11/28/2016 AHINES2 COT NON-DSD ENVIRONMENTAL SERVICES Reqs Change The City of Tucson - Environmental Services Department has completed our review of the second submittal for the Tractor Supply Company Retail Store project located at 1715 W. Valencia Road. The following items shall be addressed on a resubmittal of this Development Plan:

•The plan states that all cardboard will be bailed and recycled. Where will this take place?
•It is stated that the additional area within the trash enclosure will be used to store the cardboard prior to removal from the site. Based on a review of Detail Drawing 2 on Sheet C1.05, there does not appear to be sufficient space to store the cardboard bales in the enclosure area. Please explain how the cardboard bales will be stored in the enclosure.
•Are there any other materials besides cardboard that will be recycled on-site? If so, where will these materials be stored?

•A note shall be added to Detail Drawing 2 on Sheet C1.05 stating that the concrete slab within the enclosure shall slope at 1 % toward the gate opening.
•The concrete service apron in front of the enclosure is not shown on Detail Drawing 2 on Sheet C1.05. The concrete apron shall be 6 inches thick and slope away from the enclosure at a minimum 2 % to prevent storm water from collecting in front of the enclosure gates. It is noted that the concrete symbol is shown on the Detail Drawing in the service apron area but the outline and dimensions of the service apron should be shown.
•The designer shall verify that there is a minimum vertical clearance (no utility wires, tree branches, etc.) of 25 feet above the concrete service apron and the safe access and operational area of 14 feet by 40 feet in front of the enclosure.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 16, 2016.

CONTENT REQUIREMENTS

1. 2-06.4.2 - Provide a title block on sheet 9.

2. 2-06.4.2.D - Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) ohn sheet 9.

3. 2-06.4.2.D - The page number and the total number of pages for the salvage, landscape and irrigation plans should be 10 of 17 through 17 of 17, not L1 of 8 etc.

4. This comment was not fully addressed. Provide the case number on sheets 7, 8 & 9. 2-06.4.3 - Provide the development package case number, DP16-0142, adjacent to the title block on all sheets.

5. This comment was not fully addressed. Provide the case number on sheets 8 & 9. 2-06.4.3 - Provide the subdivision case number, S16-062, adjacent to the title block on all sheets.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. This comment was not addressed. 2-06.4.9.H.5 - As cross access is proposed provide a copy of the cross access/parking agreement with your next submittal.

7. This comment was not fully addressed. The west area where you state "not a pedestrian area" This is part of the required pedestrian circulation out to Valley Indian Agency Road. 2-06.4.9.H.5 - Demonstrate how vehicles will be prevented from access the two pedestrian circulation areas, high lighted in green, see UDC Article 7.4.6.H.1.

8. Until the IPP is approved the development package cannot be approved. The IPP case number will need to be provided adjacent to the title block on all sheets. Also a general note stating the case number, date of approval, what was modified, and if applicable any conditions of approval will need to placed on the cover sheet. 2-06.4.9.H.5.a - The vehicle parking space calculation is not correct. Per UDC Article 7.4.3.F.4 Based on Gross Floor Area (GFA) Use the total GFA of all applicable land uses within the development site, plus the area of any outdoor areas necessary to provide the service to the public or conduct the activity, such as outdoor eating areas or outdoor areas used for sale of merchandise, to calculate the requirement. The calculation does not include vehicular use areas, automobile display areas, or other outdoor areas used for nonpublic purposes. That said based on the building gfa plus the gfa of the outdoor display areas, 45,927 sf, the required number of vehicle parking spaces should be 153.

9. This comment was not addressed. 2-06.4.9.H.5.a - Provide the parking angle for the proposed angled parking.

10. 2-06.4.9.H.5.d - Per UDC Article 7.4.9.2.C.2.a the short term bicycle parking should be within 50' of each public entrance. Zoning acknowledges your response, "subject to City of Tucson Bicycle Coordinator". Provide written documentation from the Tucson Bicycle Coordinator, Ann Chanecka.

11. This comment was not addressed. 2-06.4.9.H.5.d - Demonstrate on the plan how the requirements of UDC Article 7.4.9.B.1.e are met for the short term bicycle parking.
