This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 06, 2018.

2-06.3.0 FORMAT REQUIREMENTS

1. This comment was not addressed correctly. The plan shows a scale of 1:200. Does this mean 1" =200'. Though it might mean 1" = 20' but the plans do not scale to that/ 2-06.3.2 - All mapped date should be drawn at an engineering scale, sheet A1.0 does not meet this requirement.

2. ADDRESSED 2-06.3.5 - Provide the PDSD Development Package approval stamp in the lower right quadrant of all sheets. The required stamp can be found at http://pdsd.tucsonaz.gov/pdsd/development-permits under Development Package.

3. ADDRESSED 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

On resubdivisions, provide the recording information of the existing subdivision plat;

If you are not plating then remove all internal lot lines and provide a copy of the approved Pima County Combo Request form with your next submittal. 2-06.4.2.C - The number of proposed lots and if applicable common areas are to be noted.

11. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). As you have submitted 8 sheets the total should be 8 but will probably change due to landscape requirements, see comment 49

12. This comment was not correctly addressed. Remove the development package case number from the title block and provide it adjacent to the title block on sheets A0.1 & A1.0. Provide the development package case number adjacent to the title block on sheets L0.01, L0.02, L1.01& L2.01. 2-06.4.3 - Provide the development package case number, DP17-0048, adjacent to the title block on all sheets.

13. This comment was not fully addressed. Remove the address from the title block of sheets 1-9 and provide the street address adjacent to the title block. Sheets 10 -13 provide the street address adjacent to the title block. 2-06.4.3 - Provide the administrative street address adjacent to the title block on all sheets.

Sheet 1 under '"SITE DATA" you list "SELF SERVICE" but under "GENERAL NOTES" you list "FULL SERVICE", which is correct. 2-06.4.7.A.4 - On the cover sheet provide a general note listing the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. The proposed use should be listed as Automotive: Minor Service and Repair, Automotive Washing - Self or Full Service subject to Use Specific Standard 4.9.13.E. clarify which, Self or Full Service, is applicable and adjust the required note appropriately.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

26. This comment was not addressed. There is an easement shown on DP11-0003 & DP13-0232 that runs across the north end of this site. This easement is recorded under SQ#20120470083 that needs to be shown on this plan. 2-06.4.8.B - If applicable show all existing easements on the plan along with the recordation information.

27. This comment was not addressed. Provide the existing right-of-way info, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.8.C - Provide the following information for Alvernon Way on the plan, right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

28. This comment was not correctly address. 2-06.4.9.A - As this is a tentative plat draw in all proposed lot lines with approximate distances and measurements.

29. This comment was not correctly address. See comment 10. 2-06.4.9.B - Identify each lot by number within the subdivision boundary and include the approximate square footage of each.

30. ADDRESSED 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

31. This comment was not addressed. 2-06.4.9.H. 2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

32. Until comment 22 is addressed the required number of vehicle parking spaces cannot be verified. The parking ratio shown under "SITE DATA PARKING" does not match any ratio listed for Automotive Washing within UDC Table 7.4.4-1. 2-06.4.9.H.5.a - Provide a vehicle parking space calculation on the cover sheet of the development package.

33. Until comment 22 has been addressed the required number of vehicle parking spaces cannot be verified. Review UDC TABLE 7.4.4-1: COMMERCIAL SERVICES USE GROUP, Automotive Washing, Full or Self Service and revise the vehicle parking space calculation.

34. This comment was not fully addressed, provide a detail for the standard vehicle parking space. 2-06.4.9.H.5.a - Provide a typical parking space detail for both standard parking spaces and those for the physically disabled.

40. This comment was not addressed. Based on plan U-2013-022 for a right-turn lane the existing ½ right-of-way for Alvernon Way adjacent to this project is only at 50'-0", future is 60'-0". It also does not appear that you have dimensioned the right-of-way correctly, see plan provided. 2-06.4.9.J - As Alvernon Way is designated as an Arterial Gateway Street on the Major Streets and Routes map the following information is required. If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way (ROW) lines, sight visibility triangles, etc.)

41. This comment was not addressed. 2-06.4.9.J - As your proposed project has not been designed to meet the requirements for the future ROW along Alvernon Way one of the following must be complied with;
a. Design the project to meet the future ROW.
b. Provide a future ROW plan that demonstrates how this site will meet code requirements when the future ROW is taken.
c. MS&R RIGHT-OF WAY USE MODIFICATION REQUEST must be processed and approved, see UDC Article 5.4.7.

42. This comment was not addressed. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

43. This comment was not fully addressed. See blue high light for required dimensions. 2-06.4.9.R - Cleary show all proposed sidewalks on the plan and provide width dimensions.

44. ADDRESSED 2-06.4.9.R - Show the require pedestrian circulation to the dumpster shown on the plan, see TSM Section 7-01.3.3.B

ADDRESSED 2-06.4.9.R - Per IBC 1104.1 demonstrate on the plan that there is an accessible route between all structures, to all accessible vehicle parking spaces, to at least one of the right-of-ways, etc. that meets the requirements of 2012 IBC Chapter 11 and the ICC A117.1-2009. Provide spot elevations and slopes.

46. ADDRESSED 2-06.4.9.R - Provide a note on the plan stating that all accessible route slopes are to comply with ICC A117.1, Section 403.3; 5% maximum running slopes and 2% maximum cross slopes.

Additional comments following 2nd review;

50. 2-06.4.9.H.5 - Per UDC Article 7.4.6.H Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas, and/or driving onto unimproved portions of the site. That said sheet 2 note "P15" talks about "FUTURE DRIVE", as it is future and no development is proposed for this site some type of barrier is required.
51. 2-06.4.9.R - "SITE PLAN NOTE P6" clarify what "PAVED SIDEWALK" means, this will need to meet the requirements of TSM Section 7-01.4.3.

52. Remove all revision clouds from the plan.

53. Remove the screened aerial photo from sheet 2.

Tucson Electric Power Company has reviewed and approved the development plan. There are existing facilities in conflict, include existing UGE & OHE in conflict with proposed development. Existing OHE transformer bank and OHE service can only be relocated overead dut to voltage supplied.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Billiable relocation will require easements. Serve at existing phase and voltage can only be relocated overhead.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

If easements are required, they will be secured by separate instrument. Your final plans should be sent to:

06/13/2017 LOREN MAKUS ENGINEERING REVIEW Reqs Change 1. The FEMA Flood Zone Classification notes provide the correct classification but not the correct description. Without shading, the X-zone is defined as "Areas determined to be outside the 0.2% annual chance floodplain."

4.1 Identification and Descriptive Data
A. c. Nature of screening material (e.g., permanent or temporary as in phased development); and,
d. Type of screening material (e.g., masonry wall, wood fence, species of plant material).
Maintenance Schedule
a. Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque hedge screens, if required;
b. Replacement criteria, should plant material not survive;
c. Replacement or upkeep maintenance schedules for inert ground cover materials;
d. Upkeep maintenance schedules for exterior hardscape materials; and,
e. Maintenance and replacement schedules for irrigation systems.
Inorganic Ground Cover
Except as otherwise provided by this section, the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, must be covered with an appropriate inorganic ground cover, such as decomposed granite.
4-01.3.0 RAINWATER HARVESTING PLAN
Water Budget shall include calculations showing how 50% of landscape water demand as an average across the site will be met using harvested rainwater, and shall include assumptions and supporting calculations as necessary to document these outputs. Output of the Site Water Budget shall include total water demand and rainwater supply calculations for each Water Harvesting Infiltration Area at the site.
Applicants shall use this water budget format to enter site-specific data to develop their Site Water Budget.
Include all the landscape areas in the Water Budget work sheet as Water Harvesting Infiltration Areas and verify percent of total site annual landscape demand met using harvested water.
Ensure that all Zoning and Engineering comments and concerns are addressed.
