Thank you for the opportunity to comment on DP17-0038, La Placita Village; 2nd Submittal, a development plan application for an approximately 2.48 acre site located on the southwest corner of West Broadway Boulevard and South Church Avenue. The proposed land uses are residential and commercial.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

As a friendly reminder, the applicant shall file Form 7460 with the FAA at least 45 days before constructions activities begin. Any cranes used for the project must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 16, 2018.

CONTENT REQUIREMENTS

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. The IID case number does not appear to be valid. T17SA00196 has be WITHDRAWN. 2-06.4.7.A.6.a - As this project will require review via the Downtown Area Infill Incentive District, (IID), provide the IID case number, T17SA00???, adjacent to the title block on all sheets along with a general note stating the case number, date of approval, what was modified and if applicable any conditions of approval.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2. Zoning acknowledges that abandonment is in progress. 2-06.4.8.B Sheet 9 there is a "NON-BUILDIABLE AREA PER DKT. 4327, PG. 544" shown on the plan. You are proposing to build within this area there for this easement will need to be abandoned prior to development package approval.

3. Zoning acknowledges that abandonment is in progress. 2-06.4.8.B Sheet 10 there are two (2) existing electrical easements shown within the building footprint. These easements will need to be abandoned prior to development package approval.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

4. Zoning acknowledges that a covenant Regarding Development and Use of Real Property is to be processed. 2-06.4.9.A - As this site is made up of two (2) parcels, 117-20-016F & 117-20-016G, a lot combination is required. Provide a copy of the approved Pima County Combo Request form with your next submittal.

5. This comment was not addressed correctly. Per UDC Article 5.12.8.E.2.d Section 7.4.5.B, Downtown Parking District, does not apply. That said you vehicle parking requirements should be based on UDC TABLE 7.4.4-1. 2-06.4.9.H.5.a - Per UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, RESIDENTIAL USE GROUP, Multifamily Dwellings - Over 70 units/acre, based on a vehicle parking ratio of 1.25 spaces per dwelling unit, the required number of vehicle parking spaces is 305, proposed 293. An IID is required to allow the reduction in vehicle parking and must be approved prior to approval of the development package. Based on following comments the provide number of vehicle parking spaces may change.

6. This comment was not addressed correctly. Per 2012 IBC Chapter 11 Section 1106.5 For every 6 or fraction of 6 accessible parking spaces, at least 1 shall be a van-accessible parking space. That said the required number of van accessible spaces should be 2. 2-06.4.9.H.5.a - Provide the number of van accessible vehicle parking spaces required and provided with in the vehicle parking space calculation.

7. 2-06.4.9.H.5.a - Provide the number of proposed compact vehicle parking spaces within the parking calculation.

8. 2-06.4.9.H.5.a - Per UDC Article 7.4.6.B.3 tandem vehicle parking is not allowed for the proposed use.

9. 2-06.4.9.H.5.a - Per UDC Article 7.4.6.D compact vehicle parking spaces are not allowed.

10. 2-06.4.9.H.5.d - The proposed short term bicycle parking located in the right-of-way will need to be approved by the COT bicycle coordinator.

11. 2-06.4.9.O - The proposed street perimeter yards do not meet the minimum requirements of UDC Article 6.4.5.C.2 and must be approved through the IID process. Based on a building height of 81.50' the required street perimeter yard for Broadway Blvd. is 81.50' proposed is 78.8', based on a building height of 81.50' the required street perimeter yard for Church Ave. is 81.50' proposed is 16.2'. An IID is required to allow the reduction in street perimeter yard setback and must be approved prior to approval of the development package.

12. 2-06.4.9.R - Detail "D" Sheet 8 the landing at the top of the ramp does not meet ICC A117.1-2009 Section 405.7.3.

13. 2-06.4.9.R - Sheet 3 near the southwest corner of Building "LA PLACITA #7" the accessible path appears to go nowhere.

14. 2-06.4.9.R - Sheet 6 "PARKING PLAN - GROUND FLOOR" provide a dimension from column, shown northeast of the accessible vehicle parking space to the edge of the striped area.

I don't remember receiving this email in September but here are my comments from TDOT Transit:



The project will not have any adverse impacts to Sun Tran bus service on Broadway where we have 3 existing shelters and a large kiosk, all installed in the 1970s. See pic below. However, if the developer wishes to clear the sidewalk area for improved image and visibility, they are welcome to remove the kiosk and two of the three bus shelters. Leave one shelter in place. The kiosk can be salvaged as scrap metal, and the two shelters can be unbolted and delivered to the TDOT bus shelter storage yard.



No further comments related to transit issues.

The City of Tucson - Environmental & General Services Department (EGSD) has completed our review of the Development Package for the La Placita project at 110 S. Church Avenue. The waste generation calculations were reviewed and found to be accurate. Stationary compactors will be used to store both solid waste and recycling materials. Based on this review, EGSD approves the proposed solid waste management plans for the La Placita project as specified in Development Package DP17-0038.
