The following items need to be addressed: 1) Per AM 2-06.4.3 please add the case number (DP16-0191). 2) Sidewalk along Lee Street should be shown as being 5' wide per TSM 10-01.4.1A1a. 3) Per AM 2-06.4.8C please dimension the existing sidewalk and if it is less than 4 feet wide please make it a 5' wide sidewalk per TSM10-01.4.1A1b. 4) The sheets are called out as being sheet X of 9. There is no sheet 9 of 9 included. Please update accordingly. 5) General note 7 has a couple of typos in it. Please update accordingly. 6) Per Tucson Land Code Chapter 25-43 please show existing curb cuts, that will not be used in the developed condition, being removed and replaced with vertical curb. This can be done via keynote 4 on sheet 2. 7) Per AM2-06.4.8D please call out the location of the telephone/electric poles via keynote 11 on sheet 2. 8) Per TSM 10-01.4.1D1a please call out a maximum of 2% cross slope as part of keynote 6 on sheet 2. Call out a maximum 2% cross slope on sheet C-1 at the same location. 9) Per TSM 8-01.5.3A the service access for the solid waste shall be from within the development. Please adjust the layout accordingly. 10) Per TSM 8-01.5.3D the service access for the solid waste shall be such that the service vehicle does not have to back up into the public right-of-way. 11) The use of keynote 26 for providing trash container access is not permitted per TSM 8-01.5.3A and D. 12) Per TSM 8-01.5.3E please ensure that Keynote 20 (Shade Structure) does not interfere with the required turning radii for accessing an onsite solid waste pick up location. 13) Per AM 2-06.4.8B please dimension and provide recording information for the TEP easement called out by keynote 21 on sheet 2. 14) Paving and Grading Note 20 has a typo where the word proper is misspelled as Peoper. Please correct. 15) Per AM2-06.4.9L please dimension and provide recordation information for the proposed drainage easement required by Paving and Grading note 25 on sheet C-1. 16) Keynote 3 on sheet C-1 refers to a handicap parking detail on "this sheet" instead of sheet 1 of 9 where this detail is found. Please update accordingly. 17) Keynote 5 on sheet C-1 should be called out accordingly on the site plan where applicable. 18) Keynote 10 on sheet C-1 should be called out on the site plan as appropriate. 19) Keynote 13 should be called out on the site plan as appropriate. 20) Relocated trash containers per TSM 8-01.5.3A and D as called out by keynote 14 on sheet C-1. 21) Keynote 15 on sheet C-1 should be called out on the site plan as appropriate. 22) Please call out keynote 17 as appropriate on sheet C-1 per the hydrology map contained in the drainage report. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 2, 2017. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet. 1. COMMENT: The title blocks of all sheets shall be the same and contain the same information. Remove the address 1550 from the title block. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 2. COMMENT: Add the PDSD stamp to all plan sheets in the lower right corner next to the title block. 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. 3. COMMENT: Add the project-location map to the cover sheet. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 4. COMMENT: Add the north arrow along side the location map and include the contour interval on the appropriate site sheet (grading). 2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. 5. COMMENT: It does not appear that the symbols under the legend have been used on the site plan sheet. The line work used on the site plan does not match the line work listed under the legend, (bold, dark etc.). Assure that the symbols under the legend are added to the site plan. 2-06.3.11 - A key plan (if provided) shall be located on the first sheet. 6. COMMENT: The key site plan on the cover sheet has been drawn with a property line for the 3131 E Lee Street in the wrong location, see redline. Revise as required. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 7. COMMENT: Add the sheet number to the sheet index on the cover sheet. See redlines. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 8. COMMENT: List the telephone number and email address of the owner / developer of the project. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 9. COMMENT: Remove the 1550 N. Country Club Rd address from the title block. (The title block shall be consistent on all plan sheets with the same information.) 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 10. COMMENT: Add a brief legal description of the property in the title block of all plan sheets, i.e., a portion of the NW 1/4, of the north 1/2 of the SW 1/4, of the SW ΒΌ, of section 4, T14S, R14E. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 11. COMMENT: Assure that the sheet numbers are listed on all plan sheets. See redlines. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 12. COMMENT: List the administrative address of the development site. The only address that can be verified is 3131 E Lee Street. List the administrative address next to the title block of all plan sheets. Provide the development package case number, DP16-0191, adjacent to the title block on each sheet. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 2-06.4.2.A - Show the subject property approximately centered within the one square mile area; 2-06.4.2.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 2-06.4.2.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 13. COMMENT: As noted in comment 3, a project location map is to be provided on the cover sheet. The location map shall include the information noted in the standards above. See redlines. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 14. COMMENT: This development is made up of three separate lots that do not stand alone. Zoning is requesting that prior to approval of the DP the three lots must be combined through a Pima County Tax Parcel combo. The combo document must be provided with the next submittal or before final approval of the DP. The total acreage of the three parcels must be listed in square feet and acreage. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 15. COMMENT: Under General Notes text block note 4 "Proposed Use Note", list the Multi-Family Use Specific Standards that apply in the R-2 zone, UDC sections 4.9.7.B.6, .9, & .10. The note should list the uses as follows; O-3 Multi-family Use and R-2 Multi-family Use Subject to UDC sections 4.9.7.B.6, .9, & .10 2-06.4.7.A.5 - On residential projects, list the total number of units/lots proposed. 16. COMMENT: The number of units (dwellings/apartments) per zone must be listed in general note 5 i.e., O-3 six new dwellings, R-2 four new and two existing dwellings. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 17. COMMENT: List the square footage of the existing duplex under general note six. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 18. COMMENT: For your reference I have copied several pages from the Pima County Assessor's Office related to the plat and have attached them to DP sheet 2 for your reference. The lot size information on the DP should be the same as the information recorded by the plat. Based on the lot size for the two eastern lots, each lot is 200' by 60'. Each lot is 12,000 SF which is .275 ac each. Parcel A or the west lot is 60'by 300' or 18,000 SF which is .413 ac. Review the information provided and adjust the lot areas and any calculations related to the lot size such as lot coverage, lot size in SF and Acreage. Lot coverage is required for only the R-2 portion of the development. The coverage shall be listed based on the area within the R-2 zoned portion of the development only. Parcel A is within the O-3 zone and lot coverage is not applicable, and should be so noted. If you have any questions related to this specific comment feel free to call or email me. (I am only in the office on Tuesday and Wednesday from 8 to 5.) 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. 19. COMMENT: Keep in mind that the development is proposed over land that is zoned R-2 and O-3 and have different development criteria, such as building height, setbacks, lot coverage, Use Specific Standards, etc which must be listed separately. Revise development criteria as required. 2-06.4.7.B.1 - List the following notes on all plans/plats: "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." 20. COMMENT: Correct the typo on this paragraph, see redlines. 2-06.4.7.B.3 - List the following note on all development package documents: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan." 21. COMMENT: Add the word "Site" to this paragraph, see redlines. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 22. COMMENT: Clarify why the distance and bearing for the north lot line of parcel is noted with three different bearings and distances. The overall distance should be 60 feet and the bearing should be the same unless the property boundaries have been changed by a survey due to lot split or lot line adjustment. The distance and bearing should be based on the recorded plat information. Revise as required. Refer to the clouded area on the Pima County Assessor's map I have attached to sheet 2. There appears to be a small jog on the north lot line of Parcel B that has not been drawn on the site sheets. Revise as required. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 23. COMMENT: If applicable, draw, label and dimension any existing or proposed easements. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 24. COMMENT: Add the information to the site sheet as noted by the standard above. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 25. COMMENT: See related comment 22. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 26. COMMENT: If on street parking is allowed on Lee Street, the sight visibility triangles may be drawn eight feet from the face of curb. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 27. COMMENT: Add the information for Lee Street as noted by the standard above. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 28. COMMENT: Dimension the back up spurs per UDC section 7.4.6.F.4. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 29. COMMENT: Under the vehicle parking tabulations, list the number of accessible parking spaces required and number provided. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 30. COMMENT: Include a bicycle parking calculation for the short and long term facilities. Short term facilities may not be placed inside the apartments. Add fully dimensioned detail drawings of the short term facilities. Refer to UDC section 7.4.9 for design criteria. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 31. COMMENT: See related comment 23. 2-06.4.9.M - Grading Plan 2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan. 2-06.4.9.M.2 - Concurrent Review. For all projects, grading plans may be included in the development package and will be reviewed concurrently. 32. COMMENT: Once the DP site plan is approved the grading plan is also approved as it relates to the zoning review purview of the grading plan sheet(s). Any changes made to the base site plan sheet should be made to all site sheets, grading and landscape etc. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 33. COMMENT: Label the building setbacks from all buildings to the perimeter and street frontage, see redlines. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 34. COMMENT: Label the SF and HGT within the building footprint of the new duplex buildings, existing duplex and the Rec. building or list the info as a general note on the cover sheet. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 35. COMMENT: See engineering review comments related to the refuse collection areas. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. 36. COMMENT: Refer to the Landscape reviewers comments related to the Landscape and screening requirements. 37. Review the key notes on sheet two and three. Some of the keynote symbols include a leader line either pointing to the wrong item, the item can not be verified, or the keynote symbol is missing.
