COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 25, 2018.


1. As the proposed project is an expansion of the existing Penske Truck Leasing site and the expansion of site area is greater than 50% the entire site including the existing should be included on the plan. Also all calculations should address the existing and proposed.

2-06.3.0 FORMAT REQUIREMENTS

2. 2-06.3.5 - Provide the PDSD Development Package approval stamp in the lower right quadrant of sheets 1, 2, 9, 10 & 11. The required stamp can be found at http://pdsd.tucsonaz.gov/pdsd/development-permits under Development Package.

CONTENT REQUIREMENTS

3. 2-06.4.1 - Provide the following information for the Civil and Landscape engineers on the cover sheet; name, mailing and email addresses, and phone number shall be provided on the right half of the cover sheet.

4. 2-06.4.2.B - Provide a brief legal description within the title block on all sheets.

5. 2-06.4.3 - Remove the address from the title block and provide a single administrative address adjacent to the title block on each sheet.

6. 2-06.4.3 - Provide the development package case number, DP17-0100, adjacent to the title block on all sheets.

7. 2-06.4.3 - Provide the rezoning case number, C9-70-75, adjacent to the title block on all sheets.

8. 2-06.4.4 - The location map on the cover sheet should be drawn at a minimum scale of three inches equals one mile and cover approximately one square mile.

9. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area of the location map.

10. 2-06.4.4.B - - Identify major streets and regional watercourses within the square mile area of the location map.

11. 2-06.4.4.C - Identify the section, township, and range; section corners; and the scale on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

12. 2-06.4.7.A.2 -The gross area of the site should include the existing Penske area.

13. 2-06.4.7.A.4 - The existing and proposed use should be listed as TRADE SERVICE AND REPAIR MAJOR SUBJECT TO USE SPECIFIC STANDARDS 4.9.4.X.1 and 4.9.13.Q.

14. 2-06.4.7.A.6.a - Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.6 AIRPORT ENVIRONS ZONE (AEZ)."

2-06.4.7.A.8 - For development package documents provide:

15. 2-06.4.7.A.8.a - Floor area for each building

16. 2-06.4.7.A.8.b - As the site is located within the Davis Monthan AFB Environs zone, Approach Departure Corridor 1 provide a floor area ratio calculation on the plan that meets the requirements of UDC Article 6.4.6.

17. 2-06.4.7.A.8.c - Provide a lot area and vehicular use area expansion calculation on the plan.

18. 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

19. 2-06.4.8.A - Sheet 2 you reference "L1, L2 & L3" but no line table is provided. Either provide a line table or the site boundary information for these lines.

20. 2-06.4.8.B - Provide the recordation information for all existing easements shown on the plan.

21. 2-06.4.8.C - Provide the following information for 34th Street on the plan, dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

22. 2-06.4.9.E - As the overall site consists of four (4) parcels, 130-13-016B, 130-13-016C, 130-13-068A & 130-13-069A a lot combination is required. Provide a copy of the approved Pima Combination Request form with your next submittal.

23. 2-06.4.9.F - Provide all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) on the plan with zoning boundaries clearly defined.

24. 2-06.4.9.H.2 - Show the required sight visibility triangles on the plan.

25. 2-06.4.9.H.5 - Provide width dimensions for the two (2) driveways off of 34th Street.

26. 2-06.4.9.H.5.a - Provide a vehicle parking space calculation on the plan. The calculation should include the ratio used, number required, number provided, accessible required and provided.

27. 2-06.4.9.H.5.d - - Provide a short and long term bicycle parking space calculation on the plan. The calculation should include the ratio used, number required, number provided,

28. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per AM 2-06.4.3 please add the case number (DP17-0100).
2) Add checklist to drainage report to show how each item contained in UDC 7.14.4, Section 14.5 is being complied with.
3) TTG Standard Engineering note 3 refers to a geotechnical report that per TSM 2-01.4.1.C.6 needs to be provided with the next submittal. Please note that there is a discrepancy between Pavement Section 1 on sheet 1 and construction keynote 3 on sheet 5 that both refer back to this geotechnical report. Please provide report and update plans in accordance with its recommendations.
4) Detail 2 on sheet 4 refers to a D50 and thickness per plan. It is not clear where this information is shown on the plan. Please update accordingly.
5) It is not clear how detail 4 on sheet 4 is compliant with UDC 7.14.4, Section 14.5. Please update accordingly to provide a compliant detail.
6) The water harvesting and landscaping shown in the right-of-way as part of section A on sheet 4, construction keynote 10 on sheet 5 and planting plan on sheet 9 requires approval from TDOT. It may be necessary to place the water harvesting and some of the landscaping in the middle two parking islands by the entrances (ie. On private property). TDOT does not generally approve water harvesting in the right of way.
7) References within the Construction Keynotes on sheet 5 to a sheet C2 should be update to refer to sheet 4.
8) The use of Keynote 14 is dependent on the demonstration of compliance with each requirement of UDC 7.14.4, Section 14.5.
9) Grading note 2 on sheet 5 should be updated to reflect a requirement for a double row of silt fence or equivalent protection to provide protection from fines entering the drywell.
10) Per TSM 10-01.3.2C show an 18 foot minimum radius curb return with dimensions shown per AM 2-06.4.8C.
11) Per TSM 10-01.3.3E please add 4 curb ramps at required curb returns.
12) Per AM 2-06.4.8C dimension the sidewalk. Per TSM 10-01.4.1.A.1.b(1) increase the sidewalk width to 5' width if the existing sidewalk is less than 4 ' wide at any location.
13) Per TSM 10-01.4.1.D.1a show a maximum 2% cross slope as either existing or proposed where vehicular traffic crosses the pedestrian way.
14) Move the concrete washout 100 feet away from any water harvesting or retention area on sheet 7.
15) Show linework for a double barrier of silt fence to protect the drywell at the northwest corner of the property from any silt or fines that may not be stabilized until after construction.
16) Planting keynote 7 on sheet 9 calls out a drainage structure with a reference to see the civil plans. This drainage structure is not shown on sheets 4 or 5 and is not detailed in any degree on sheet 2. Please update per AM 2-06.4.9N. The drainage calculations memo is inadequate for this size project and a drainage report meeting the requirements of UDC 7.14.4 should be provided with the next submittal per UDC 7.14.4, Section 2.1.1 since this site is greater than 1 acre.
