This project site is specifically located north of the active Los Reales Landfill. The proposed land uses are industrial and utility; establishing an industrial processing and cleaning facility and a sanitation system for household hazardous waste. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin. Any cranes used for the project must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp The Tucson Airport Authority recommends that the property owner record the Avigation Easement document which is included with this comment letter. This document discloses the existence and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Tucson Airport Authority has future long term plans to develop a third far parallel runway at Tucson International Airport, approximately 2 miles southwest of the project site. The instructions included below are in the event that the property owner records the Avigation Easement. The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder's Office. IF the grouted rip rap is protecting the side of a basin, why does not the basin bottom have a slope to drain the ponding water? 4. Address onsite water harvesting. The site must be designed to maximize water harvesting. (UDC 7.6.6.C.2) 5. The velocities in Channels A and B are higher than 4 fps, which are considered erosive velocities. Address this issue and clarify how channel erosion can be controlled and minimized. Development Package Comments: 1. The subject project has been assigned the following Activity Number: DP17-0144. This Development Package includes the construction of the Container Maintenance facility and the Household Hazardous Waste facility at the new landfill entrance area at the Los Reales landfill site. The new landfill entrance area is an 80 acre parcel located immediately north of the Los Reales landfill site. The Planned Area Development -14 for the Los Reales landfill site was adopted by the City of Tucson Mayor and Council in June of 2006. The Planned Area Development -14 included the actual landfill area as well as the new landfill entrance area. General Note No. 20 on Sheet 1 of 24 of the Development Package stated that "Containerized Waste Requirements Per PAD - 14 Document C 6e. No waste bins are required. The uses of the new development includes waste management." Document C 6e states that PAD 14 will comply with the City of Tucson Development Standard 6-01. The Development Standards were replaced in January of 2013 by the Technical Standards Manual. EGSD infers that the Development Package will comply with Section 8 of the Technical Standards Manual. Therefore, EGSD does not have any objections to the solid waste and recycling material management plans for this facility. Please call me if there are any questions concerning this review.
