COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 06, 2018.

2-06.3.0 FORMAT REQUIREMENTS

1. ADDRESSED This comment was not addressed correctly. The plan shows a scale of 1:200. Does this mean 1" =200'. Though it might mean 1" = 20' but the plans do not scale to that. 2-06.3.2 - All mapped date should be drawn at an engineering scale, sheet A1.0 does not meet this requirement.

2. ADDRESSED 2-06.3.5 - Provide the PDSD Development Package approval stamp in the lower right quadrant of all sheets. The required stamp can be found at http://pdsd.tucsonaz.gov/pdsd/development-permits under Development Package.

3. ADDRESSED 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.

4. ADDRESSED 2-06.3.8 - Provide the following information for sheet A1.0. The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

5. ADDRESSED 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

CONTENT REQUIREMENTS

The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

9. This comment was not addressed on sheets 11 - 13. A brief legal description shall be provided within the title block on all sheets. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

10. This comment was not addressed. Provide a copy of the approved combo with your next submittal. Based on your application you submitted a tentative plat. Plus you show what appears to be a parcel line that runs east/west at 212' from the northern property line. If you are not plating then remove all internal lot lines and provide a copy of the approved Pima County Combo Request form with your next submittal. 2-06.4.2.C - The number of proposed lots and if applicable common areas are to be noted.

11. ADDRESSED 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). As you have submitted 8 sheets the total should be 8 but will probably change due to landscape requirements, see comment 49

12. ADDRESSED This comment was not correctly addressed. Remove the development package case number from the title block and provide it adjacent to the title block on sheets A0.1 & A1.0. 19. ADDRESSED This comment was not addressed. The note on G2.2 only listed C-2 zoning. 2-06.4.7.A.1 - On the cover sheet provide a general note stating: "Existing zoning is C-2 & C-3".

20. ADDRESSED 2-06.4.7.A.2 - On the cover sheet provide a general note listing the gross area of the site/subdivision by square footage and acreage.

21. This comment was not fully addressed provide the rezoning case number adjacent to the title block on sheets 3 - 10. Sheets 1 & 2 remove the rezoning case number from the title block and provide it adjacent to the title block, sheets 3 - 13 provide the rezoning case number adjacent to the title block. 2-06.4.7.A.3 - Provide the rezoning case number, C9-77-18, adjacent to the title block on all sheets.

22. ADDRESSED This comment was not fully addressed. Sheet 1 under '"SITE DATA" you list "SELF SERVICE" but under "GENERAL NOTES" you list "FULL SERVICE", which is correct. 2-06.4.7.A.4 - On the cover sheet provide a general note listing the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. The proposed use should be listed as Automotive: Minor Service and Repair, Automotive Washing - Self or Full Service subject to Use Specific Standard 4.9.13.E. clarify which, Self or Full Service, is applicable and adjust the required note appropriately.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

25. ADDRESSED This comment was not addressed. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds on the plan.

26. ADDRESSED This comment was not addressed. There is an easement shown on DP11-0003 & DP13-0232 that runs across the north end of this site. This easement is recorded under SQ#20120470083 that needs to be shown on this plan. 2-06.4.8.B - If applicable show all existing easements on the plan along with the recordation information.

Provide the existing right-of-way info, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.8.C - Provide the following information for Alvernon Way on the plan, right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

28. ADDRESSED This comment was not correctly address. 2-06.4.9.A - As this is a tentative plat draw in all proposed lot lines with approximate distances and measurements.

29. ADDRESSED This comment was not correctly address. See comment 10. 2-06.4.9.B - Identify each lot by number within the subdivision boundary and include the approximate square footage of each.

30. ADDRESSED 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

31. ADDRESSED This comment was not addressed. 2-06.4.9.H. 2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

32. ADDRESSED Until comment 22 is addressed the required number of vehicle parking spaces cannot be verified. The parking ratio shown under "SITE DATA PARKING" does not match any ratio listed for Automotive Washing within UDC Table 7.4.4-1. 2-06.4.9.H.5.a - Provide a vehicle parking space calculation on the cover sheet of the development package.

It also does not appear that you have dimensioned the right-of-way correctly, see plan provided. 2-06.4.9.J - As Alvernon Way is designated as an Arterial Gateway Street on the Major Streets and Routes map the following information is required. If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way (ROW) lines, sight visibility triangles, etc.)

41. ADDRESSED This comment was not addressed. 2-06.4.9.J - As your proposed project has not been designed to meet the requirements for the future ROW along Alvernon Way one of the following must be complied with;
a. Design the project to meet the future ROW.
b.Provide a future ROW plan that demonstrates how this site will meet code requirements when the future ROW is taken.
c.MS&R RIGHT-OF WAY USE MODIFICATION REQUEST must be processed and approved, see UDC Article 5.4.7.

42. This comment was not addressed. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

43. This comment was not fully addressed. See blue high light for required dimensions. 2-06.4.9.R - Cleary show all proposed sidewalks on the plan and provide width dimensions.

44. ADDRESSED 2-06.4.9.R - Show the require pedestrian circulation to the dumpster shown on the plan, see TSM Section 7-01.3.3.B

45. ADDRESSED 2-06.4.9.R - Per IBC 1104.1 demonstrate on the plan that there is an accessible route between all structures, to all accessible vehicle parking spaces, to at least one of the right-of-ways, etc. that meets the requirements of 2012 IBC Chapter 11 and the ICC A117.1-2009. Provide spot elevations and slopes.

46. ADDRESSED 2-06.4.9.R - Provide a note on the plan stating that all accessible route slopes are to comply with ICC A117.1, Section 403.3; 5% maximum running slopes and 2% maximum cross slopes.

47. ADDRESSED 2-06.4.9.W - Provide a note on the plan stating all signage requires a separate permit.

48. ADDRESSED 2-06.4.9.W - The demolition of the existing billboard sign will require a separate demo permit.

49. ADDRESSED 2-06.4.9.X - Provide landscape, irrigation and NPPO plans with your next submittal. Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. See UDC Articles 7.6, 7.7, AM Sections 2-10.0.0, 2-11.0.0, and TSM Section 5.

Additional comments :

50. 2-06.4.9.R - "SITE PLAN NOTE P6" clarify what "PAVED SIDEWALK" means, this will need to meet the requirements of TSM Section 7-01.4.3.

51. 2-06.4.9.R - There is an existing sidewalk along the south side of the access lane that runs along the north side of this property. This sidewalk is a required sidewalk connection to Alvernon Way for both Quick Trip and the Department of Economic Security and must remain in place or be provided in another location.

52. 2-06.4.9.R - As the entrance to the carwash presents a safety hazard to pedestrian traffic along the north side of this site provide signage warning the pedestrians about the entrance.

53. 2-06.4.9.R - As you have elected to relocate the trash enclosure clearly show the required pedestrian circulation from the building to the enclosure, see TSM Section 7-01.3.3.B.

54. As you have elected to cancel the platting process, the proposed carwash is now considered an expansion of the existing building located in the southwest corner of the site. Based on available building square footage this expansion is greater than a 25% expansion therefore the existing building must now meet the requirements for the following, UDC Articles 7.4 Vehicle and Bicycle parking, and TSM Section 7 Pedestrian Circulation. The following comments apply to the existing building:
a. 2-06.4.9.H.5 - Provide a fully dimensioned vehicle use area, they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.
b. 2-06.4.9.H.5.a - Provide a vehicle parking space calculation that provides the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled.
c. 2-06.4.9.H.5.a - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. Provide a detail for both the short and long term bicycle parking.
d. 2-06.4.9.R - Show the required sidewalk connection from the existing building to the sidewalk within the ROW along Alvernon, see TSM Section 7-01.3.3.B.
e. 2-06.4.9.R - Show the required sidewalk connection from the existing building to the proposed carwash, see TSM Section 7-01.3.3.A.
