This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 16, 2018. 1. 2-06.2.4 Concurrent Reviews2-06.3.0 Remove all building plan sheets, sheets 4 on, from the development package. Building plans can run concurrent but are a separate submittal. FORMAT REQUIREMENTS 2. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. Sheet 1 & 3 move the north arrow, contour interval, and scale to the upper right corner of the sheet. 3. 2-06.3.9 - The plan drawing shall be oriented with north toward the top of the sheet. If it is not practical to orient north to the top of the sheet, the plan drawing shall be oriented with north to the left side of the sheet. Sheet 3 does not meet this requirement. 2-06.4.0 CONTENT REQUIREMENTS 4. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).Sheets 1, 2 & 3 the total number of sheets should be 3. 5. 2-06.4.3 - Provide the development package case number, DP16-0178, adjacent to the title block on all sheets. 6. 2-06.4.4 - The project location map is not readable and will not scan. The project-location map shall be drawn at a minimum scale of three inch equals one mile. 7. 2-06.4.4.C - Label the sections corners on the location map, see redline. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 8. 2-06.4.7.A.4 - As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 9. 2-06.4.7.A.6 - As Cherry Avenue is listed as a collector on the COT Major Streets and Routes map provide a general note stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)." 10. 2-06.4.7.A.6 - This project is located within the Airport Avigation Easement and Disclosure Area and will require review by Scott Robidoux Airport Planner. Contact Kelly Lee, Lead Planner COT at Kelly.Lee@tucsonaz.gov for requirements. 2-06.4.7.A.8 - For development package documents provide: 11. 2-06.4.7.A.8.b - Remove all references to site/lot coverage as it is not applicable. 12. 2-06.4.7.A.8.c - As the proposed building expansion is greater than 50% the site must meet full code for UDC Articles 7.4, 7.5, 7.6 and TSM Section 7-01. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 13. 2-06.4.8.C - Provide a location dimension for the curb located within the right-of-way along 21st Street. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 14. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. Provide the zoning for the parcels south of 21st Street and west of Cherry Avenue. 15. 2-06.4.9.H.2 - Show future and existing sight visibility triangles (SVTs). On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. SVTs along Cherry should be based on existing and future. 16. 2-06.4.9.H.5 - Provide PAAL width dimension behind all proposed vehicle parking spaces. Per UDC Tables 7.4.6-1 & -2 the minimum width behind 90 degree parking is 24'. 17. 2-06.4.9.H.5 - Per UDC Article 7.4.6.F.2.a.(1) a PAAL must be setback 1' from An open structure, such as a carport or covered pedestrian access path as measured from the closest part of the structure or roof overhang. That said the canopy called out under keynote 33 shown over vehicle parking spaces 1, 2 & 3 must be setback 24' from the PAAL. 18. 2-06.4.9.H.5.a - Provide a vehicle parking space detail for both a standard and accessible vehicle parking space. Provide a wheel stop location dimension that meets UDC Article 7.4.6.H.3. The accessible vehicle parking space detail must demonstrate that all requirements of the 2012 IBC Chapter 11 and the ICC A117.1-2009 are met. 19. 2-06.4.9.H.5.a - Base on the most current aerial photos and Google street view it does not appear that the outdoor storage areas are all accounted for in the vehicle parking space calculation. Cleary define all outdoor storage areas on the plan and account for the square footage in the vehicle parking calculation. 20. 2-06.4.9.H.5.a - Include the ratio (s) used in the vehicle parking spaces calculation. 21. 2-06.4.9.H.5.a - There appears to be two (2) vehicle parking spaces shown south of the office building that back out into the ROW along Cheery Avenue. Per UDC 7.4.6.K A street or alley cannot be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way 22. 2-06.4.9.H.5.a - Per UDC Article 7.4.6.D.2.b Minimum Width Requirement When Adjacent to Barrier. A motor vehicle off-street parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height, other than a vertical support for a carport. That said the two vehicle parking spaces shown just south of the office building need to be 10'-0" wide each. Also there appears to be some type of barrier just south of the proposed accessible vehicle parking space. Clearly identify what this object is and if it is a barrier or 6" high the accessible vehicle parking space must be a minimum 10'0" wide. 23. 2-06.4.9.H.5.c - Provide a loading area calculation on the plan that includes the number required and provided and what type is provided. 24. 2-06.4.9.H.5.d - Provide a long term bicycle parking spaces calculation on the plan that includes the number required and provided. 25. 2-06.4.9.H.5.d - Provide a long term bicycle parking space detail that demonstrates how the requirements of UDC Article 7.4.9.B.1, .2 and 7.4.9.D are met. 26. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.). As Cherry Avenue is listed as a collector on the COT Major Streets and Routes map this project must either be developed meet the future ROW, developed to current ROW and provide a future development package that shows how the site will meet code when the future ROW is taken, or meet the requirements as stated in UDC Article 5.4.7. 27. 2-06.4.9.O - The street perimeter yard setbacks listed on sheet 1 are not correct and should be listed per UDC Article 6.4.5.C.2 & Table 6.4.5.C-1, 21' or the height of the exterior wall measured to the outside edge of the nearest adjacent travel lane. Major Streets and Routes are not considered for established area setbacks, see UDC Article 11.4.6 Definitions - E, Established Area Setback. 28. 2-06.4.9.O - The street perimeter yard setback dimensions shown for the proposed building on sheet 1 are not correct. The street perimeter yard setback for Cherry Avenue should be measured to the outside edge of the nearest adjacent travel lane based on the future ROW. The street perimeter yard setback for 21st Street should be measured to the outside edge of the nearest adjacent travel lane based on the existing ROW. Until comment 29 is addressed the required perimeter yard setback cannot be verified. 29. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). Provide this information for all structures on site. 30. 2-06.4.9.R - Per 2012 IBC Section 1104 clearly demonstrate that an accessible route is provided to all buildings on site. The route must meet the requirements of ICC A117.1, Section 403.3; 5% maximum running slopes and 2% maximum cross slopes. 31. 2-06.4.9.R - Per 2012 IBC Section 1104 clearly demonstrate that an accessible route is provided to all buildings on site. That said it appears that there are stairs located within the pedestrian circulation from the existing office to the proposed warehouse. 32. 2-06.4.9.R - Per TSM Section 7-01.4.1.F Sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space. That said the striped area shown behind the provided accessible vehicle parking space is not allowed. 33. 2-06.4.9.R - Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage. That said as vehicle access is provided to the site from both Cherry Avenue and 21st Street provide the required sidewalk to each street. 34. 2-06.4.9.X - Per UDC Article 7.6.2.B compliance with all standards within UDC Article 7.6 are required for this project. Provide the required landscape plans with your next submittal. A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The landscape plan will contain the following identification in the lower right corner of each sheet: Any case number for reviews or modifications that affect the site. Ensure that all Zoning and Engineering comments and concerns are addressed prior to landscape approval. Additional comments may apply. |
