07/05/2017 ALEXANDRA HINES OTHER AGENCIES TUCSON AIRPORT AUTHORITY Approv-Cond Thank you for the opportunity to comment on DP17-0144, Los Reales Landfill Phase II; 1st Submittal, a development package application for an approximately 12.28 acre site located south of South Craycroft Road. This project site is specifically located north of the active Los Reales Landfill. The proposed land uses are industrial and utility; establishing an industrial processing and cleaning facility and a sanitation system for household hazardous waste.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin. Any cranes used for the project must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp

The Tucson Airport Authority recommends that the property owner record the Avigation Easement document which is included with this comment letter. This document discloses the existence and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Tucson Airport Authority has future long term plans to develop a third far parallel runway at Tucson International Airport, approximately 2 miles southwest of the project site.

The instructions included below are in the event that the property owner records the Avigation Easement.

The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder's Office. Once the Avigation Easement is recorded please send a copy of the recorded easement to Tucson Airport Authority by either email (send to srobidoux@flytucson.com) or to the mailing address provided below.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 2, 2018.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Billiable relocation will require easements. Service at existing phase and voltage can only be relocated overhead.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

Drainage Report Comments:

1. The subject project has been assigned the following Activity Number: DP17-0144. Provide this number on the first page of the Report.
2. The proposed rip rap shall be installed over filter fabric to minimize scour.
3. Clarify the grouted riprap east of the proposed Household Hazardous Waste Facility. Is it proposed on the side of a basin? How does the water get to this basin? Does the basin retain or detain runoff? What is the percolation rate? Is the grouted rip rap proposed to protect a steep slope? What are the top and toe elevations of this slope? IF the grouted rip rap is protecting the side of a basin, why does not the basin bottom have a slope to drain the ponding water?
4. Address onsite water harvesting. The site must be designed to maximize water harvesting. (UDC 7.6.6.C.2)
5. The velocities in Channels A and B are higher than 4 fps, which are considered erosive velocities. Address this issue and clarify how channel erosion can be controlled and minimized.



Development Package Comments:

1. The subject project has been assigned the following Activity Number: DP17-0144. Provide this number on all sheets.
2. The proposed rip rap shall be installed over filter fabric to minimize scour. Revise the appropriate details accordingly.
3. Revise Keynote #30, on Sheet 4, to reference Sheet 9.
4. Revise the Plan in accordance with the revision in the Drainage Report.
5. Add the following note: "This project is affected by the City of Tucson Floodplain Regulations." (Ref. 2-06.4.7.B.2.a).
6. Add the following note if applicable: "A floodplain use permit is required for any work proposed in the regulatory floodplain. (Ref. 2-06.4.7.B.2.b).
7. Provide the dimensions and cross sectional details of the regional detention basin and any other proposed basins (Ref.2-06.4.9.N.3).

SWPPP Comments:

1. BMP's should be installed at all site discharge points including the basins outlets

07/20/2017 ALEXANDRA HINES COT NON-DSD ENVIRONMENTAL SERVICES Approved The Environmental and General Services Department (EGSD) has completed our review of the DP17-0144 Los Reales Landfill Phase II / 1st submittal. This Development Package includes the construction of the Container Maintenance facility and the Household Hazardous Waste facility at the new landfill entrance area at the Los Reales landfill site. The new landfill entrance area is an 80 acre parcel located immediately north of the Los Reales landfill site. The Planned Area Development -14 for the Los Reales landfill site was adopted by the City of Tucson Mayor and Council in June of 2006. The Planned Area Development -14 included the actual landfill area as well as the new landfill entrance area.

General Note No. 20 on Sheet 1 of 24 of the Development Package stated that "Containerized Waste Requirements Per PAD - 14 Document C 6e. No waste bins are required. The uses of the new development includes waste management." Document C 6e states that PAD 14 will comply with the City of Tucson Development Standard 6-01. The Development Standards were replaced in January of 2013 by the Technical Standards Manual. EGSD infers that the Development Package will comply with Section 8 of the Technical Standards Manual. Therefore, EGSD does not have any objections to the solid waste and recycling material management plans for this facility.
