbacks. The building setbacks can also be demonstrated on the typical lot details drawings for an interior lot, corner lot, cul-de-sac lot etc. The street perimeter setbacks from the adjacent street shall also be labeled. 2-06.5.3.B - Maximum Density Option Applicants requesting a Maximum Density Option in accordance with Section 8.7.3.C.3.b must demonstrate compliance with the applicable criteria by written report or on the plat or site plan, whichever is appropriate; 35. COMMENT: It does not appear that section 8.7.3.C.3.b has been addressed. The plan does not provide sufficient information to verify compliance. Revise the plan as required and / or in clued the report. 2-06.5.3.D - Building Elevations Provide dimensioned building elevations of all proposed units. The elevations can be preliminary drawings. The model home construction plans will be used to determine exact setbacks and screening requirements at the time of application for building permits; 36. COMMENT: Provide the building elevations as noted by the standard above. 2-06.5.3.E - Architectural Variation Plan When applicable, an architectural variation plan is required in accordance with Section 8.7.3.M.1 of the UDC as follows: 37. COMMENT: Double check with the Design Professional to see if an architectural variation plan will be required due to the section 8.7.3.M.1.b.2. 2-06.5.3.E.1 - Identify on the tentative plat or site plan the lots and/or units that must provide architectural variation; and, 38. COMMENT: If required by the Design Professional, provide the information as noted by the standard above. 2-06.5.3.E.2 - Provide a written statement and drawings (such as elevations and building footprints) demonstrating how the proposed architectural variation techniques comply with Section 8.7.3.M.1 of the UDC. 39. COMMENT: If required by the Design Professional, provide the information as noted by the standard above. 2-06.5.3.F - Privacy Mitigation Plan When applicable, a privacy mitigation plan is required in accordance with Section 8.7.3.M.2.d of the UDC as follows: 40. COMMENT: It is acknowledged that a Privacy Mitigation Plan document was included with the DP. See the Design Professionals comments related to the PMP. Address the comments as required. 2-06.5.3.F.1 - Identify on the tentative plat or site plan the lots and/or units that must provide privacy mitigation; 41. COMMENT: If applicable indicate on the plan the affected lots. 2-06.5.3.F.2 - Provide photographs of the site and its interface with the adjacent properties documenting the existing conditions; and, 42. COMMENT: Check with the Design Professional comments to see whether the pictures submitted provide the coverage needed to verify compliance. 2-06.5.3.F.3 - Provide a written statement and drawings (such as elevations and landscape plans) demonstrating how the proposed mitigation techniques comply with Section 8.7.3.M.2.b of the UDC. The plan should include when practicable additional design elements to increase privacy such as the siting angle of buildings, windows, and lots; 43. COMMENT: Check with the Design Professional comments to see whether the mitigation information included in the PMP is sufficient for compliance. 2-06.5.3.G - Covenants, Conditions, and Restrictions 2-06.5.3.G.1 - Provide three copies of the Covenants, Conditions, and Restrictions (CC&Rs) regarding the homeowner's association's responsibility for the ownership and maintenance of commonly-owned property. 44. COMMENT: If available, include a copy of the CC&R's with the next submittal of the TP, if not available at this time the CC&R's will have to be included with the final plat. 2-06.5.3.G.2 - Provide two copies of the protective covenants or common use agreements for any shared areas being established by easements over individually-owned property. 45. COMMENT: See related comment 44. 46 COMMENT: The existing curb cut along the northern section of Bentley Avenue was not drawn and labeled. Draw the curb cut and annotate that the curb cut will be closed. 47. DSD (520) 724-6719 Subject: SAM HUGHES COURT LOTS 1-12 and CA "A" & "B" DP17-0207 (P17WS00078) PSL-1ST Submittal The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer design for the above-referenced project. The Pima County Regional Wastewater Reclamation Department has found the following deficiencies in the above referenced submittal of the Preliminary Sewer Layout (PSL), based upon PCRWRD Engineering Design Standards (EDS) 2016. 1. Sheet 2: The proposed public sewer must be a minimum of 8" per Pima County Ordinance 13.20.030 A.1 2. Sheet 2: A turn-around per RWRD Standard Detail 110 or equivalent must be placed over proposed MH #2. 3. Sheet 2: Call out IMS #'s for all existing public cleanouts and manholes w/ rim and invert elevations shown on plan( for Country Club, Bentley and 5th St) 4. Sheet 2: Call out the construction plan # and pipe size for the existing public sewer shown in Country Club. 5. Sheet 2: New MH #2 should be per Standard Detail RWRD 205 This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. All comments cited in this letter are based upon PCRWRD Engineering Design Standards 2016 and PCRWRD Standard Specifications and Details for Construction 2016. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Preliminary Sewer Layout. The fee for the first submittal is $166 plus $50 per Sheet. For the second submittal, the review fee is $50.00 per sheet. For all subsequent submittals, the review fee is $39 per sheet. Sam Hughes Court Development The Sam Hughes Court Development consists of 12 single family residences and one private road named Sam Hughes Court. There will be a six foot high concrete block wall around the entire perimeter of the property with the exception of the west end of Sam Hughes Court. There will be no block wall for 31 feet at the west end of Sam Hughes Court to allow for entrance into the development. As presently designed, refuse trucks can not enter the site on Sam Hughes Court as there is no way for the trucks to maneuver to leave the property. Proposed APC Use 90 gallon APCs are proposed for use by Lots 7 through 12 on the south one-half of the development. These APCs would be rolled out to the curb along 5th Street for servicing. EGSD would approve the use of these APCs for Lots 7 through 12. 300 gallon APCs are proposed for use by Lots 1 through 6 on the north one-half of the development. The 300 gallon APCs are proposed to be located (300 gallon APCs do not roll) on the north side of the alley located to the immediate north of the proposed Sam Hughes Court development. Drawing C-2 of 15 in the Development Package identifies eight 300 gallon APCs to be located on the north side of the alley. Section 8-01.6.1 B. of the Technical Standards Manual specifies that 300 gallon APC service is based on three residences per container. With the 300 gallon APC, three residences would generate 150 gallons of refuse and 150 gallons of recycling materials. With a total of six residences on the north one-half of the proposed development, only two 300 gallon APCs would be needed, one APC for refuse for Lots 1 through 6 and one APC for recycling materials for Lots 1 through 6. Please have the applicant explain why eight 300 gallon APCs are being proposed for the six north lots. It is possible that servicing frequency entered into the decision to propose eight APCs in this area. EGSD inspected the north alley area. There are overhead electric lines on the south side of the alley which would preclude placement of the 300 gallon APCs on the south side of the alley. There were several 300 gallon APCs located along the north side of the alley at the time of our inspection. EGSD presumes that these APCs are servicing the residences in Morning Side Annex No. 2 and the Himmel Townhomes subdivisions located to the immediate north of the alley. As shown on Drawing No. C2 of 15, the proposed location of the 300 gallon APCs are south of Lot 6 and south of Lot 3 in the afore mentioned subdivisions. Based on our inspection, there are approximate six foot high fences or concrete block walls located along the south property line of Lots 3 and 6. The fences and block walls would screen the proposed 300 gallon APCs from view from the residences to the north. Based on the existing use of 300 gallon APCs in the north alley, the screening provided by the fences and block walls and assuming the number of APCs would be reduced from eight to two, EGSD would likely approve their use along the north side of the alley. Alternate APC Use for Lots 1 through 6 An alternate to the use of 300 gallon APCs for Lots 1 through 6 in the north alley would be to use 90 gallon APCs and have the residents place the 90 gallon APCs along 5th Street for pick-up. The distance for a resident in Lots 1 through 6 to access the 300 gallon APCs in the north alley would be approximately the same as placing 90 gallon APCs along 5th Street. For example, a resident in Lot 6 would walk 372 feet along Sam Hughes Court to the west, then walk 106 feet north along Bentley Avenue and then 190 feet (estimate) to the 300 gallon APC in the alley for a total of 668 feet. Presumably, this distance would have to be walked for each bag of refuse. Using the 90 gallon APCs, the resident in Lot 6 would walk 372 feet along Sam Hughes Court to the west, then walk 147 feet south along Bentley Avenue to 5th Street and then 190 feet (estimate) to the 90 gallon APC along 5th Street for a total of 709 feet. Each resident may require more trips for the 300 gallon APC option (north alley) than for the 90 gallon option (5th Street). This alternative is offered for consideration by the applicant. Google Street View appears to show the roof drainage from the existing structure draining toward these 5th Avenue basins under existing conditions. Please provide additional survey information demonstrating that the impermeable roof surfaces drain away from these basins if they are to be assumed to be non contributing. Alternatively, please reevaluate the existing conditions by reducing the assumed runoff by the amount of hard surface area that is draining towards these 5th Avenue basins. Update existing conditions calculations accordingly. 2) The existing conditions analysis assumes that the entire roof area of the existing structure discharges from the site as an impermeable surface would. Pima County Pictometry Aerial Photos show that many of this existing roof drainage that does not drain to the 5th Avenue basins, still does not likely discharge/drain offsite. Please show where all areas of the existing structure and adjacent hardscape surfaces have positive drainage/discharge from the site. Alternatively update the existing conditions watershed exhibits (Figures 5 and 7) to reflect areas that do not have positive discharge/drainage from the site as such. Update existing conditions calculations accordingly. 3) Per UDC 7.14.3, Section 2.2 Subdivisions with densities between 3 and 6 residents per acre are required to provide 2 year threshold retention. Please provide a volumetric discharge comparison between existing and proposed conditions after appropriate adjustments are made to the existing conditions discharge analysis as requested in the comments above. Please update the Detention/Retention section 4 of the drainage report to show that 2 year threshold retention is being provided. 4) Per UDC 7.14.4, Section 4.2.1, Explanatory notes for Table 4.2 this site in its proposed condition is classified somewhere between Moderately Urban and Highly Urbanized. Per Table 4.3 the rainfall runoff coefficient for 3.0 inches of rainfall and a type D soil is between .73 and .82 for this condition. The assumption that the site is only 65% impervious in its proposed developed condition needs to be changed to reflect the accepted values in the drainage standards manual. In summary the proposed condition impervious area is likely greater than 65%. Likely closer to 80%. The Existing condition is likely less than 82% impervious based on areas of the roof that likely do not discharge from the site but that are retained in landscape areas. Per our preapplication meeting it was determined that the retention areas mitigate the drainage runoff from the existing development. If the applicant would like to go back and assume natural conditions for the existing conditions this will be an acceptable alternative to refining the existing conditions analysis per the above stated comments. 5) Please update the proposed waterline layout shown on sheets C2 and C3 to show a connection to the 16" steel line in Country Club Road as required by the Tucson Water Department looping policy. 6) Per TSM 10-01.6.5D and TSM 10-01.6.2C please provide a turnaround at the end of the street. Per TSM 10-01.2.7A sidewalks are required on each side of the street. Please update Cross section A/C6 and plan layout on applicable sheets. 7) Grading and Construction note 23 should be updated to reflect current grading regulations.
