COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 06, 2018.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.3.2 - All mapped date should be drawn at an engineering scale, sheet A1.0 does not meet this requirement.

2. 2-06.3.5 - Provide the PDSD Development Package approval stamp in the lower right quadrant of all sheets. The required stamp can be found at http://pdsd.tucsonaz.gov/pdsd/development-permits under Development Package.

3. 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.

4. 2-06.3.8 - Provide the following information for sheet A1.0. The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

5. 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

6. 2-06.3.12 - An index of all sheets in the development package shall be provided on the first sheet.

7. 2-06.3.12 - It is not clear what sheet you are proposing as your first sheet.

CONTENT REQUIREMENTS

8. 2-06.4.1 - Until comment 6 has been address the following comment applies. The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

9. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

10. 2-06.4.2.C - The number of proposed lots and if applicable common areas are to be noted.

11. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). As you have submitted 8 sheets the total should be 8 but will probably change due to landscape requirements, see comment 49

12. 2-06.4.3 - Provide the development package case number, DP17-0048, adjacent to the title block on all sheets.

13. 2-06.4.3 - Provide the administrative street address adjacent to the title block on all sheets.

14. 2-06.4.3 - Sheets GD.3, SWPPP.1, SWPPP.2 & SWPPP.3 remove the referenced case numbers, DS15-10/TWSMR & DP15-0053 as they are not applicable to this project.

15. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

16. 2-06.4.4.A - Show the subject property approximately centered within the one square mile area;

17. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

18. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

19. 2-06.4.7.A.1 - On the cover sheet provide a general note stating: "Existing zoning is C-2 & C-3".

20. 2-06.4.7.A.2 - On the cover sheet provide a general note listing the gross area of the site/subdivision by square footage and acreage.

21. 2-06.4.7.A.3 - Provide the rezoning case number, C9-77-18, adjacent to the title block on all sheets.

22. 2-06.4.7.A.4 - On the cover sheet provide a general note listing the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. The proposed use should be listed as Automotive: Minor Service and Repair, Automotive Washing - Self or Full Service subject to Use Specific Standard 4.9.13.E. Clarify which, Self or Full Service, is applicable and adjust the required note appropriately.

23. 2-06.4.7.A.6.a - Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIDOR ZONE (GCZ)".

2-06.4.7.A.8 - For development package documents provide:

24. 2-06.4.7.A.8.a - On the cover sheet provide a general note listing the floor area for each building.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

25. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds on the plan.

26. 2-06.4.8.B - If applicable show all existing easements on the plan along with the recordation information.

27. 2-06.4.8.C - Provide the following information for Alvernon Way on the plan, , right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

28. 2-06.4.9.A - As this is a tentative plat draw in all proposed lot lines with approximate distances and measurements.

29. 2-06.4.9.B - Identify each lot by number within the subdivision boundary and include the approximate square footage of each.

30. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

31. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

32. 2-06.4.9.H.5.a - Provide a vehicle parking space calculation on the cover sheet of the development package.

33. Until comment 22 has been addressed the required number of vehicle parking spaces cannot be verified. Review UDC TABLE 7.4.4-1: COMMERCIAL SERVICES USE GROUP, Automotive Washing, Full or Self Service and revise the vehicle parking space calculation.

34. 2-06.4.9.H.5.a - Provide a typical parking space detail for both standard parking spaces and those for the physically disabled.

35. 2-06.4.9.H.5.a - Detail 6, Sheet GD.4 does not match what is shown on the plan. Provide a detail that matches the plan.

36. 2-06.4.9.H.5.a - Detail 6, Sheet GD.4 the location dimension shown for the wheel stop does not meet the requirement of UDC Article 7.4.6.H.3.

37. 2-06.4.9.H.5.a - Provide a large scale sign detail including a van accessible sign.

38. 2-06.4.9.H.5.a - Clarify what the blue highlighted items are that are shown within the vehicle parking spaces.

39. 2-06.4.9.H.5.d - Until comment 22 is addressed the short and long term bicycle parking requirements cannot be verified.

40. 2-06.4.9.J - As Alvernon Way is designated as an Arterial Gateway street on the Major Streets and Routes map the following information is required. If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way (ROW) lines, sight visibility triangles, etc.)

41. 2-06.4.9.J - As your proposed project has not been designed to meet the requirements for the future ROW along Alvernon Way one of the following must be complied with;
a. Design the project to meet the future ROW.
b. Provide a future ROW plan that demonstrates how this site will meet code requirements when the future ROW is taken.
c. MS&R RIGHT-OF WAY USE MODIFICATION REQUEST must be processed and approved, see UDC Article 5.4.7.

42. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

43. 2-06.4.9.R - Cleary show all proposed sidewalks on the plan and provide width dimensions.

44. 2-06.4.9.R - Show the require pedestrian circulation to the dumpster shown on the plan, see TSM Section 7-01.3.3.B

45. 2-06.4.9.R - Per IBC 1104.1 demonstrate on the plan that there is an accessible route between all structures, to all accessible vehicle parking spaces, to at least one of the right-of-ways, etc. that meets the requirements of 2012 IBC Chapter 11 and the ICC A117.1-2009. Provide spot elevations and slopes.
46. 2-06.4.9.R - Provide a note on the plan stating that all accessible route slopes are to comply with ICC A117.1, Section 403.3; 5% maximum running slopes and 2% maximum cross slopes.

47. 2-06.4.9.W - Provide a note on the plan stating all signage requires a separate permit.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) Per AM 2-06.4.3 please add the case number (DP17-0048).
2) The FEMA Flood Zone Classification sections on sheets GD.1 and SWPPP.1 need to be updated to reflect zone X instead of zone x shaded and panel 2283 instead of panels 2293 and 2900.
3) Structural note 4 on sheet SWPPP.1 refers to the use of AB for the stabilized construction entrance. This is not known to be an acceptable BMP for construction entrances. It also does not match keynote callout CE on sheet SWPPP.2 or detail 1 on sheet SWPPP.3 which shows 1" to 3" aggregate. Please be consistent and provide a reference to a commonly acceptable standard if AB is to be used instead of aggregate.
4) Per UDC 7.14.3, Section 3.5.1, items 3 and 5, percolation of the 2' deep retention basin within 12 hours needs to be established through a percolation test. Per Tucson Code Section 26-2 the test results need to include a safety factor of 2 (ie. Derating). See also UDC 7.14.4, Section 14.2 for percolation test requirement.
5) Section 4.2 of the drainage report needs to be updated to reflect 12 hour drain down time instead of 36 hours.
6) Section 4.2 of the drainage report refers to Appendix E for the percolation test results. Please update this section to include this data.
7) Per AM 2-06.4.9N please update the plans to include the drainage report requirement that the contractor be required to provide as-built percolation data to ensure that the City of Tucson percolation requirements are met.
8) Per AM 2-06.4.3 please provide the TSMR number that applies to this project and that the project data section is referring to on sheet GD.1
9) City of Tucson General Engineering Note 1 on sheet GD.2 refers to MAG standards. Please update accordingly.
10) City of Tucson General Grading Note 10 on sheet GD.2 refers to drywells. Please clarify if a drywell is needed based on percolation test data to be presented in the next submittal.
11) General construction notes 2, 3 and 4 on sheet GD.2 refer to MAG standards please update accordingly.
12) City of Tucson General Grading Note14 on sheet GD.2 and note 1 in detail 2 on sheet GD.4 refer to a geotechnical report. Please provide a copy of this report for review per TSM 2-04.1C6 and UDC 7.14.4, Section 14.2, item 6. This will include basin siting near structures.
13) City of Tucson General Signing and Pavement Marking note 4 on sheet GD.2 refers to a City of Surprise address. Please update accordingly.
14) Please show how you are complying with UDC 7.6.6C2 regarding the requirement that stormwater routed to the retention area, shown on sheet GD.3, be used for supplemental onsite irrigation.
15) Per AM 2-06.4.9N please show how the drainage report requirement for curb openings at concentration points OS-1 (8.4 cfs from south of gross parcel area) and OS-2 (26 cfs from east of parcel area) are being reflected on the plan sheet GD.3. Please note that an eight foot curb opening and a five foot curb opening are being shown on sheet GD.3 where a four foot and five foot curb opening are called for in the drainage report.
16) Keynote 8 on sheet GD.3 is referring to sidewalk width per plan. Please dimension this per AM 2-06.4.8C.
