Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 31, 2017. A.M. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section No. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.A - The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name; 1. COMMENT: Clarify if the name of the project is different than what is listed in the title block. If not list the name of the project. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 2. COMMENT: Add a brief legal description of the property in the tile block of all sheets. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 3. COMMENT: Provide the development package case number, DP16-0189, adjacent to the title block on each sheet. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 4. COMMENT: List the in General Note 3, the Use Specific Standards 4.9.4.T.1 and 4.9.13.O that are applicable to the proposed use. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 5. COMMENT: It appears that there has been some building expansion somewhere between 2005 and 2008 that cannot be accounted for by permits. Permits for any expansion of the building attached or detached must be obtained and inspections completed for final C of O. If the owner can provide the documentation for the detached carport, addition to the rear side of the structure and addition along the west side of the structure. Disregard this comment if the owner can produce the approved documentation for the structures noted. 2-06.4.7.B - Drainage Notes List the following notes as appropriate: 2-06.4.7.B.3 - List the following note on all development package documents: "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan." 6. COMMENT: Correct the typo in this paragraph, see redlines. 2-06.4.7.C.2 - List the following note on all development package documents: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual." 7. COMMENT: It is understood that at this time the SVT's may not be required, however this area is part of the roadway widening that may impact this site. Add the note as noted by the standard above to the cover sheet. 2-06.4.7.C.3 - Provided the following notes as applicable: 2-06.4.7.D - Utilities Note All development package documents are to include the following note: "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." 8. COMMENT: Revise general note 12 as noted by the standard above (verbatim). 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 9. COMMENT: If applicable add the easement information as noted by the standard above. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 10. COMMENT: Add to the site plan the current information as noted by the standard above. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 11. COMMENT: The DP site plan depicts a one way PAAL/Access Lane that is 12 feet wide and an egress point along the north side of the property and out through the alley. Alley access is not allowed for commercial uses unless approved through the Board of Adjustment Variance process. If the variance is not approved the one way access will be an issue. This item will be revisited on the next review and based on the response comment other options may have to be discussed. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 12. COMMENT: Add the information to the site plan sheet as noted by the standard above. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 13. COMMENT: The Parking lot design in the rear depicts parking spaces that are 18'-6" in length. The length of these parking spaces reduces the width of the PAAL behind the spaces to 23'-6". If the length of the parking spaces is reduced to the minimum length of 18 feet the PAAL width can be increased to the required minimum width of 24 feet. See UDC section 7.4.6 for design criteria requirements. The PAAL width behind the accessible parking space must be 24 feet with an additional two-foot setback from the east property line. Per the most current aerial it appears that there is no physical barrier for approximately 45 feet from the south property line to the north between the east parcel and the subject parcel. If access or a portion of the east property is being used for access, a recorded cross access agreement will be required prior to approval of the DP. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 14. COMMENT: Include a fully dimensioned detail drawing for the short and long term bicycle parking facilities. Long term Facilities cannot be inverted U facility. See section 7.4.9 for design requirements. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 15. COMMENT: Add the information as noted by the standard above. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 16. COMMENT: If applicable add the information as noted by the standard above. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 17. COMMENT: Draw and label the existing and future building setback based on current and future roadway conditions. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 18. COMMENT: Label the building square footage and building height within the building footprint. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 19. COMMENT: Demonstrate on the site plan sheet the pedestrian circulation is accessible. Label the running and cross slopes of the sidewalks. Label the running and cross slopes of the HC parking stall and assure that the access aisle next to the HC parking space is the same grades for the entire length of the HC parking space. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 20. COMMENT: If applicable add the information related to signs as noted by the standard above. 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. 21. COMMENT: Refer to the Landscape Reviewer comments for landscape borders and screening requirements. 22. COMMENT: Be aware that additional comments could be forthcoming on the next review based on the revisions made to the DP and responses to the Zoning Comments. Review redlines and address as required. SCREENING STANDARDS Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. A 30" screen is required along street frontages to screen vehicle use areas.
