Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 16, 2018. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section This DP was reviewed for full code compliance requirements due to a proposed 100% building expansion. Per General note 5, this proposal is for a possible future development and is intended only to demonstrate that the proposed subdivision would allow for future development. This plan does not indicate any phasing information and if the proposal is only speculative this plan approval is only good for three years. A phased development is good for four years. Remove any reference information related to the LUC. All reference information shall be labeled based on the UDC sections. If you have any questions related to this review feel to contact me on Tuesday or Wednesday or you can contact Steve Shields. 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 1. COMMENT: If applicable as part of the DP review it is found that additional sheets are to be included in the DP, include a sheet index on the cover sheet. CONTENT REQUIREMENTS 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 2. COMMENT: For clarification purposes only, is the name of this project (Lots 1 and 2 and Common Area "A") or is there a different name? 2-06.4.2.C - The number of proposed lots and common areas are to be noted. If the subdivision is a Flexible Lot Development (FLD), a condominium, or a similar type of residential subdivision utilizing special provisions of the UDC, it shall be so noted; 3. COMMENT: The number of lots and common area has been listed in the title block but it is not clear if the name of the project is the same or is there a separate name for the project, clarify. See related comment 2 above. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 4. COMMENT: As noted in comment one if additional sheets are required, update the sheet number total sheets in the lower right corner(s). 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 5. COMMENT: Provide the development package case number, DP17-0203, adjacent to the title block on each sheet. The address listed is based on the parcel as currently configured. Indicate if PC Addressing will be assigning a new address to the new parcel. If so the administrative address may have to be revised. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 6. COMMENT: List the following Use Specific Standards in general note 3, UDC Section 4.9.4.O.2 & 4.9.13.O. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 7. COMMENT: This parcel is within the Scenic Corridor overlay and is subject to compliance with UDC Section 5.3. Also, the overall property fronts on a major street and is subject to compliance with the MS&R setback requirements in UDC Section 5.4. Revise general notes 7 and 8 to state that the site has been designed to comply with the MS&R UDC Section 5.4 and Scenic Corridor UDC Section 5.3. 2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones. 8. COMMENT: List in the SCZ general note that lots 1 and 2 are subject to the SCZ development criteria. List in the MS&R General note that Lot 1 is subject to the MS&R setback criteria. 2-06.4.7.A.7 - If the property is part of a subdivision plat that is being reviewed or has been recorded, provide the case number in the lower right corner of each sheet. As a general note, indicate whether the project is part of a Flexible Lot Development (FLD), condominium, or another similar type project. 9. COMMENT: This tentative plat is being reviewed as a Subdivision / Development plan for future development on Lot 2. A final Plat case number will be assigned once the FP package is submitted for review. List the FP case number in the lower right corner of the tentative plat sheet(s). 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 10. COMMENT: The FAR is no longer applicable under the UDC. Revise general note 9 to include the square footage of the existing building and the square footage of the new building, Existing Building 1 SF 4,200 SF, Building 2 SF 4,200 SF. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 11. COMMENT: This project has been reviewed as full code compliance for the overall development. The building expansion is 100% expansion and would require compliance with any requirements applicable to the existing site and new site. This includes compliance for Landscaping, Accessibility, Vehicle and bicycle parking, pedestrian circulation etc. The existing development was approved and developed prior to approval of the UDC and should be code compliant but the new development will have to comply with the most current UDC development criteria. A landscape and NPPO plan or NPPO exception must be submitted with the next submittal of the DP. List the building expansion calculation as a general note. 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. 12. COMMENT: Under the development criteria text block, list the development criteria for each lot separately, criteria such as building square footage, parking, building height etc,. 2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." 13. COMMENT: Add the statement above as a general note. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 14. COMMENT: Label the site boundary information for each lot based on the new configuration 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 15. COMMENT: Label the dimensional information requested in the standard above. Label the center line of First Avenue on the DP. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 16. COMMENT: Add the information as noted by the standard above. Label the north and south distances for Common Area A. Clearly delineate Lot 2. It is not clear if the parking area shown on Lot 2 is part of the proposed common area or if it is part of Lot 2. Revise and delineate the lots and common area as required. 2-06.4.9.C - If the project has common areas, label each common area individually with a separate letter designation. Enclose with a solid line each common area, private street, etc., that will have separate restrictions, a separate homeowners' association, or any common area that is separated by a public right-of-way. 17. COMMENT: See related comment 16 with regards to the information requested about the Common Area A. 2-06.4.9.D - Delineate proposed Natural Undisturbed Open Space (NUOS) in a surveyable manner. 18. COMMENT: The note labeled for the natural area includes the word parcel. Does this mean there area is to be delineated and recorded as a separate parcel / lot? Clarify. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 19. COMMENT: Draw and label the existing and Future SVT at the driveway to the site. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 20. COMMENT: See related comment 15. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 21. COMMENT: Label the width of the existing and new PAAL(s). 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 22. COMMENT: Include the dimensioned detail drawings for the Standard and Accessible parking spaces/access aisles. The detail for the accessible parking spaces shall include one for the standard accessible space and one for the Van Accessible space. Revise the parking calculations to reflect the number and type of accessible parking spaces required and provided. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 23. COMMENT: The short and long term bicycle parking requirements shall be based on each building. The number of each will be labeled in the criteria text block and the fully dimensioned detail drawings for the short and long term facilities will be added to the DP. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 24. COMMENT: If applicable add the information as noted by the standard above. Because the information related to comment 15 is not labeled on the DP it is not clear if the existing curb and sidewalk are also in the future location per the Cross section for a 150 foot road-way right of way. Revise as required. 2-06.4.9.M - Grading Plan 2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan. 25. COMMENT: A grading plan was not included in the DP package. Be aware that as part of any future development on Lot 2 a grading plan may be required. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 26. COMMENT: Label the building setback for the existing building. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 27. COMMENT: Demonstrate the pedestrian circulation connection from the new building to the existing building pedestrian circulation which provides the pedestrian connection to the First Avenue sidewalk. Label the cross and longitudinal slopes for the pedestrian sidewalk along the front of the new building. Label the cross and longitudinal slopes for the new accessible parking space and the adjacent accessible aisle. Include a dimensioned detail drawing including slopes of the new accessible ramp in front of the new building. If accessible ramps are required to connect the new side sidewalk to the existing sidewalk, the ramps and locations shall be drawn and labeled on the plan and dimensioned detail drawings provided. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 28. COMMENT: Add a general note stating where mail is to be provided for the new building. If mail is to be provided to each building independently indicate in the note as such, if provided via a gang mailbox indicate as such and draw and label the location. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 29. COMMENT: If applicable include the information related to freestanding monument signs as noted by the standard above. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. 30. COMMENT: See the landscape reviewer comments. 31. COMMENT: The information related to the SZC must be noted on the DP. Draw and label the 400-foot SCZ buffer line as dimensioned from the property line. (It is acknowledged that the 400 foot buffer distance may be beyond the east property line) UDC 5.3.4. SCENIC ROUTE BUFFER AREA A. Requirement: 1. A buffer area 30 feet wide, adjacent to the MS&R future right-of-way line, is required and shall be preserved and maintained in its natural state; 2. No development or improvements shall occur in a Scenic Route buffer area except as provided in Section 5.3.4.C, Permitted Improvements; (See Figure 5.3-B.) 3. The buffer area shall be restored as closely to its natural state as possible In areas where public safety or the delivery of public services precludes preservation of existing vegetation; and, 4. The buffer area is in lieu of the landscape border required along street frontages under Section 7.6, Landscaping and Screening Standards. C. Permitted Improvements The following improvements are permitted in the Scenic Routes buffer area: 2. Trenching for the placement of utility lines, if the area is re-vegetated in accordance with Section 5.3.4.D, Re-vegetation of Site; 3. An area not larger than 18 square feet and not exceeding 30 inches in height per lot or parcel for the placement of utility transformers, pedestals, and service meters and hookups for utilities; and, 4. Selected vegetation may be removed when the Department of Transportation determines that removal is necessary for public safety if the removed plants are replaced with native vegetation. D. Re-vegetation of Site: 1. Any portion of the Scenic Route buffer area and the MS&R right-of-way disturbed by development activity shall be re-vegetated with native vegetation. 2. Within the SCZ, excluding the Scenic Routes buffer area, all disturbed areas on the site that are visible from the Scenic Route and are not covered by permanent improvements shall be re-vegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both. 3. In areas not visible from the Scenic Corridor Zone, vegetation may consist of native plants indigenous to the site or drought tolerant plant material. Oasis area landscaping material may also be planted within this area at the levels permitted by the landscaping ordinance. E. Cut and Fill: Exposed cut or fill slopes shall be no greater than a one foot rise or fall over a three foot length. UDC 5.3.9 UTILITIES: A. All new utilities for development on private property and on public right-of-way along Scenic Routes shall be underground. UDC 5.3.10 ADDITIONAL DESIGN CONSIDERATIONS: Building or structure surfaces, that are visible from the Scenic Route, shall have colors that are predominant within the surrounding landscape, such as desert and earth tones. Single-family dwellings, except in subdivisions recorded after May 28, 1985, are exempt from this standard. Fencing and freestanding walls facing the Scenic Route shall meet the material restrictions in Section 7.6.5, Screening Standards. Signs are required to comply with the following: 1. Section 3-32, Scenic Route District, of Chapter 3, Advertising and Outdoor Signs, of the Tucson Code; 2. Signs shall use colors that are predominant within the surrounding landscape, such as desert and earth tones; 3. No commercial advertising sign, except a sign pertaining to a use conducted on the premises or a sign advertising the sale or lease of the property upon which the sign is located, and no billboard shall be erected within 400 feet of the right-of-way line on any Scenic Route; and, 4. When the standards of this section and Section 3-32 conflict, the more restrictive of the two prevails.
