Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 31, 2019. ***This revised DP was reviewed as a new submittal for compliance with AM 2-06. Address the following zoning comments and resubmit. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 1. COMMENT: Remove the Development Package PDSD approval stamp from all sheets. Reserve a three-inch by five-inch space in the lower right quadrant of each sheet for an approval stamp. The approval stamp will be applied electronically by PDSD staff. 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area; 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 2. COMMENT: Reduce the location map to a scale three inches equals one mile and includes the information listed in the standards 2-06.4.4 through 2-06.4.4.C as noted by the standards above. Remove all lot lines from the location map and use single lines for streets. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 3. COMMENT: On sheet four, place the contour interval note under the north arrow. 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 4. COMMENT: The legend on the cover sheet shall include line types and symbols used on the site plan. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 5. COMMENT: List the sheet number in the sheet index i.e. 1 -SP1, 2-SP2 etc. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 6. COMMENT: List the name of a contact person under the owner's information text block. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 7. COMMENT: Provide the development package case number, DP17-0128, adjacent to the title block on each sheet. It does not appear that CDRC staff assigned a new case number. List the old DP case number DP17-0128 next to the title block of all plan sheets. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." 8. COMMENT: Revise the zoning note under the Site Data to state "Existing is Zoning IS I-1". 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 9. COMMENT: Include a use notes as follows; "Industrial Use Group: General Manufacturing Subject to UDC Sections 4.9.5.C.2, .6, .7, & .8 and 4.9.13.Q" If the manufacturing is specific to another Land use class listed under the industrial use group list the use and applicable use specific standards listed in the table. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; re-zonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 10. COMMENT: List site notes 1 and 2 under the site data. This area is within the Airport Avigation Easement. A review by Scott Robidoux Airport Senior Planner is required. COMMENT: Clarify if shade structure is for outside storage or manufacturing uses. If so list the square footage of this area under the site data. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 12. COMMENT: Per the applicants email to PDSD, the owner has acquired additional land area for the project parking area. What is not explained in the email is whether or not the owner has completed a Pima County Tax Parcel Combo through the Pima County Assessor's Office. The Pima County Tax Parcel Combo will have to be completed prior to approval of the DP. The DP must be drawn with both parcels and must be labeled with the distances and bearings as one parcel. The acquired parcel must be fully depicted on the plans. It is not very clear on the plan where the property boundary of the acquired parcel is located. It is suggested that a reduced copy of the overall property with the acquired parcel be depicted on the last sheet. The parcel depicted by the Pima County GIS map does not match what is currently depicted on the revised DP site plan sheets. Address as required. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 13. COMMENT: Provide a copy of the memo from TEP (on TEP letter head) stating that they have granted permission for the building to be constructed within the TEP easement and up to how much of the easement can be utilized. If there is an exhibit that is part of the approval memo, include it with the next submittal of the DP. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 14. COMMENT: Review the PDSD Engineering review comments for possible street sidewalk requirements. If sidewalks are required, draw, label and dimension the sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 15. COMMENT: See also related comment 12 above. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 16. COMMENT: Locate the accessible parking sign behind the sidewalk. The driveway from the property line into the site must be paved with asphalt. A Concrete driveway within the right of way may be required. See the PDSD Engineering Reviewer's comments. Revise the note callout for gravel to asphalt. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 17. COMMENT: The location of the long term bicycle parking must be drawn on the plan. Include a dimensioned detail drawing of the location as well as the type of facility proposed. See UDC section 7.4.9.D for information on long term facility requirements. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 18. COMMENT: If the area under the shade structure is to be used for the manufacturing or storage use(s) or both list the square footage of the shade structure within the footprint. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 19. COMMENT: Because it is not very clear on the plan where the property boundary of the acquired parcel is located it is not clear if the sidewalk from the parking area is on the acquired parcel or within the right of way. It is also not very clear if the proposed sidewalk is to be constructed across the driveway entrance to the site. The transition from sidewalk to driveway to sidewalk must be better depicted on the site plan. This sidewalk leading from the accessible parking space must be an accessible route and may require accessible ramps at the transitions noted. Additional comments may be forthcoming on the next submittal based on the changes or revisions made to the sidewalk. Because there is a driveway adjacent to the building a minimum four foot wide sidewalk is required between the driveway and the building. If the public is not allowed in the side and rear portions of the site, a minimum 5 foot wide striped pedestrian refuge area is required for the employees. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 20. COMMENT: See the Engineering reviewer's comments related to possible street sidewalk. If a street sidewalk is required a sidewalk connection from the property will be required to the street sidewalk. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 21. COMMENT: Draw and label the refuse collection areas. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 22. COMMENT: Draw and label the location of any proposed standalone monument signs. If no signage is proposed indicate as such or add that future signage will be permitted under separate permit. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: 1. Legal description and address of site; 2. Cross-reference to: Board of Adjustment case; Any other relevant case number for reviews or modifications that affect the site. 7.6. LANDSCAPING AND SCREENING 7.6.2. APPLICABILITY The provisions of this section apply to the following: A. All new development Minimum Width Street landscape borders must be a minimum of ten feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes. Located on Site Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. Street landscape borders are required along 17th Street and Kino Blvd and the at least 5' must be located on-site. Indicate how this comment is addressed. The following apply to street landscape borders: One canopy tree is required for every 33 linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. Vegetative Ground Cover Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting. Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. A 30" screen is required to screen vehicle use area from 17th street and Kino Blvd. The following information must be provided on the plans. Information may be combined on one sheet if the combination of information does not obscure other details Calculations a. Square footage of the site; b. Square footage of the oasis allowance area and calculation; c. Square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees; d. A shadow pattern and calculation are required in certain cases (see Section 7.6.4.B, Vehicular Use Area, of the UDC). Provide these, if applicable; e. Minimum width and square footage measured from the inside edge of tree planters in vehicular use areas; f. Length and width of landscape borders and landscape transition borders and number of canopy trees per length; and, g. Square footage of all landscaped borders and calculation of the percentage of vegetative coverage, when applicable. 3. Screening a. Location of screening elements; b. Height of screening material and reference point for measurement; c. Nature of screening material (e.g., permanent or temporary as in phased development); and, d. Type of screening material (e.g., masonry wall, wood fence, species of plant material). 4. Maintenance Schedule a. Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque hedge screens, if required; b. Replacement criteria, should plant material not survive; c. Replacement or upkeep maintenance schedules for inert ground cover materials; d. Upkeep maintenance schedules for exterior hardscape materials; and, e. Maintenance and replacement schedules for irrigation systems. SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING 1. Water Harvesting Implementation Plan. The plan shall detail the landscape water demand and the harvested water supply needed to meet 50 percent of landscape demand. 2.
