The proposed building gross floor area expansion, cumulative, exceeds 50%; therefore full code compliance to UDC Articles 7.4, 7.6 and TSM Section 7 apply. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 13, 2018. 2-06.4.0 CONTENT REQUIREMENTS 1. 2-06.4.3 - Provide the development package case number, DP17-0039, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. 2-06.4.7.A.4 - Remove the reference to "SUBJECT TO SECTION 4.9.13.P" from general note 3 and parking calculation note 1 as it is not applicable. 3. 2-06.4.7.A.6.a - As a board of adjustment for variance will be needed, see comment 10, provide the case number adjacent to the title block on all sheets and provide a general note stating the case number, date of approval, what was varied and if applicable any conditions of approval. 2-06.4.7.A.8 - For development package documents provide: 4. 2-06.4.7.A.8.a - Under "Percentage of Project Expansion" expansion 1's square footage is listed as "661", under Floor Area Calculation note 2 you list it as "666, clarify which is correct. 5. 2-06.4.7.A.8.b - Remove all references to "F.A.R." as it is not applicable. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 6. 2-06.4.8.C - It does not appear that the current right-of-way (ROW) is shown correctly. Based on ROW plan R-99-001 the half ROW should be 47.5'. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. 2-06.4.9.F - Provide the zoning for the parcels north of Prince Road. 8. 2-06.4.9.H.5 - Until the "A Parking angle" is provided, see comment 12, the width requirement for the PAAL cannot be determined. It does not appear that the minimum required width will be met. 9. 2-06.4.9.H.5.a - Fully dimension the vehicle parking area, additions comments maybe forth coming. 10. 2-06.4.9.H.5.a - The vehicle parking calculation is not correct. Based on the full code requirement 6,636/300 the required number of vehicle parking spaces should be 22. The total number provided appears to be 9. A board of adjustment for variance is required. 11. 2-06.4.9.H.5.a - The vehicle parking shown along the west side of the building does not meet code and cannot be counted toward the number of spaces provided. 12. 2-06.4.9.H.5.a - Provide an "A Parking angle" for the angled vehicle parking shown along the north side of the building. 13. 2-06.4.9.H.5.a - Per 2012 IBC Chapter 11 Table 1106.1 one (1) accessible vehicle parking space is required and per 14. 2-06.4.9.H.5.b - Demonstrate on detail 1 sheet 1 how the requirements of UDC Article 7.4.9.B1.e & 7.4.9.B.2.a are met. 2012 IBC Chapter 11 Section 1106.5 this space is required to be van accessible. Show the required van accessible vehicle parking space on the plan. 15. 2-06.4.9.H.5.b - Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. 16. 2-06.4.9.H.5.b - Show the required long term bicycle location on sheet 2 and provided a detail that demonstrates how the requirements of UDC Article 7.4.9.B & .D are met. 17. 2-06.4.9.J - Per the Major Streets and Routes Map the future 1/2 ROW for Prince Road is 60'. As this is fully code for the site either develop to the future ROW or provide a future site plan that demonstrates how this site will meet code when the ROW is taken. 18. 2-06.4.9.J - Show the future ROW curb and sidewalk on the plan. 19. 2-06.4.9.O - The street perimeter yard shown under Floor Area Calculation note 6 is not correct and should be listed as "21' or the height (H) of the building exterior wall, whichever is greatest. 20. 2-06.4.9.R - Per TSM Section 7-01.4.1.A provide a sidewalk from the building to the sidewalk within the ROW along Prince Road. 21. 2-06.4.9.R - Per TSM Section 7-01.4.1.C Provide a sidewalk along the north side of the existing building. 22. 2-06.4.9.R - Cleary show the required accessible route from the sidewalk within the ROW to the building, and the accessible vehicle parking space. 23. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. APPLICABILITY Buildings 10,000 Square Feet or Less On sites where the gross floor area of the existing building(s) is 10,000 square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows. a. If the expansion is less than 50%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval. b. If the expansion is 50% or greater or if expansions as of February 15, 1991, cumulatively result in a 50% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the standards of this section apply to the entire site. Verify building expansion calculation. If 50% or over the following applies: Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-10.0.0, Landscape Plan Requirements. UNIFIED DEVELOPMENT CODE 4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: 1. Legal description and address of site; 2. Cross-reference to: a. Rezoning case; b. Subdivision case; c. Board of Adjustment case; d. Design Development Option case; e. Development Review Board (DRB) case; and/or, f. Any other relevant case number for reviews or modifications that affect the site. Street Landscape Borders To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows, except as provided in Section 7.6.4.C.4, Exceptions to the Landscape Border Standards: 7.6.4. LANDSCAPE STANDARDS: Street landscape borders are required along all street frontages. Street Landscape Borders To enhance the visual appearance of the streetscape, a street landscape border is required in accordance with Table 7.6.4-1 along the street frontage of a site as follows, except as provided in Section 7.6.4.C.4, Exceptions to the Landscape Border Standards: a. Minimum Width Street landscape borders must be a minimum of ten feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes. Located on Site Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. Landscape Borders Street landscape borders The following apply to landscape borders: a. One canopy tree is required for every 33 linear feet of landscape border or fraction thereof, excluding vehicular ingress or egress points. b. Vegetative Ground Cover Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting. c. Canopy Trees in Vehicular Use Areas d. a. General Standards e. Within a vehicular use area, one canopy tree is required for each four motor vehicle parking spaces or fraction thereof. f. (1) The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space must be located within 40 feet of the trunk of a canopy tree (as measured from the center of the tree trunk). g. (2) Fifty percent of the trees required for landscape borders located within ten feet of the paved portion(s) of a vehicular use area may be counted towards both the minimum parking lot canopy tree standard and the landscape border canopy tree standard. 7.6.5. SCREENING STANDARDS The purpose of screening is to provide visual barriers, noise reduction, and to provide privacy. A. When Required Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.
