Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 31, 2016. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT - Follow Up To Previous Comment 3: The sheet index was not included on sheet ones as requested by the previous comment. Add the sheet index on the cover sheet. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. PREVIOUS COMMENT 3: Provide the sheet index as noted by the standard above. Additional sheets such as landscape/irrigation, possibly a grading plan and details sheet may be required for this project. The sheet index should reflect all sheets in the DP. CONTENT REQUIREMENTS 2. COMMENT - Follow Up To Previous Comment 7: Correct the sheet numbers on the cover sheet to 1 of 4. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). PREVIOUS COMMENT 7: If additional sheets are added to the DP add the information as noted by the standard above. 3. COMMENT - Follow Up To Previous Comment 8: The location map was not drawn as noted by the standards above. Revise the location map by following the standards below. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.2.A - Show the subject property approximately centered within the one square mile area; 2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. PREVIOUS COMMENT 8: Revise the location map on the cover sheet to comply as noted by the standards above. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 4. COMMENT - Follow Up To Previous Comment 10: List under the Site Data Zoning note, the information related to the use specific standards provided in the previous comment. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. PREVIOUS COMMENT 10: List as a general note the use and the UDC Use Specific Standards applicable in the I-1: Subject to 4.9.5.C.2, .6, .7, & .8 and 4.9.13.Q 5. COMMENT - Follow Up To Previous Comment 23: The PAAL is not delineated under the shade structure. The height of the shade structure has not been noted to verify that the required clearance of 15 feet from pavement to the bottom of the ceiling of the shade structure. Also it is not clear what if any use is proposed under the shade structure and whether or not a use under the shade structure will prevent access to the parking area. Documentation from the City Engineer that gravel has been approved as an alternative to asphalt pavement for all PAAL and parking lot areas must be provided with the next submittal of the DP. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. PREVIOUS COMMENT 23: It is not very clear how the PAAL system is designed on this project. There is no clear path to the parking area that meets the design standards in section 7.4.6. Additional comments may be forthcoming on the review of the DP on the next submittal. Address the parking design and clearly demonstrate compliance. 6. COMMENT - Follow Up To Previous Comment 24: Demonstrate the accessible route from the accessible parking space location to the main public entrance. Demonstrate that the cross and horizontal slopes for the accessible parking space and access aisle and the accessible route to the main public entrance has been designed to comply with the ADA requirements. The accessible parking space and aisle must be fully paved, gravel will not be approved. Draw and label the accessible aisle next to the accessible parking space. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. PREVIOUS COMMENT 24: The location of the accessible parking space does not appear to be accessible. Demonstrate safe access into and out of the parking space area. In addition an 8-foot wide access aisle is required adjacent to the van accessible parking space. a. All vehicular use area must be paved. Gravel surface is not an approved material for vehicle areas. b. Include detail dimensioned detail drawings of the standard and accessible parking spaces as noted by the standard above. c. Revise the Accessible Sign Detail drawing as noted in the redlines of cover sheet. 7. COMMENT - Follow Up To Previous Comment 25: Draw and label the location of the proposed long term bicycle parking facilities. Include fully dimensioned detail drawings of the long term facilities. Review section 7.4.9 for detailed information when providing the long term facilities within the building. Revise the bicycle parking calculation to list the number of long term spaces that will be provided whether inside or outside the building. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. PREVIOUS COMMENT 25: Clarify if the project is to be provided with two long term bicycle parking lockers that two bicycles per locker as depicted on the detail or are two single bicycle lockers proposed? Revise as required and revise calculations if needed. 8. COMMENT: - Follow Up To Previous Comment 28: the Building setbacks from the existing and future back of curb of Kino Boulevard were not labeled as requested. The setbacks shall be labeled to from the shade structure and both corners closest to the Kino Frontage. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. PREVIOUS COMMENT 28: Label the building setbacks from the existing or future back of curb of Kino Parkway. 9. COMMENT - Follow Up To Previous Comment 29: A four foot wide concrete sidewalk is required from the main public entrance to the property line if a street sidewalk is not required. The sidewalk must be designed to comply with the ADA requirements. Draw and label the sidewalk. All pedestrian routes must be separated from any vehicular uses such as PAALs or drives. Demonstrate compliance with the barrier requirements. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. PREVIOUS COMMENT 29: Demonstrate how and where the accessible pedestrian access from the street sidewalk to the main public entrance of the building will be provided. Draw and label public entrances including the entrance at the location of the accessible parking space location. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: 1. Legal description and address of site; 2. Cross-reference to: a. Rezoning case; b. Subdivision case; c. Board of Adjustment case; d. Design Development Option case; e. Development Review Board (DRB) case; and/or, f. Any other relevant case number for reviews or modifications that affect the site. 7.6. LANDSCAPING AND SCREENING 7.6.2. APPLICABILITY The provisions of this section apply to the following: A. All new development Street Landscape Borders To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows, except as provided in Section 7.6.4.C.4, Exceptions to the Landscape Border Standards: a. Minimum Width Street landscape borders must be a minimum of ten feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes. Street landscape borders are required along 17th Street and Kino Blvd. Located on Site Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. The following apply to street landscape borders. One canopy tree is required for every 33 linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. Vegetative Ground Cover a. Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting. b. Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. A 30" screen is required to screen vehicle use area from 17th street and Kino Blvd. c. Inorganic Ground Cover Except as otherwise provided by this section, the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, must be covered with an appropriate inorganic ground cover, such as decomposed granite. Vehicular Use Areas The standards in this Section 7.6.4.B apply to all developments that provide more than four motor vehicle parking spaces, except as provided in Section 7.6.4.B.1.c, Exemptions. 1. Canopy Trees in Vehicular Use Areas a. General Standards Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof. (1) The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk). (2) Planter Area For each tree required by this code, a planter area with a minimum unpaved area of 34 square feet and a four-foot minimum width is required. An irrigation plan must be submitted together with the landscape plan required in Section 7.6.9.B, Review Procedures. SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING 1. A separate Water Harvesting Implementation Plan shall be submitted with all applications for new commercial developments where landscaping is required. The plan shall detail the landscape water demand and the harvested water supply needed to meet 50 percent of landscape demand. 2. Provide water budget data, along with the background data and assumptions used to develop it. This water budget format is available to applicants as an Excel spreadsheet @ cms3.tucsonaz.gov/files/dsd/water_budget_spreadsheet.xls. Ensure that all Zoning comments and concerns are addressed. |
