SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The minor nature of the outstanding comments suggests that this review should be able to be completed over the counter if the applicant prefers. The following items need to be addressed:
1) Per previous comment 25 and TSM 2-01.5.1 please show cut and fill quantities based on placement of storm drain system and all other earth movement related work.
2) Per AM 2-06-4.9N and previous comments related to retention requirements please update keynote 26 on sheet 2 to reflect the requirement for 1347 cubic feet stormwater harvesting tanks for each building. 1347 cubic feet equals 10,075.6 gallon containers if the applicant wishes to reflect the required volume in gallons instead of cubic feet.
3) Based on updates made to address previous comment 23 please revise keynote 6 on sheet 3 to reference details 2, 3, 4/3 instead of 3, 4, 5/3. There is no detail 5/3 on sheet 3.
4) Email an electronic copy of the final drainage report to Paul.Baughman@tucsonaz.gov for upload into our records retention system.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is , 2017.

CONTENT REQUIREMENTS: Follow up comments based on the changes to the plans and responses to the previous zoning comments.

1. Follow Up To Previous Comment 9: The dimension requested was added to the PAAL as requested. However a key note '10' is still in the approach area of the dumpster and within the PAAL. Add a key note that states that exisitng bollard is to be removed.

PREVIOUS COMMENT 9: 2-06.4.9.H.5 - Provide an access lane width dimension from the bollard shown at the southeast corner of the loading dock to the vehicle parking space shown to the southeast.

2. Follow Up To Previous Comment 10: The vehicle parking calculations need to be revised to correctly show the number of parking spaces required and provided for a Medical Marijuana Offsite Cultivation Location. (This site has not been approved for any Retail Sales; the approval and proposed expansion is for a Cultivation use only. The parking requirement is based on a Retail Use as noted in the previous comment. Under the Retail Use Group is the specific parking requirement for a MMOCL. Define the storage areas on the plan as noted in the previous comment and calculate the number of vehicle parking spaces needed only for all the actual storage areas.

Per the parking calculation listed the overall building square footage is 31,632 SF. Based on this number alone assuming it is all storage as noted on the plan, a total of 11 parking spaces are require of which one must be an accessible parking space.

The parallel parking spaces provided along the east side of the building are not required and if provided the area for the PAAL and 2' offset setback from the property line do not meet the minimum width requirements. In addition, there has been no turn-around area for incoming vehicles to use at the north end of the site. Two-way PAAL's must be a minimum of 24 feet. There several obstacles within the east side of the building that will prohibit providing the necessary width for a two way PAAL and turn-around without approval through design modification. It is suggested that the parking calculation be revised according to the required ratio based on the defined storage area.

Proved a fully dimensioned detail drawing for the long term bicycle facility within the building.

PREVIOUS C0MMENT 10: 2-06.4.9.H.5.a - The vehicle parking space calculations is not correct. Per UDC Table 7.4.4-1, RETAIL TRADE USE GROUP, Medical Marijuana Dispensary Off-Site Cultivation Location, the vehicle parking is based on 1 space per 2,000 sq. ft. of storage area for the first 20,000 sq. ft. of storage area plus 1 space per 10,000 sq. ft. of storage area for over 20,000 sq. ft. of storage area, with a minimum of 2 spaces.

3. Follow up To Previous Comment 13: Add a dimension to the HC parking sign that the height of the bottom of the sign is 7' from grade, see redlines on sheet 2.

PREVIOUS COMMENT 13: 2-06.4.9.H.5.a - Provide a detail for a van accessible parking space sign.

4. Follow Up To Previous Comment 16: A minimum of a four-foot wide striped pedestrian refuge area is allowed / required between the PAAL and a building in areas which by their nature will not be used for public pedestrian access. See redlines on sheet 2.

The section of the pedestrian path from the street to the building must be constructed of concrete except the section that is within the PAAL. Revise the section of the pedestrian path between the two parking spaces next to the property line to a concrete sidewalk. This portion of the sidewalk must be physically separated from the vehicle use area (construct a raised sidewalk with an accessible ramp or at grade with extruded curbs as barriers along the edges of the sidewalk) and have a clear access area of four feet in width. (see redlines on sheet 2)

PREVIOUS COMMENT 16: 2-06.4.9.R - Per TSM 7-01.3.3.B.2 a pedestrian refuge is required to connect the two buildings on site. Show the 4'-0" wide pedestrian refuge on the plan.

5. There is still insufficient information on sheet 3 to verify accessibility compliance. Label the cross and horizontal slopes for all sidewalks and pedestrian refuge areas and well as the accessible parking spaces and access aisle.
PREVIOUS COMMENT 17: 2-06.4.9.S - Provide sufficient grades on sheet 3 to demonstrate that there is an accessible route from the street to the building and between the two buildings.
