The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer design for the above-referenced project. The Pima County Regional Wastewater Reclamation Department has found the following deficiencies in the above referenced submittal of the Preliminary Sewer Layout (PSL), based upon PCRWRD Engineering Design Standards (EDS) 2016.

1. Sheet 1: Show on plan the existing building sewer connection to the existing public sewer line.

2. Sheet 1: The alley on plan does not meet RWRD 111 for maintenance vehicle access to the public cleanout on site. A public sewer access easement or blanket sewer access easement will be needed to provide access per RWRD EDS.

3. Sheet 1: Revise Wastewater Note # 3 to read as follows:

THE ON-SITE SEWERS ARE EXISTING AND PRIVATE EXCEPT FOR EXISTING PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY.
4. Sheet 1: Call out the public sewer easement out over the existing public sewer on site.

This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. All comments cited in this letter are based upon PCRWRD Engineering Design Standards 2016 and PCRWRD Standard Specifications and Details for Construction 2016.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the Preliminary Sewer Layout. The fee for the first submittal is $166 plus $50 per Sheet. For the second submittal, the review fee is $50.00 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next plan submittal will require a review fee of $50.00 made payable to Pima County Treasurer.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 13, 2018.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

1. COMMENT: If as a result of the DP review additional sheets are required, include a sheet index on the cover sheet.

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

2. COMMENT: Provide the information for the registrant and the owner/developer as noted by the standard above.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:
2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

3. COMMENT: Include in the title block, a brief legal description of the property.

2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

4. COMMENT: If additional sheet are required update the number of sheets in the lower right corner of the sheets.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

5. COMMENT: Provide the development package case number, DP17-0170, adjacent to the title block on each sheet.

2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

6. COMMENT: For reference label the Copper and Water streets on the location map. (The lots drawn on the location map are not necessary.)

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

7. COMMENT: List the use note as "Funeral Service - Mortuary/Crematory" Subject to UDC Use Specific Standard 4.9.13.P.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

8. COMMENT: Add a general note that states that this project is designed to comply with the MS&R setback per UDC 5.4.

2-06.4.7.D - Utilities Note
All development package documents are to include the following note: "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public."

9. COMMENT: Add the utility notes as stated by the standard above.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

10. COMMENT: Provide the information as noted by the standards above.

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

11. COMMENT: The site boundary information must be revised if the abandoned alley is to be combined with the subject parcel.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

12. COMMENT: If applicable draw and label the easement as noted by the standard above.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

13. COMMENT: Revise the zoning classification to west of the subject site. The zoning classification is O-3.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

14. COMMENT: Label Tucson Boulevard as "Public". According to the most current COT paving plan available (I-74-10) for Tucson Boulevard in this area, the right of way appears to be 45 feet on the west side. The DP plan is indicating a 30-foot right of way. Revise the plan per the paving plan and contact COT Transportation-Engineering to verify the current right of way. If in fact the right of way is 45 feet on the west side, two of the parking spaces shown on the plan are within the public right of way and will have to be removed. This will affect the vehicle parking calculation, revise as required.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

15. COMMENT: Label the angle of the parking spaces in order to verify that the width of the PAAL adjacent to the new sidewalk will meet the minimum width.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

16. COMMENT: The Accessible parking spaces along the front of the building must be provided with accessible aisles that are clearly marked and meet the slope requirements.

Demonstrate on the plan how access in and out of the northern accessible parking spaces is accomplished.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

17. COMMENT: Provide the information for the short and long term bicycle parking facilities on the DP as noted by the standard above.

2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes.
Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width.
Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information.

18. COMMENT: The plan indicates abandonment of the alley along the north side of the subject property. Label the abandonment recordation info on the DP.

The DP also indicates that the abandoned alley is to be used for egress purposes. Unless the alley has been abandoned and purchased by the subject property owner and combined, the alley may not be used for vehicular use. (This may be a problem if the portion of the alley that is being used for the dumpster is zoned residential.)

2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

19. COMMENT: Label and dimension the building setbacks from all interior perimeter property lines and from the existing and future back of curb location from Tucson Boulevard.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

20. COMMENT: Label the heights of the existing building and future addition within the building footprints and label the use of the existing building within the footprint, as noted by the standard above.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

21. COMMENT: This project is including sidewalks around the around the building. Label the cross and longitudinal slopes for all new sidewalks.

Demonstrate how the on-site pedestrian sidewalk system to the on-street sidewalk will be provided. The connection must be an accessible route. (Tactile devices are not required on private property.)

The paved area in front of the building where the two accessible parking spaces are located must be provided with barriers to keep vehicles off the pedestrian area, see redlines.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

22. COMMENT: After reviewing the DP and doing a comparison of the aerial as it relates to the subject site it is clear that the dumpster shown on the plans is outside the property boundary. If the City of Tucson has abandoned the remaining portion of the alley and has been purchased by the owner for use for the subject property, provide documentation of the abandonment and purchase.

2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

23. COMMENT: See the landscape reviewer comments for applicable requirements related to landscape borders and screening.
